Call to Order by Mayor Lance Westcamp at 6:30 p.m. Staff Present: BJ King - Administrator, Kevin Shannon - Law Director, Jason Carr - Director of Finance, Kurt Blevins - Police Captain, Jeff Green - Asst. Admin. / Development Dir. Guests Present: The Guest Book is on file with the Clerk of Council. II. Moment of Silence The Mayor announced the passing of former Councilman Marvin Stevens. He asked everyone to keep Mr. Stevens' family in their thoughts and prayers while joining him in a moment of silence. III. Pledge of Allegiance Captain Blevins led the Pledge of Allegiance. IV. Roll Call A motion was made by Council Member Hutson, seconded by Council Member Hilbert, to excuse Council Member Scott Lockett from the meeting. Ord. 2020-013 AN ORDINANCE AMENDING PART ELEVEN - PLANNING AND ZONING CODE, TITLE SEVEN - SUPPLEMENTAL LAND USE REGULATIONS, CHAPTER 1177 OFF-STREET PARKING AND LOADING, 1177.08 LIMITATION OF PARKING IN RESIDENTIAL ZONING DISTRICT AND THE DECLARATION OF AN EMERGENCY Sponsors: Dildine Attachments: 1177.08 Limitation of Parking in Residentail Zoning Districts.docx Council Member Dildine commented per last week’s Committee meeting discussion, the weight limit was changed to 19,500 pounds. That weight covers the top end of a Class 5 truck (GVWR 16,001 - 19,500 pounds). The motion to suspend the rules as to the three readings and effective date failed. This Ordinance will go on for its second reading on the March 9, 2020 City Council meeting. Council Member Cleary wanted it noted that he voted no on this matter because it will permit the parking of a bucket truck on private property in residential districts. Law Director Kevin Shannon suggested that for the purpose of enforcement, the City still should not do anything with respect to the Building Department as to enforcement until this matter is finished. A motion was made by Council Member Dildine, seconded by Council Member Hilbert, to suspend the rules as to the three readings and the effective date. This Ordinance was referred to the Committee of the Whole. VIII. Reports A. Mayor - Lance Westcamp Mayor Lance Westcamp commented there was a good turnout for the open house in honor of City Administrator BJ King. Mr. King has been kept busy working with Jeff Green and other department heads. Mayor Westcamp and Mr. King have a lunch engagement this week with Superintendent of Groveport Madison Schools, Garilee Ogden. The Mayor commented again on the passing of former Councilman Marvin Stevens. Mr. Stevens worked security at the high school and was on Council for two and half months. The service and viewing will be Friday, February 28, 2020 at Mount Hermon Baptist Church, 2283 Sunbury Rd., where his family will receive friends from 10:00 a.m. until time of service. B. Administrator - BJ King Administrator King has scheduled a meeting with Tina Dillman regarding the request she put before Council. Ms. Dillman can have access to the Nature Center items by scheduling times with Town Hall. Mr. King sent out an email on project updates concerning pre-construction meetings on the sewer force main for Elmont Place and the Bixford Green Trail Project. Both projects are scheduled to start within the next 4 to 6 weeks. Chief of Police - Ralph Portier Chief Portier was not present. Captain Blevins had nothing to report. D. Director of Finance - Jason Carr Finance Director Jason Carr reported that Groveport’s investment portfolio, as of the end of January, has about 1.9 million dollars in the City’s money market. The Finance Department is trying to invest that 1.9 million but it’s a challenge trying to find investments meeting the City’s criteria for interest rate and length of time to maturity. The department is working on drawing down that money market or increase the yield. Mr. Carr reported that the City had one cash fund at the end of January that had a negative cash balance, the Termination Fund which accounts for severance payments. There were two severance payments in January. The budget amendment passed by Council a few weeks back will fund the amount for transfer to take care of the negative balance by the end of February. #039-2020 Financial Report Attachments: Groveport_January 2020 Financial Report.pdf E. Director of Law - Kevin Shannon Nothing further to report. F. Asst. Admin. / Development Dir. - Jeff Green Assistant Administrator/ Development Director Jeff Green updated Council on the video projection project. The City has purchased two big screen televisions to be mounted on the back and front walls of the Council Chambers. There will be a desk with a splitter where people can setup a laptop and plug-in to broadcast to both televisions. The installation will take place in the next couple of weeks. Departments are getting data ready for the 2019 Annual Report. Mr. Green welcomes any photographs Council may have to submit. Administration looks to have the report ready within the next couple of weeks. There is a Community Improvement Corporation (CIC) meeting on Wednesday, February 26th at 8:30 a.m. in the Council Chambers. City of Groveport Page 5 City Council Meeting Minutes February 24, 2020 G. Council Members - Jean Ann Hilbert, Ed Dildine, Shawn Cleary, Becky Hutson, Scott Lockett and Chad Grashel Council Member Grashel reported on the recent Groveport Special Olympics exhibition basketball game against the boys’ basketball program at Groveport Madison High School. The High School basketball team really enjoyed and appreciated the game but one could see that the Special Olympics athletes had a great time and everyone had fun participating. Groveport Special Olympics folks sought Mr. Grashel out to let him know how much the organization appreciates the City of Groveport. H. Clerk of Council - Ruthanne Sargus Ross Nothing to report. I. Standing Committees Council Member Cleary reported there will be a Cemetery Committee meeting on Wednesday, March 4, 2020. Council Member Hilbert mentioned the community choir program sold out on tickets for the upcoming Saturday night performance. Council Member Cleary commented that he and Mayor Westcamp attended the District Community Safety Committee meeting at the Groveport Madison High School. The Committee was set up as a working committee of about 50 people to discuss and share information about school safety. Groveport Sergeant Josh Short and representatives from police and fire, elected officials, principals, teachers, parents and student representatives were invited to participate. Mayor Westcamp, Sergeant Short and Mr. Cleary all agreed there needs to be more parents involved for their input. IX. Other Business None. X.
