Call to Order by Mayor Westcamp at 6:30 p.m. Staff Present: Marsha Hall - Administrator, Kevin Shannon - Law Director, Jeff Green - Director of Finance, Kyle Lund - Parks & Recreation Director, Ralph Portier - Chief of Police Guests Present: The Guest Book is on file with the Clerk of Council. II. Moment of Silence The Mayor asked everyone to join him in a moment of silence. III. Pledge of Allegiance Chief Portier led the Pledge of Allegiance IV. Roll Call Council Member Rarey arrived at 6:36 p.m. A motion was made by Council Member Drury, seconded by Council Member Hutson, to excuse Council Member Rarey from the meeting. All in favor stated AYE, None Opposed. Motion passed. Scott Clinger Scott Clinger of 5133 Phillips Run addressed Council on the matter of starting an initiative on changing the nuisance law. In the past, violence could not be added as a reason to file a nuisance lawsuit. Mr. Clinger is seeking Council's support for an initiative in the future. Mayor - Lance Westcamp Mayor Westcamp thanked Chief Portier for puting on a nice presentation and banquet for the police officers. B. Administrator - Marsha Hall Administrator Hall had nothing to add to her report. Standing Committees Council Member Drury reported on the Trees & Decorations Committee organizational meeting held tonight. Officers were elected: Council Member Donna Drury as Chairperson and Scott Clinger as Vice-Chair. As soon as weather permits 22 trees, that were maiden trees from Arbor Day with the schools, will be planted. Council Member Cleary reported Jan Stoots has been elected as President of the Cemetery Committee and him as the Vice-Chair. The Committee has compiled some goals and ideas. The first is to complete the flat plan. Jan Stoots has been working on computerizing the occupied plots with names and other pertinent data. The Committee will be updating the pamphlets for potential buyers and have it available on the City's website. There are no cost increases for 2015 and the Committee requests that Senior Accountant Anna Krigbaum be present at their next meeting. They have some plans for the Hendron Road Cemetery; they will be taking pictures and may put it on the City's website to make people aware of the old cemetery. Council Member Dildine inquired if the Committee ever discussed offering a payment plan to purchase a plot(s) for those who choose to pre-plan arrangements for their burials. Mr. Cleary responded they have not, but he will bring it up at the next meeting. IX. Other Business a. Groveport Fighting Fish Parks & Recreation Director Kyle Lund presented Council a memo outlining the department's recommendations to accommodate the Groveport Fighting Fish's request to change their practice times for 2015 at the Groveport Aquatic Center. Mr. Lund feels closing only 3 lanes of the lap pool will give other patrons the opportunity to infringe on the practice time of the Fighting Fish. He recommends closing all City of Groveport Page 5 City Council Meeting Minutes February 9, 2015 6 lanes of the lap pool at 7:00 p.m. on Monday, Tuesday, Thursday & Friday evenings. The GFF would practice from 7:15 p.m. - 8:15 p.m., the least busy hour of the pool. Depending on their registration numbers, the GFF may also practice from 8:15 p.m. - 9:15 p.m. with their older age groups. The GFF would pay the City for any staff covering that additional time if needed. Prior to the pool closing for the evening, parents (and any other family members) must remain outside of the facility, unless they have a seasonal pass or have paid the daily admittance fee. Staff recommends that the GFF parents set up camp outside the fence in the grassy area between the lap pool and the leisure path. If their child needs any kind of assistance, the child can walk over to the fence and carry on a conversation. Deanna Somers, 6678 Winbarr Way, Canal Winchester, past President of the Groveport Fighting Fish, and Claudia McFarland, 422 Cedar Hill Rd, NW, Amanda, current President, addressed Council with concerns of the parents being outside of the pool instead of in the concession area during practice times. Mrs. Somers is not aware of any issues with anyone trying to use the pool last year during the half hour practice time when the pool was still open. Mr. Lund advised Administration's decision not to allow parents in the concession area during the practice time stems from past issues during events taking place during normal operation of the Aquatic Center. Unfortunately, not everyone is honest enough to not take advantage of the pool and its amenities. Over crowding the concession area is another concern of City staff. The Parks & Recreation Department Staff further recommends that the Groveport Fighting Fish designate no more than (4) parent volunteers to assist the coaches during practices. These parents can escort children to the restroom if necessary. Once the facility has closed for the evening, parents (and other siblings) may enter the facility and watch practice from the concession stand area. Council Member Hilbert suggested Council go with what Mr. Lund has recommended in his memo to Council. Council Member Hutson also concurs with Mr. Lund's memo. Council Member Dildine feels the recommendations need to be tried and if a lot of members choose to go elsewhere for their swimmer, Council can revisit the matter. Mayor Westcamp asked who would be on staff managing the pool during practice times. Mr. Lund responded there are seasonal managers and a head lifeguard on duty. Mayor Westcamp advised Mrs. Somers and Mrs. McFarland to notify the manager on duty if what Council has decided is not working. Mrs. Somers asked how often Council meets. Council meets three times a month and have the ability to call a special meeting. Council Member Dildine commented Council gives Administrator Hall and Recreation Director Lund a lot of leeway to handle many issues. Council explained the pool was closed for most of the practice last year, this year the pool will be open during most of the practice. City of Groveport Page 6 City Council Meeting Minutes February 9, 2015 Council takes into consideration any and all paying members who will be restricted from that portion of the pool during regular pool hours. Mrs. Somers persisted if there were few patrons in the pool at 7:15 p.m. on the nights of their practices, could the parents occupy the concession area at the start of the practice. Council Member Hilbert stated they would need to stay outside of the pool until procedures change. Any procedural changes will be up to the Administrator and Mr. Lund. Mr. Lund commented the parents with the biggest concerns of not being near their child could be the four (4) volunteers to assist the coaches. Mrs. Somers stated those apprehensive parents are the ones the coaches don't want close to the swimmers. Ms. Hall stated the Fighting Fish are going to have to try to make these recommendations work and not come back every time the City has an idea and express dissatisfaction with the decision. Mrs. Somers stated the bottom line is why is there this change from last year. She wants to be able to answer questions from the parents. Council Member Hilbert answered because the practice times are during open hours of the pool.
