Call to Order by Mayor Westcamp at 6:30 p.m. Staff Present: Marsha Hall - Administrator, Kevin Shannon - Law Director, Jeff Green - Director of Finance, Ralph Portier - Chief of Police Guests Present: The Guest Book is on file with the Clerk of Council. II. Moment of Silence The Mayor asked everyone to join him in a moment of silence, asking that everyone please keep the City of Westerville and the police department's first responders in your thoughts during the moment of silence. III. Pledge of Allegiance Chief Portier led the Pledge of Allegiance. IV. Roll Call Council Member Hutson made a motion, seconded by Council Member Lockett to excuse Council Member Dildine from tonight's meeting. All in favor stated AYE, None Opposed. Motion passed. Ordinances and Resolutions City of Groveport Page 1 City Council Meeting Minutes February 12, 2018 A. 3rd Readings ORD. 18-001 AN ORDINANCE REPEALING ORDINANCE NO. 17-016, PASSED APRIL 24, 2017 Sponsors: Cleary Law Director Shannon requested Council to consider making a motion to postpone this Ordinance to a date certain of February 26, 2018. Even though this Ordinance pertains to an appeal, it has to have a public hearing as it is a zoning measure. Clerk of Council Ross read by title Ordinance No. 18-001. The motion carried by the following vote: Excused: 1- Dildine Yes: 5- Cleary, Hilbert, Hutson, Lockett and Stevens ORD. 18-007 AN ORDINANCE SETTING THE ANNUAL COST OF LIVING ADJUSTMENT FOR THE COMPENSATION OF THE EMPLOYEES OF THE CITY OF GROVEPORT AND THE DECLARATION OF AN EMERGENCY Sponsors: Cleary Attachments: ORD. 18-007 Exhibit A 2018 pay scale.pdf Administrator Marsha Hall stated the City's Compensation Plan is on a three calendar year basis. The first year the City does a salary survey which was done last year. The other two years of that three year term the City determines, from a number of sources, whether or not there should be a cost-of-living adjustment. Social Security has indicated that the cost-of-living adjustment is 2% for 2018. Staff is requesting Council's consideration for passing this Ordinance as emergency legislation so the pay scale is in place for the hiring of the City's seasonal employees. Seasonal employees are the ones that will be most affected by the 2% pay scale increase. Law Director Shannon requested Council to consider making a motion to suspend the rules as to the three readings and the effective date. Clerk of Council Ross read by title Ordinance No. 18-007. VIII. Reports A. Mayor - Lance Westcamp Mayor Lance Westcamp commented on the resignation of Groveport Madison Local Schools Superintendent Bruce Hoover. The Mayor hopes to maintain a good working relationship with the School District's new superintendent, not only pertaining to the schools within the City, but the district's Superintendent's involvement in the City's 4th of July parade and the Groveport CIC (Community Improvement Corporation). Everyone will become aware of how involved this Superintendent was in the Administration of the Groveport Madison High School. John Hurd has been named the Interim Superintendent. B. Chief of Police - Ralph Portier Chief Portier reported in light of the events in Westerville he will be attending the funeral on Friday with a couple of Groveport's officers srving as escorts. Both of the fallen officers have participated in the City's kids and cops programs 2 and 3 years in a row. Council Member City of Groveport Page 5 City Council Meeting Minutes February 12, 2018 Cleary noted he received a letter from Tom Stevenson for the police department's help with participating in Gene Wilson's funeral. Gene Wilson lead the way for 47 scouts. Gene was a very fine representative of the City of Groveport. He was 99 years, 3 months and 1day young. D. Council Members - Jean Ann Hilbert, Ed Dildine, Shawn Cleary, Becky Hutson, Scott Lockett and Marvin Stevens Council Member Hilbert reported the opioid conference will be immediately after the Committee of the Whole meeting on Tuesday, February 20th at the Methodist Church. Council Member Lockett commented on the talk on social media of residents' concerns with door to door solicitation. Mr. Lockett posted that anyone having concerns about door to door salespeople going around their neighborhood or community should contact the Groveport Police Department. The police will follow up. The Mayor noted that officers are great about asking for permits. Chief Portier noted there have been a number of arrests on outstanding warrants. The police department has a pretty stringent policy for applying for solicitation permits. G. Clerk of Council - Ruthanne Sargus Ross Clerk of Council Ross reminded the Volunteer Peace Officers Dependents' Fund Board needs to set up a meeting date and time. Council Member Cleary noted the "Share the Love" t-shirts were passed out for the City's food drive taking place for the month of February. Jeff Green added the Middle School Central student council contributed over 300 food items and $65 cash to the food drive. H. Standing Committees None. IX. Other Business None.
