Mayor - Lance Westcamp Mayor Lance Westcamp reported the meeting Chief Portier and he had with the PALS program went so well that the group is taking them up on the offer of pizza for lunch this Friday. Mayor Westcamp acknowledged the effect the Chief's talk had on the young participants. The Mayor hopes for great weather on Monday night for the City's Halloween Trick or Treat Night event. B. Administrator - Marsha Hall Administrator Marsha Hall reminded everyone of the Veterans Day holiday on November 11, 2016. The Veterans Day ceremony will start at 3:00 p.m. at Veterans Park. Extra chairs will be set up for the larger crowd expected because of the large amount of new bricks sold this year. Everything except the music has been worked out for the event. Ms. Hall will contact Warren Motts with regards to the requested music. Council Member Cleary asked about the suggested walk through for the people coming in from the alley behind Veterans Park. Ms. Hall will check with Public Works Superintendent Dennis Moore to see what can be done to accommodate everyone. Chief of Police - Ralph Portier Chief Ralph Portier was not present at tonight's meeting. Captain Kurt Blevins reported the police department is ready for Trick or Treat night. D. Director of Finance - Jeff Green Finance Director Jeff Green had hoped to have September's finance report in Council's packet this week but the report is not available at this time. Mr. Green informed Council that he, along with Ms. Hall, will be attending the Ohio Municipal League Annual Conference this Wednesday, Thursday and Friday. Law Director Kevin Shannon will be in charge. E. Director of Law - Kevin Shannon Nothing further to report. F. Council Members - Ed Rarey, Jean Ann Hilbert, Ed Dildine, Shawn Cleary, Becky Hutson and Scott Lockett Council Member Dildine referenced the pink shirt he was wearing in honor of Breast Cancer Awareness Month and cancer awareness in general. At the beginning of this month, the fire department held a fundraiser for SKNLUV, an organization that promotes cancer reduction, awareness and education for central Ohio firefighters. Firefighters have a 7% higher risk than the general public for contracting 22 different types of cancer because of the nature of their job. Over $2,100 was raised for SKNLUV at the event that took place at Shade on the Canal in Canal Winchester. Mr. Dildine reported the new fire engine has been delivered and is in the process of being equipped. Council Member Cleary requested an item be put on the November Committee of the Whole agenda under New Business: a discussion on the matter of possibly changing the starting time of the 2017 Committee of the Whole meetings. Council Member Hutson attended the tree planting at the Log House. Sara, Alexandria Goodwin's mother had only nice things to say about the City of Groveport.
