Call to Order by Mayor Westcamp at 6:30 p.m. Staff Present: Marsha Hall - Administrator, Kevin Shannon - Law Director, Jeff Green - Director of Finance, Ralph Portier - Chief of Police Guests Present: The Guest Book is on file with the Clerk of Council. II. Moment of Silence The Mayor asked everyone to join him in a moment of silence. III. Pledge of Allegiance Chief Portier led the Pledge of Allegiance. IV. Roll Call Present: 6 - Council Member Cleary, Council Member Dildine, Council Member Drury, Council Member Hilbert, Council Member Hutson, and Council Member Rarey V. Approval of Minutes - July 28, 2014 Approved as submitted. #175-2014 City Council Meeting Minutes 7-28-2014 Attachments: City Council Meeting Minutes 7-28-2014.pdf VI. Business of Guests 1. William Kurey William Kurey of 286 Walnut Street, a property directly adjacent to Oak Alley and Cherry Street, addresses Council with concerns regarding the City's plans to take down the old police building across from Kids Space. He is concerned with what will be left if the building is gone. There is a very large tree on the corner of the property and room for three cars to park. He would like to know the replacement value of the solidly built brick building that could still serve for a time. He and other residents City of Groveport Page 1 City Council Meeting Minutes August 11, 2014 are worried about property values and the loitering that is going on even now. Mr. Kurey does not know what the zoning is currently or if the zoning will be changed for parking. Kids Space and the 4th of July events bring a lot of foot traffic to the area. Administrator Hall responded alternate uses for the building have been discussed by Council in the past. The City had an architect look at the structure and it was determined it would take between $50,000 and $80,000 to bring the building up to code for public use. Additional parking for Kids Space was also discussed with the former Community Affairs Director. As to the cost of renovating the building for public use, Council had approved money to take the building down, not renovate it, in the budget at the Budget Workshop. Since that time, Ms. Hall was approached by Council Member Hilbert to look into other possible uses and to have the matter put on the agenda for the next Committee of the Whole meeting to be discussed. Nothing is currently planned and nothing will take place until an ultimate decision is made on the issue. VII. A motion was made by Council Member Hilbert, seconded by Council Member Hutson, to adopt. Mayor - Lance Westcamp Mayor Westcamp thanked Administrator Hall and Community Affairs Director Storts for the gathering that recognized the sponsors of the 4th of July Parade. The Mayor thanked the sponsors and the committee representing the City of Groveport who put on the event. B. Administrator - Marsha Hall Nothing further to report. #176-2014 Adm Report to Council - Aug 11 Attachments: Adm Report to Council - Aug 11.pdf C. Chief of Police - Ralph Portier Chief Portier reminded everyone of upcoming events taking place this weekend: Cops 'n Kids Fest and the Groveport Hometown Car Show. Roads will be shut down, possibly with a City of Groveport Page 4 City Council Meeting Minutes August 11, 2014 complaint or two until we get it all coordinated, but it will be done quickly. There are not a lot of other police agencies involved this year. There are too many other activities in Central Ohio this weekend. Mayor Westcamp informed everyone the round-about on Lithopolis Road opened today. Winchester Pike is now open also. D. Director of Finance - Jeff Green Director of Finance Jeff Green reported the audit has been completed. The City has received notice from the state stating the desk review showed no modifications or changes were needed in the audit. Mr. Green passed a form around to Council Members to sign if they wanted to attend the post audit conference. E. Director of Law - Kevin Shannon Nothing further to report. F. Council Members - Ed Rarey, Jean Ann Hilbert, Donna Drury, Ed Dildine, Shawn Cleary & Becky Hutson Council Member Drury reported on the school supply distribution held yesterday at the high school. There were approximately 800 backpacks distributed to Groveport Madison students. Council Member Cleary reported the Touch-A-Truck event was excellent. The crowd was steady throughout the morning. Doug Scott informed Mr. Cleary this year will be his last to participate because he will be retiring. Council Member Dildine attended the Motts Military Museum Brick Dedication on August 2, 2014. Fifty four brick inductees were dedicated in the new memorial brick garden. Mr. Dildine commented on how nice the Recreation Center looks with the new carpet in the fitness area. G. Standing Committees Council Member Cleary reported the Cemetery Committee is scheduled to meet Tuesday, August 12th at 9:00 a.m at the Log Cabin. IX. Other Business Council Member Rarey has been contacted by residents of Front Street and in the southwest corner of the City in regard to the control of animals. There is a big concern about the animals that run loose during the night hours. This has been an ongoing problem for years. He brings this to Council's attention so the issue can be resolved. Mr. Rarey raised the issue of the vacant houses in Groveport in the southeast area of the City that are overrun with animals. Mayor Westcamp commented on all the feral cats running around in the City. Council Member Hilbert proposed contacting Franklin County about their nuisance officer helping with the matter. Council Member Cleary commented he has set live traps to capture raccoons in his area. He has caught eleven raccoons so far this year. Mayor Westcamp referred the issue to Administrator Marsha Hall to look into possible solutions to control the animals in the City. There were discussions on having a City Nuisance Officer or hiring a private company, but that could be too costly. Council Member Dildine mentioned Canal Winchester has dealt with this same issue and was advised to be careful on how they resolved the problem. Ms. Hall commented the costs nine years ago for every critter trapped was $45. Council Member Dildine thanked Ms. Hall for taking care of the residents on Falk Court, he appreciates her responding to their concerns. Council Member Hutson had spoken to Engineer Steve Farst regarding the prep work for the sewage that has started on Hendron Road by the Senior Village project. Residents have expressed concerns about the large area staked out in preparation. Administrator Hall reported Main Street at the Town Center project will be closed down to one lane on Thursday and possibly Friday to pave the street and the parking lot. Their grand opening will be Friday, October 10th at noon. X. Adjournment Council Member Cleary made a motion, seconded by Council Member Dildine to adjourn at 6:59 p.m. All in favor stated AYE, None Opposed.
