I. Call to Order
by Mayor Westcamp at 6:30 p.m.
Staff Present: Marsha Hall - Administrator, Kevin Shannon - Law
Director, Jeff Green - Director of Finance, Ralph Portier - Chief of Police
Guests Present: The Guest Book is on file with the Clerk of Council.
II. Moment of Silence
The Mayor asked everyone to join him in a moment of silence.
III. Pledge of Allegiance
Chief Portier led the Pledge of Allegiance.

Mayor Lance Westcamp read the proclamation for Constitution Week.
The proclamation was presented to Patricia Badgerow, a

of the American Revolution (DAR).

to suspend the rules as to the three readings and the effective date for
the reasons stated within the Ordinance.

the rules as to the three readings and the effective date. The motion carried by
the following vote:

to suspend the rules as to the three readings and the effective date so
that any signage could be put in place in September and October.

the rules as to the three readings and the effective date. The motion carried by

IX. Reports
A. Mayor - Lance Westcamp
Mayor Lance Westcamp personally thanked Shawn Cleary for stepping
in for him at the ribbon cutting ceremony at the data center on Friday.
The Mayor and the City appreciate the great job Mr. Cleary did
representing the City of Groveport.
Mayor Westcamp extended a thank you to Ed Dildine who will be
leading the Madison Township Fire Department 9/11 Ceremony at
Motts Military Museum. Everyone appreciates what Warren Motts does,
along with the Township and the City, to remember that day. He hopes
everyone can attend. It is a great event that commemorates what needs
to be remembered.

Council Member Jean Ann Hilbert commented on the beautiful new
Groveport Madison High School and the pride that is showing right now
is truly amazing.
G. Clerk of Council - Ruthanne Sargus Ross
Nothing further to report.
H. Standing Committees
Council Member Ed Dildine reported on the Trees & Decorations
Committee meeting that was held today. Things are moving along
nicely for the Halloween Haunted Park event at Blacklick Park. Roads
are to be blocked and permits are being obtained. The Committee
plans to knock on the doors of all the neighbors to keep them informed
of the hours and what to expect during the event. Many neighbors on
Front Street already decorate their houses and the Committee would
like to see the neighborhood be involved in this event.
The bench plaques for Donna Drury and Linda Crowder are moving
forward and hopefully will be in place for Apple Butter Day.
The Committee will be coming up with a plan in 2019 to address the
matter of the Cypress trees on Briar Grove.
The Committee has approved $5,000 for the fall park beautification to
replace some trees. The light pole banners are fading faster than
anticipated so the Committee is looking into replacing them.
The Committee has approved $31,500 for the 2019 budget.
X. Other Business
Council Member Shawn Cleary reported on the Rules of Council
Committee meeting. The Committee has made a few changes in the
Rules of Council that will be brought before Council in new legislation.
Mr. Cleary appreciates everyone's time on that effort.
XI. Adjournment
A motion was made by Council Member Dildine, seconded by Council Member
Cleary, to adjourn at 6:48 p.m. The motion carried by the following vote:
