City Council Meeting Minutes September 11, 2017
I. Call to Order
by Mayor Westcamp at 6:30 p.m.
Staff Present: Marsha Hall - Administrator, Kevin Shannon - Law

Staff not present: Ralph Portier - Chief of Police
Guests Present: The Guest Book is on file with the Clerk of Council.
II. Moment of Silence
The Mayor asked everyone to join him in a moment of silence.
III. Pledge of Allegiance
Captin Blevins led the Pledge of Allegiance.
IV. Roll Call
Absent: 2 - Jim Beidler, and Shawn M. Cleary
Present: 4 - Edward Dildine, Jean Ann Hilbert, Becky Hutson, and Scott Lockett
A motion was made by Council Member Hilbert, seconded by Council Member
Hutson, to excuse Council Members Beidler and Cleary from the meeting. The
motion carried by the following vote:

VI. Business of Guests
a. Joe Mazzola, Franklin County Health Commissioner
Joe Mazzola, Franklin County Health Commissioner, introduced
himself to Council. Mr. Mazzola has been the Health Commissioner for
7 months replacing Susan Tilgner, who held the position of Franklin

County Health Commissioner for 17 years. Mr. Mazzola has been
introducing himself to the 41 jurisdictions served by Franklin County
Public Health (FCPH). He provided Council with information on all the
services available through FCPH. The City of Groveport contracts with
Franklin County Public Health. The department strives to provide high
quality services to residents and are going through a lot of big picture
changes. In 2016, the agency became a Nationally Accredited Health
Department. FCPH is 1 of 20 in Ohio that are nationally accredited
health departments, out of the 120 health departments in Ohio, putting
the department on the front edge of a national priority to become
accredited. The department could not have accomplished accreditation
over the last several years without increasing resources from its local
partners; i.e. its cities, townships and villages.These resources allowed
the agency to increase its capabilities, community engagement, health
promotion and emergency preparedness. It raised its level of staff
capabilities to achieve those standards laid out in the process of
becoming nationally accredited. The department wants to continue to
stay at that high level with the continued resources and partnerships
with its community. FCPH is in the process of doing a community
health assessment for Franklin County. A release of that assessment
should be out later this month. The report will include zip code level
data that will show what is happening at the community level across the
county. The agency is looking to identify the health priorities of our
community. The assessment will move the agency into the process of a
community health improvement plan which will lead into a new agency
strategic plan for 2018. These processes are part of the national
accreditation and a priority of the County's Board of Health. The
Franklin County Board of Health has charged Mr. Mazzola and his
agency with achieving a chief health strategist initiative. Accreditation is
about "what a health department can do" and the chief health strategist
is about "how the department goes about doing the work." In 2018, the
new strategic plan will show how FCPH will convene more
conversations around public health priorities, make more data
available to communities and will engage the health care sector more
closely to align the priorities for public health and health care. Franklin
County Public Health wants to be the leader in this community in
embracing the newest technology to handle public health matters and
concerns.

VIII. Reports
A. Mayor - Lance Westcamp
Mayor Lance Westcamp extended condolences to the Portier family,
Chief Ralph Portier's mother passed away this morning. Our thoughts
and prayers are with Chief Portier. The Mayor thanked Warren Motts
and the Madison Township Fire Department for the great 9/11
Ceremony this morning. He hopes they all continue to put on the event.
The speaker hit on the subject that Americans are to "never forget."
The Mayor would like to see all future events take place in the morning.
Council Member Hilbert commented it was a very moving experience
and she was very impressed with the ceremony. Council Member
Hutson also attended the event.
B. Administrator - Marsha Hall
Administrator Marsha Hall had provided Council with information about
the no soliciting sign requested for Founders Bend. Ms. Hall discussed
the matter of attaching a “No Solicitation” sign on the Founders Bend
subdivision sign that is located on City property with the Law Director.
Kevin Shannon's opinion is that this is not permitted. The City cannot
put a sign on its property that is inconsistent with its own law. Also, the
subdivision cannot prohibit something for the entire subdivision that is
allowed by police power. An individual property owner can prohibit this
for his/her own property.

Council Member Hilbert asked about yesterday's Ruck Run event. Ms.
Hall was not at the event but thinks it went very well. Sergeant Adams
commented the number of participants was just shy of 200. There were
20 registrants unable to participant because they are in the National
Guards and were sent to Florida. There were no issues with traffic, being
a Sunday morning and the low number of runners. There was a Beer
Garden event with a live band after the run. The police had one
complaint call about loud music from a resident on Blacklick Street.
The resident understood the reason once they learned there was an
event at the Recreation Center and that is was not a neighbor down the
street. The last runner finished around 12:35 p.m. and all the officers
were out by 1:00 p.m. The Mayor asked everyone to keep Council
Member Shawn Cleary in our thoughts and prayers as he makes his
way to Florida, as well as our whole country.

H. Standing Committees
The Trees & Decorations Committee will meet Monday, September
18th, at 6:30 p.m., after the Committee of the Whole meeting. Mayor
Westcamp requested an item be put on that meeting's agenda. He

would like the committee to look into the tree situation on Elmont Place.
The falling leaves from the sycamore trees that the City planted going
into the subdivision are already clogging drains. The Mayor would like
the committee to go look at the trees beyond the first trees at the
entrance.
IX. Other Business
Council Member Hilbert received a call from a resident on Westport
Drive where her back yard backs up to State Route 317. The resident
has noticed a hole back by her fence that someone has been digging.
Cable is being installed along State Route 317. Mrs. Hilbert will let the
resident know about the work being done along that road.
X. Adjournment
Council Member Hutson made a motion, seconded by Council Member Dildine to
adjourn at 6:52 p.m. All in favor stated AYE, None Opposed. Motion passed.
