Call to Order by Mayor Westcamp at 6:30 p.m. Staff Present: Marsha Hall - Administrator, Kevin Shannon - Law Director, Jeff Green - Director of Finance, Ralph Portier - Chief of Police, Tom Walker - Director of Golf Guests Present: The Guest Book is on file with the Clerk of Council. II. Moment of Silence The Mayor asked everyone to join him in a moment of silence. III. Pledge of Allegiance Caleb Dowler led the Pledge of Allegiance. IV. Roll Call A motion was made by Council Member Cleary, seconded by Council Member Hilbert, to excuse Council Member Dildine from the meeting. All in favor stated AYE, None Opposed. Motion passed. Groveport-Madison Lions Club Proclamation Mayor Westcamp read the Proclamation proclaiming the Groveport-Madison Lions Club as Grand Marshall for the 2015 July 4th Celebration. The Proclamation was presented to members of the Groveport-Madison Lions Club in attendance at the meeting. Bob Garvin - 4th of July Update 4th of July Committee Chair Bob Garvin referred to the 2015 4th of July Celebration flyer presented to Council and reported on the new items for this year's event. He acknowledged Community Affairs Director Patty Storts for securing a company for double the amount of fireworks to be displayed this year at no additional cost. One major change is the Kids' Parade will be starting on Wirt Road instead of the Main Street school. Traffic is not shut down on Main Street and there are no sidewalks for the young parade participants. Also this year the committee has increased the number of Port-a-Johns that will be more visible to the public. Mr. Garvin reported Committee Member Roger Parker raised $13,000 in sponsorships. Turn Point Church paid for the printing of this year's flyer and the 50 posters to be displayed in windows. Church members volunteer with the kids’ games. Turn Point Church also supplies freebies handed out to children. The church pays for many of the kids' games, e.g. the jumpy houses, hamster balls, the climbing wall and others, for the event. The Groveport-Madison School organizes the parade. Mr. Gavin spoke with Bruce Hoover, Groveport-Madison School District Superintendent, about getting students involved in the parade. Mr. Hoover contacted the Honor Society and the Student Council who have laid out this year's parade and will be on hand to see the parade steps off orderly and on time. Letters have gone out to the parade participants to inform them to park their cars at the recreation center. The school will provide buses to shuttle people from 8:30 a.m. to 10:30 a.m. from the recreation center to the parade staging area on Glendening Drive. After the kids' games close down at 4:30 p.m. the school drama club will perform part of the play "The Wizard of Oz". Mr. Garvin thanked Council, the Mayor and City Administration for all their support. He acknowledged the Groveport-Madison Lions Club as Grand Marshall and all the work they have done in the community. When asked during a phone interview what the difference was between Groveport's 4th of July Celebration and "Red, White & Boom", Mr. Garvin response was the relationship to community. Mayor Westcamp acknowledged 4th of July Committee members present at tonight's meeting. He commented Mr. Garvin hit the nail on the head when he said it was about community. The Mayor added the word "strong" community. Groveport wouldn't have such an event without the support of Madison Township, the Police Chief, Madison Township Trustee Bob Garvin, Public Works Superintendent Dennis City of Groveport Page 2 City Council Meeting Minutes June 22, 2015 Moore and the Groveport Police Department. He acknowledged the Turn Point Church and all the volunteers who are a part of this community. Mayor Westcamp personally and publicly thanked Bob Garvin for all he does for the City. c. Groveport Heritage and Preservation Society & City of Groveport Historic Guidelines Project Groveport Historic Preservation Committee member Mr. Steven Thompson explained the agenda of the Groveport Historic Preservation Committee is to explore what can be done to enhance the knowledge and education of Groveport citizens on the historical significance of Groveport and its place in Ohio’s history. The Committee plans to define historic architecture and landmarks, as well as preserve and restore such items. In the Committee meetings it came to the group’s attention that back in 2005 there was a push to develop a historic district in Groveport but it wasn't the time for the project for various reasons. Therefore, the committee focused on preservation efforts, as opposed to establishing a historic district. Revisions were made to the 2005 version of the preservation guidelines. The guidelines booklet provides a map of the preservation area and specific guidelines on several topics. He then went through the various changes and made it clear the committee wants the preservation area residents to be comfortable with the changes. Mr. Thompson explained that moving forward the committee would continue to change and enhance the preservation guidelines to keep Groveport beautiful. Administrator Hall stated that the guidelines will be available in pamphlet form at Town Hall and the Municipal Offices. It will also be available on the City's website. The guidelines, although not mandatory, can be used as a tool to help the citizens make their property historically accurate. It has been suggested to place signs under the street signs reading "historic area" to define the area to visitors and City residents. d. Greater Groveport Food Pantry Request for Greens Fees Waiver Greater Groveport Food Pantry members and Director of Golf Tom Walker were present to answer any questions Council may have regarding the food pantry's request to waive the green fees for a fund raising event at the Links at Groveport. Council Member Hilbert commented to Mr. Walker