ORD. 18-028 AN ORDINANCE AUTHORIZING PARTICIPATION IN THE ODOT WINTER CONTRACT (018-19) FOR ROAD SALT AND THE DECLARATION OF AN EMERGENCY Sponsors: Dildine The City had already passed an ordinance to participate in ODOT's road salt contract with the language the City has always used in the past. Shortly after Council passed Ordinance 18-015, the City received an email from ODOT stating that it had changed its procedures. This piece of legislation has the specific language required by ODOT to participate in the contract. Law Director Shannon requested Council to consider making a motion to suspend the rules as to the three readings and the effective date. Clerk of Council Ross read by title Ordinance No. 18-028. A motion was made by Council Member Dildine, seconded by Council Member Cleary, to suspend the rules as to the three readings and the effective date. Mayor - Lance Westcamp Mayor Lance Westcamp reported that he, Marsha Hall, and Jean Ann Hilbert were asked to serve on the community committee for Groveport Madison Local Schools' next Superintendent. Last Thursday's meeting went well and hopefully the school board will make the right decision for this community and its schools. The Mayor reminded Council that the Chamber luncheon honoring Groveport Madison High School's nine (9) valedictorians is Wednesday. Saturday is the Alumni Banquet and the ceremony for the closing of the Groveport High School is from 2:00 p.m. to 4:00 p.m. Mayor Westcamp handed out an invitation to the graduation ceremony to all the Council Members. Chief of Police - Ralph Portier Chief Portier thanked the Mayor, Council and Administration for the Proclamation honoring National Police Week. It means a lot to the Chief and his officers, especially with the loss of the two police officers in Westerville. The City displaying blue lights at all its facilities shows the dedication the City has to the officers that show their dedication to Groveport every day. He is proud of his department and they are very proud of what they do. He thanked the Personnel Board of Review for approving the potential officer candidate list that will be valid for one year. The number of new recruits going into law enforcement is getting less and less every year. It is going to get more difficult to hire new police officers. D. Director of Finance - Jeff Green Director of Finance, Jeff Green, reported that the Community City of Groveport Page 4 City Council Meeting Minutes May 14, 2018 Improvement Corporation (CIC) had its kickoff meeting with Jay Schlinsog from Downtown Professionals Network last week. The work session was a start to the 6 or 7 month process of performing an extensive marketing analysis for Groveport’s downtown and gateway areas. The CIC and Downtown Professionals Network are looking into the development of marketing strategies for the downtown area to build the demographic that is more than just roof tops. The CIC is also looking for ways to attract businesses into Groveport that will brand Groveport’s downtown. All of Council will be involved at some point but the community will be getting involved in July with an on-line survey the CIC will be conducting. In 2003 the City had about a 37% return on mail-ins from its survey. Hopefully, the on-line returns will be even greater. Mr. Green will update Council as the process moves forward. E. Council Members - Jean Ann Hilbert, Ed Dildine, Shawn Cleary, Becky Hutson, Scott Lockett and Chad Grashel Council Member Lockett, on behalf of all of Council, wished Mayor Westcamp a Happy Birthday. Council Member Hilbert announced there will be a follow-up meeting on Wednesday night for the opiod conference at 6:30 p.m. at 4400 Marketing Place. She thanked everyone for their support. Council Member Grashel thanked everyone who took the time out of their day a couple of weeks ago to give him the grand tour of Groveport and its facilities, especially Administrator Marsha Hall and Sgt. Standing Committees Council Member Cleary reported the Cemetery Committee is just about done with its pamphlets and are working on updating the cemetery webpage. X. Other Business None.
