I. Call to Order
by Mayor Westcamp at 6:30 p.m.
Staff Present: Marsha Hall - Administrator, Jeff Green - Director of
Finance, Ralph Portier - Chief of Police
Guests Present: The Guest Book is on file with the Clerk of Council.
II. Moment of Silence
The Mayor asked everyone to join him in a moment of silence.
III. Pledge of Allegiance
Chief Portier led the Pledge of Allegiance.

VIII. Reports
A. Mayor - Lance Westcamp
Mayor Lance Westcamp reported that the 4th of July Celebration went
well despite the hot weather. New ideas have already been suggested
for next year. Overall there was a good crowd and the fireworks were

excellent. The Mayor acknowledged City staff, police and Public Works
for the good job everyone did for the event.

C. Chief of Police - Ralph Portier
Chief Portier reported that is he back at work and will be back to full
duties starting next week. He thanked Council for their continued
support.
D. Director of Finance - Jeff Green
Nothing further to report.
E. Director of Law - Kevin Shannon
Not present.
F. Council Members - Jean Ann Hilbert, Ed Dildine, Shawn Cleary, Becky
Hutson, Scott Lockett and Chad Grashel
Council and staff had an open discussion about the events that took
place on the 4th of July.
G. Clerk of Council - Ruthanne Sargus Ross
Nothing to report.
H. Standing Committees
Council Member Dildine reported on the June 11, 2018 Trees &
Decorations Committee meeting.
Ø Committee Members will be getting new shirts this year. The shirts will
be teal in color and imprinted with “City of Groveport, Trees and
Decorations Committee Member“.
Ø Mr. Dildine opened a discussion regarding the resident on Briar Grove
who came to a Council meeting complaining about the Bald Cypress
trees in the Grove Pointe Subdivision. The Committee will gather
information on how many trees are involved, the costs of removing

and replacing all the trees in the subdivision and getting the residents
input on the matter.
Ø The committee reported that Arbor Day went great. There were
suggestions that new ideas be implemented for the 2019 Arbor Day
event.
Ø Mr. Clinger and Mr. Smith brought an itemized list to the committee to
ask for funds for the Haunted Park Event. The items to be purchased
could also be used for other events. It was suggested to include Front
Street residents to participate in the Haunted Park Event. The houses
on Front Street decorate every year for Trick or Treat and adding
those to the Haunted Park Event could possibly attract more people.
The committee was reminded that all proceeds from the Haunted
Park Event will go to the Free Lunch Program, Adopt a Family,
Groveport Human Needs and the Groveport Food Pantry.
Ø The committee has ordered memory plaques for Linda Crowder and
Donny Drury. Each plaque will be displayed on a bench that will be
dedicated on Apple Butter Day 2019. Twelve (12) additional park
benches have been ordered to complete the project of replacing the
old benches.
Ø The committee will purchase six (6) Tree City USA signs to be placed
in various locations around the City.
Ø The committee is to have a list of items for the 2019 budget.
Beginning in 2019, the Trees & Decorations Committee has to justify
the money for its budget.
Mr. Dildine reported on various items that the Committee discussed at
today’s meeting.
Ø The Committee will be moving forward with the Bald Cypress trees
matter by meeting with the residents, coming up with a plan to
remove and replace trees over a five-year period and determining the
cost of the project.
Ø Finalizing and approving the budget list.
Ø Reviewing this year’s financials.
Ø Other matters discussed included replacing flags displayed on Main
Street, getting the greenhouse ready, getting decorations for
Christmas, Apple Butter Day, Halloween and maintaining the planters
on Main Street.
The Committee always welcomes suggestions.
IX. Other Business
Executive Session
Administrator Marsha Hall requested Council to consider making a
motion to go into Executive Session pursuant to Ohio Revised Code
Section 121.22(G) (1) to consider the appointment, employment,
dismissal, discipline, promotion, demotion, or compensation of a
public employee or official, to include Council, the Mayor, the Police

Chief, the Assistant Administrator and herself.
A motion was made by Council Member Hilbert, seconded by Council Member
Hutson, to go into Executive Session at 6:44 p.m. pursuant to Ohio Revised
Code Section 121.22(G) (1) to consider the appointment, employment,
dismissal, discipline, promotion, demotion, or compensation of a public
employee or official, to include Council, the Mayor, the Police Chief, the
Assistant Administrator and the Administrator. The motion carried by the
following vote:
Yes: 6- Cleary, Dildine, Grashel, Hilbert, Hutson and Lockett
A motion was made by Council Member Cleary, seconded by Council Member
Dildine, to come out of Executive Session at 7:14 p.m. with no action taken.
The motion carried by the following vote:
Yes: 6- Cleary, Dildine, Grashel, Hilbert, Hutson and Lockett
X. Adjournment
Council Member Hutson made a motion, seconded by Council Member Dildine to
adjourn at 7:15 p.m. All in favor stated AYE, None Opposed. Motion passed.
