I. Call to Order
by Mayor Westcamp at 6:30 p.m.

Guests Present: The Guest Book is on file with the Clerk of
Council.

The Mayor asked everyone to join him in a moment of silence.

Chief Portier led the Pledge of Allegiance.

ORD. 14-006 AN ORDINANCE AUTHORIZING THE ADMINISTRATOR TO CONVEY
THE PROPERTY LOCATED AT 173 FRONT STREET (PARCEL
NUMBER 185-000144) TO THE GROVEPORT COMMUNITY
IMPROVEMENT CORPORATION (CIC) AND TO FURTHER
AUTHORIZE THE ADMINISTRATOR TO ACCEPT CONVEYANCE OF
SAID PARCEL BACK TO THE CITY, AND THE DECLARATION OF AN
EMERGENCY

Law Director Shannon requested Council to consider making a
motion to suspend the rules as to the three readings and the
effective date. This Ordinance will help facilitate the sale of the
property as previously approved by Council, enable the City to
split the property and have said split of record when conveyed

back to the new buyer.
The Clerk of Council read by title Ordinance No.14-006. A
motion was made by Council Member Hilbert, seconded by
Council Member Dildine, to suspend the rules as to the three
readings and the effective date. Motion carried by the
following vote:
Yes: 6 - Cleary, Dildine, Drury, Hilbert, Hutson and Rarey
A motion was made by Council Member Drury, seconded by
Council Member Cleary, to adopt as emergency legislation.
The motion carried by the following vote:

VIII. Reports

Nothing to Report
B. Administrator - Marsha Hall
Administrator Marsha Hall referred Council to her submitted
report. Port Road Reconstruction Project Bid opening was last
week. The project will begin in the spring. The engineer’s
estimate was $1,120,000.00. Lowest bid was by Shelly & Sands,
Inc. at a cost of $949,961.00. This project is funded 100%
through a Ohio Public Works Commission grant.
Ms. Hall requested of Council to consider going into Executive
Session for economical development purposes.
Council Member Cleary inquired about the City's salt supply, Ms.
Hall responded we have received more salt and noted there has
been many comments from residents and visitors regarding the
good condition of Groveport's streets during this weather.

Chief Portier reminded everyone of the Awards Ceremony on
City of Groveport Page 3

Thursday night at 7:00 p.m. and referred Council to his report.

D. Director of Finance - Jeff Green
Director of Finance Jeff Green reported with very little space left
in the spec buildings on Toy Road, Council may see some
amendments to development plans to allow for construction of at
least three more spec buildings to go up on Rohr Road. This is a
good sign of how the economy is going for the City. We are
starting the year with approximately 1000 new jobs and look to
double that number. Income tax is up this year. This will be the
first new speculative building the City has seen since 2007.
Mr. Green responded to Council Member Cleary's question
regarding the Sofa Express building, the building was designed
for Sofa Express' specific use with a large retail component and
will be hard to be used for anything else.

Council Member Cleary noted the Cemetery Committee meeting
was canceled due to the bad weather. Mayor Westcamp advised
the Trees & Decorations Committee meeting for tonight had
been canceled. Council Member Dildine commented the Rules
of Council Committee will be rescheduled.

Law Director Shannon requested Council to consider making a
motion to go into executive session pursuant to Ohio Revised
Code Section 121.22(G) at 6:41 p.m. as it relates to economic
development and invited the Mayor, Council, Administrator,
Finance Director/Economic Developer Director and Law
Director.
A motion was made by Council Member Dildine, seconded
by Council Member Cleary, to go into executive session
pursuant to Ohio Revised Code Section 121.22(G) at 6:41
p.m. as it relates to economic development to include the
Mayor, Council, Administrator, Finance Director/ Economic
Developer Director and Law Director. The motion carried by
the following vote:
Yes: 6 - Cleary, Dildine, Drury, Hilbert, Hutson and Rarey
--- Executive Session
A motion was made by Council Member Rarey, seconded by
Council Member Dildine, to come out of executive session at
7:04 p.m. with no action being taken. The motion carried by
the following vote:
Excused: 1 - Hilbert
Yes: 5 - Cleary, Dildine, Drury, Hutson and Rarey
X. Adjournment
Council Member Cleary made a motion, seconded by Council
Member Drury to adjourn at 7:04 p.m.. All in favor stated
AYE, None Opposed. Motion passed.