when anyone wants to have a golf outing at the Links of Groveport they usually have sponsors lined up to cover the costs of holes to offset the green fees and such. Mr. Walker responded that is how it has been done, he does not know how or where sponsors are solicited and a sponsorship can range from $150 to $1000. Sponsors' names are displayed at the hole they sponsor and flash on the wall via a PowerPoint presentation during City of Groveport Page 3 City Council Meeting Minutes June 22, 2015 banquet events. Mayor Westcamp inquired as to the current green fees for an outing. The green fees are $15, not including the cost of a golf cart. Mayor Westcamp looked to Law Director Kevin Shannon as to Council needing a motion to agree or disagree with the green fee waiver request. Mr. Shannon advised Council would need to make a motion to waive the green fees for the Greater Groveport Food Pantry in conjunction with their fund raiser event. Tom Walker believes the City did waive green fees once about five (5) or six (6) years ago for the athletic boosters. The athletic boosters were granted the waiver only once and have not had an outing in the last three (3) years. The golf course hosts around 20 outings each year. Council Member Hutson commented Council Member Dildine, who was not present at tonight's meeting, has concerns about Council waiving the green fees. Mrs. Hutson asked if Council would be voting on the matter of waiving the green fees tonight. Mr. Shannon advised a Council Member has to make a motion to waive the fees. If there is no motion the matter will not be considered. If there is a motion and a second then Council can vote on the matter and decide accordingly. Council Member Hilbert feels waiving fees can open a can of worms, but publicly stated she and her husband would gladly sponsor a hole for the food pantry's outing. She commented the Greater Groveport Food Pantry now has its first sponsor. Council Member Cleary announced they now have a second sponsor with him sponsoring a hole. Council Member Rarey stated he will be the third sponsor. Mayor Westcamp stated he does not agree with waiving the green fees, but as he had stated at last week's Committee of the Whole meeting, the Greater Groveport Food Pantry has a good group here with Council and himself. All they need to do is come and ask. VII. Law Director Shannon advised this Ordinance is not written as emergency legislation, therefore, a motion can be made to suspend the rules as to the three readings but not the effective date. Council can vote on the matter tonight and the Ordinance would be in effect thirty days from today's date. Mrs. Hilbert wanted the Ordinance to go into effect immediately to show that the City is going to enter into this lease agreement with the Greater Groveport Food Pantry. Mr. Shannon advised the only way the Ordinance can go into effect immediately is if it had been written as emergency legislation. The Ordinance can be passed tonight and will go into effect thirty days from today. Mr. Shannon requested Council to consider making a motion to suspend the rules as to the three readings. Mayor - Lance Westcamp Mayor Westcamp reported on his visits to some of the local businesses. His last visit was to Komar Industries on Marketing Place. He was impressed with the facility and the products they manufacture. Komar's engineer remarked on how much of a pleasure it was to work with the City’s Chief Building Official Stephen Moore and the building department staff. The Mayor stressed to the community if they have a problem with the building department or any department; if they don't call him, a Council Member or Administrator Hall; they need to stop by the Municipal Building. The Mayor had a call last week from the schools and when he set up his meeting with the school superintendent, the superintendent did not know 15 minutes after the start time of their meeting the City's Engineer Steve Farst was coming out to look into the situation. B. Administrator - Marsha Hall Administrator Marsha Hall reported Public Works Maintenance Worker II Dane Hudson passed his OEPA Class I Certification. Dane Hudson has taken the Utility Worker I position. The two Utility Worker I employees have worked a lot of weekends due to no other qualified worker to assist with weekend hours. Dane Hudson can now start training on the operations of the new water treatment plant. Ms. Hall stated the City observes the 4th of July holiday on Friday, July 3rd. There are some City employees who will be working a few hours on Friday to close roads, set up, etc, all day Saturday for the celebration and again on Sunday to tear down and clean up. She wants Council to be aware the City has employees giving up a good portion of their holiday weekend for the enjoyment of the residents City of Groveport Page 7 City Council Meeting Minutes June 22, 2015 without complaint. Council Member Cleary suggested setting a date in August for those employees and have some of the Council Members serve them lunch. #133-2015 Adm Report to Council - June 22 Attachments: Adm Report to Council - June 22.pdf C. Chief of Police - Ralph Portier Chief Portier reported on an active home invasion and thanks to Madison Township Police and Franklin County Sheriff's Department and the Groveport Police Department two people were apprehended, both with long lists of histories of offenses. He can't get into too much detail because there is still a lot to do in the investigation. He commends all three departments on the level of cooperation that took place. D. It is a lot of work that he does an excellent job with and it is very much appreciated. Mr. Cleary commented he had a resident complaint regarding two flower beds and was able to have the matter resolved today. He complimented the Trees and Decoration Committee for all the nice work they have done around Groveport.
