City Council Meeting Minutes August 13, 2018
I. Call to Order
by Mayor Westcamp at 6:30 p.m.
Staff Present: Marsha Hall - Administrator, Kevin Shannon - Law
Director, Jeff Green - Director of Finance, Ralph Portier - Chief of Police
Guests Present: The Guest Book is on file with the Clerk of Council.
II. Moment of Silence
The Mayor asked everyone to join him in a moment of silence.
III. Pledge of Allegiance
Chief Portier led the Pledge of Allegiance.
IV. Roll Call

AN ORDINANCE AUTHORIZING THE MADISON TOWNSHIP
FIREFIGHTERS LOCAL UNION COLLECTION FOR MUSCULAR
DYSTROPHY AND THE DECLARATION OF AN EMERGENCY
Sponsors: Dildine
Law Director Shannon requested Council to consider making a motion
to suspend the rules as to the three readings and the effective date.
The collections is to be held over the Labor Day weekend around
September 1, 2018.
Clerk of Council Ross read by title Ordinance No. 18-036. A motion was made
by Council Member Dildine, seconded by Council Member Lockett, to suspend
the rules as to the three readings and the effective date. The motion carried by
the following vote:
Yes: 6- Cleary, Dildine, Grashel, Hilbert, Hutson and Lockett
Council Member Dildine commented the Ohio Association of
Professional Firefighters has pledged to MDA to raise one million dollars
throughout Ohio this year.
A motion was made by Council Member Dildine, seconded by Council Member
Lockett, to adopt as emergency legislation. The motion carried by the
following vote:

AN ORDINANCE AMENDING THE ZONING MAP AS TO
APPROXIMATELY 6 ACRES, MORE OR LESS, OF THE FOLLOWING

185-002763 OWNED BY, VALERIE SHOLTES, ELISSA VILLIERS, AND

A RESOLUTION SUPPORTING THE OHIO DEPARTMENT OF
TRANSPORTATION (ODOT) BIKE ROUTES

Law Director Shannon requested Council to consider making a motion
to suspend the rules as to the three readings only to have this
Ordinance go into effect 30 days after passage on its first reading. In
the last week or so, the City received information from ODOT that they
are preparing a listing of bike routes throughout Ohio to be part of the
US Bike Route System map. The maps are to get the word out to bikers
of available bike routes throughout the nation. Since Groveport has
bike routes in its jurisdiction, ODOT has asked that the City take part in
this endeavor. ODOT is wanting all the information back to them in
September. Suspending the three readings and waiting the 30 days for
the legislation to go into effect will give Ms. Hall time to submit all of
Groveport’s information in September.

Council Member Hilbert, seconded by Council Member Hutson, to suspend the
rules as to the three readings. The motion carried by the following vote:

Lockett, to adopt. The motion carried by the following vote:

A RESOLUTION ADOPTING THE FIVE YEAR CAPITAL IMPROVEMENT
FUND PLAN

Clerk of Council Ross read by title Resolution No. 18-005. This Resolution was
referred to the Committee of the Whole.

A. Mayor - Lance Westcamp
Mayor Lance Westcamp was sorry he was unable to attend Saturday's
KidsFest. Council Member Cleary and Chief Portier filled him in on the
day's events.
B. Administrator - Marsha Hall

C. Chief of Police - Ralph Portier
Police Chief Ralph Portier reported everyone had a good time
Saturday despite the weather. Recreation Director, Kyle Lund and
Community Affairs Director, Patty Storts did a really good job setting up
this year’s event. The Chief is working with Council Member Lockett
collecting information on slow speed moving vehicles. He has referred
some legal matters to Law Director Shannon.
D. Director of Finance - Jeff Green
Director of Finance, Jeff Green, reported today is the last day to take
the survey being conducting by the Groveport Community
Improvement Corporation (CIC). As of Friday, there has been around
500 responses. The goal was 364. Next week CIC will have three days
of meetings with local businesses, a public forum, discussing branding
techniques and reviewing the survey results.

F. Council Members - Jean Ann Hilbert, Ed Dildine, Shawn Cleary, Becky
Hutson, Scott Lockett and Chad Grashel
Council Member, Jean Ann Hilbert thanked Chief Portier on his
Shooter in the Workplace presentation. It was an excellent program.
Personnel Director Sue Wadley does a good job keeping all the City
employees well informed. Mrs. Hilbert announced the August Opioid
event is August 28th at the First Baptist Church. The Franklin County
Sheriff’s Office will be doing a presentation. She appreciates everyone's
support.
Council Member, Shawn Cleary commented on the Pelotonia that
came through Groveport. There were an estimated 8,500 bike riders
this year.
G. Clerk of Council - Ruthanne Sargus Ross
Nothing to report.
H. Standing Committees
Council Member, Cleary reported the Cemetery Committee is very
close to distributing new brochures and bringing the website up to
100%.
IX. Other Business
A. Executive Session
Law Director Shannon requested Council to consider making a motion
to go into Executive Session pursuant to Ohio Revised Code Section
121.22(G) to discuss imminent litigation and economic development,
to include all members of Council, the Mayor, Administrator, Finance
Director and himself.
A motion was made by Council Member Cleary, seconded by Council Member
Hutson, to go into Executive Session at 6:47 p.m. pursuant to Ohio Revised
Code Section 121.22(G) to discuss imminent litigation and economic
development, to include all members of Council, the Mayor, Administrator,
Finance Director and Law Director. The motion carried by the following vote:

Yes: 6- Cleary, Dildine, Grashel, Hilbert, Hutson and Lockett
A motion was made by Council Member Cleary, seconded by Council Member
Hutson, to come out of Executive Session at 7:19 p.m. with no action taken.
The motion carried by the following vote:
Yes: 6- Cleary, Dildine, Grashel, Hilbert, Hutson and Lockett
B. Appointment of Rules of Council Committee
President Pro Tem Cleary named Scott Lockett, Ed Dildine, Becky
Hutson, Marsha Hall and Kevin Shannon to serve with him on the
Rules of Council Committee with Ruthanne Ross as recording
secretary. The Committee's first meeting is to be August 27, 2018 at
5:45 p.m. in the Council Conference Room.
A motion was made by Council Member Cleary, seconded by Council Member
Hilbert, to appoint Shawn Cleary, Scott Lockett, Ed Dildine, Becky Hutson,
Marsha Hall and Kevin Shannon to the Rules of Council Committee with
Ruthanne Ross as recording secretary. The motion carried by the following
vote:
Yes: 6- Cleary, Dildine, Grashel, Hilbert, Hutson and Lockett
X. Adjournment
Council Member Dildine made a motion, seconded by Council Member Hutson to
adjourn at 7:22 p.m. All in favor stated AYE, None Opposed. Motion passed.
