City Engineer, Steve Farst, has raised some concerns, in addition to the concerns Council had expressed, that staff would like to attempt to address in the licensing agreement. Mr. Shannon had made a phone call to the rental office contact person and has yet to hear back from anyone. He has attempted to make contact since Wednesday and no one has returned his calls. He does not know what the situation is at the rental office. Mr. Shannon wants them to have the opportunity to respond to this matter, therefore, he asked Council to consider postponing this Ordinance until June 25, 2018. Council Members - Jean Ann Hilbert, Ed Dildine, Shawn Cleary, Becky Hutson, Scott Lockett and Chad Grashel Council Member Lockett reported that he ran into the owner of the Air Haven who commented that he had a very pleasant experience dealing with the City's building department. The units at the Air Haven are being rehabilitated and the owner made some very positive comments. G. Clerk of Council - Ruthanne Sargus Ross Nothing to report. H. Standing Committees None. IX. Other Business Administrator Marsha Hall had explained in an email to Council the outcome of a meeting she had last week with Recreation Director, Kyle Lund and Aquatics Manager, Steve Riegler. At Mr. Lund's request, Ms. Hall collected information through a survey of local pools. A copy of the information was made available to Council. There were 14 pools City of Groveport Page 5 City Council Meeting Minutes June 11, 2018 surveyed. All 14 provide season passes, 13 provide day passes, and most (10 out 14) do not limit the number of day passes. Council was provided a comparison of day pass fees of the various pools. Groveport is in tune with other day pass fees, except Ms. Hall added the City is in tune with those communities that have pools, not water parks. Groveport offers a lot more amenities than the other pools. The email to Council addressed three recommendations to help resolve safety issues at the pool. Steve Riegler has observed that the vast majority of the incidents occur during very hot weather, crowded conditions and late in the afternoon or early evening. Police have been called twice. This past Sunday there was a problem but the police were not called. There was a woman irate at one of the City's lifeguards because she thought the lifeguard should have jumped in after her son. The lifeguard had full control over the child and while the lifeguard was attempting to placate and calm the woman down, other patrons came over to basically chew out the woman. She was doing a lot of cursing and was hot tempered. The woman eventually left. In response to these types of incidents, staff recommended to increase security. This past Saturday was much more crowded with the attendance count at 1042. There was a police presence throughout the day, not continuously, but officers coming and going all day. There was some police presence on Sunday but there were only 400 people at the pool and the weather was cooler. Another resolution was making the capacity number lower. Currently, maximum capacity is determined through sight. If a lifeguard believes he/she cannot adequately patrol their area, they contact the manager on duty who then closes the entry to the pool until the problem is resolved. That capacity number is between a 1000 and 1100 patrons. Staff suggests lowering it to 800. If the pool is not as crowded, there may not be as many problems with patrons. Another suggestion was possibly raising the non-resident day pass rates. It may lower the number of people coming to the pool, and by raising the rate per person the City will not see a drastic drop in revenue. The problem with trying to lower the number of non-resident patrons is the percentage of the residents versus the non-residents is very low. The City has very little revenue coming in from residents. Council would have to make up the revenue, which would add up to several hundreds of thousands of dollars. Currently the rate is $6.00 for residents and $8.00 for non-residents. Staff had discussed a $12.00 rate for residents and $15.00 rate for non-residents. Council Member Dildine expressed concerns about Council making drastic changes without understanding the full impact of some of those changes. Mayor Westcamp inquired about the City's rights concerning alcohol use within the Aquatic Center. Mr. Shannon stated officers have to have a reasonable basis to City of Groveport Page 6 City Council Meeting Minutes June 11, 2018 search anyone's coolers or belongings for alcohol. Ms. Hall suggested a sign stating the City's right to search coolers and/or belongings or whatever language Mr. Shannon suggests would be appropriate for the sign. Council would need to introduce new legislation to change the current rates. Years ago, the City was advised by its attorneys not to use cameras in the pool areas. Mr. Shannon advised the City would have to be very careful about using any images of children. There are cameras in use in the parking lots. Mayor Westcamp stated having the police officers drive out to the pool and even walk outside the fence would let people know they are present and watching what is going on at the pool. The matter will be placed on next week's Committee of the Whole meeting agenda to give Council the opportunity to further discuss their options. X.
