City Council Meeting Minutes September 28, 2020
I. Call to Order
by Mayor Lance Westcamp at 6:30 p.m.
Staff Present: BJ King - Administrator, Kevin Shannon - Law Director,
Jason Carr - Director of Finance, Casey Adams - Acting Chief of Police,
Jeff Green - Assistant Administrator / Development Director
Guests Present: The Guest Book is on file with the Clerk of Council.
II. Moment of Silence
The Mayor asked everyone to join him in a moment of silence.
III. Pledge of Allegiance
Madison Township Fire Chief Derek Robinson led the Pledge of
Allegiance.
IV. Roll Call
A motion was made by Council Member Hilbert, seconded by Council Member
Hutson, to excuse Council Member Dildine from tonight's meeting. The motion
carried by the following vote:
Excused: 1- Dildine
Yes: 5- Cleary, Grashel, Hilbert, Hutson and Lockett

VI. Proclamation
Mayor Lance Westcamp read the 2019 Fire Prevention Week
Proclamation and presented it to Madison Township Fire Chief Derek
Robinson. Mayor Westcamp commented on the wonderful job the
Madison Township Fire Department did on the 911 Ceremony. Chief
Robinson stated that it was a pleasure to be back with the Mayor,

Council and staff tonight and an honor to accept the Fire Prevention
Week Proclamation on behalf of Madison Township and the Madison
Township Fire Department. Normally this time of year the department
would host one or two open houses at the fire stations. COVID-19
regulations made the Township cancel those events. In lieu of the open
houses the department will be rolling out some videos on social media
on this year's fire prevention week theme "Serve Up Fire Safety in the
Kitchen!" starting on Sunday, October 4th through Saturday, October
10th on the Madison Township Facebook page. Each day will be a
different message on safety in the kitchen and other fire safety topics.
Chief Robinson extended his thanks and appreciation for the
attendance and participation at the 911 Ceremony. The department
appreciates the support of this Council and the Groveport citizens with
not only the 911 event and fire safety week but with everything else you
do for the fire department. The department is honored and humbled to
serve this community and truly appreciative. Chief Robinson will start
attending the meetings again and provide his monthly reports.

IX. Reports
A. Mayor - Lance Westcamp
Mayor Lance Westcamp reported that he and Administrator BJ King
had a meeting this morning with Pastor Barnes of Madison Christian
Church and a couple of other gentlemen about the Ohio Flags of Honor
Memorial. The Church had scheduled to have the Memorial in June
2020 but had to cancel due to COVID-19. They presented the idea of
incorporating the Ohio Flags of Honor Memorial with the City’s 4th of
July Celebration. The group will have a display of over 300 hundred
flags on the Madison Christian Church campus where the names of
those represented by a flag will be read during an open ceremony. The
campus will be lit at night to be available for viewing 24 hours a day.
The event the group will plan to do in collaboration with the City of
Groveport in July will be their last event ever.
The Veterans Day Ceremony plans are moving forward with
approximately 12 bricks to be dedicated this year. The format will be
somewhat different this year as was the ceremony for Memorial Day.
Council will be kept up to date on the event.
B. Administrator - BJ King
Administrator BJ King noted that included in the September 28th City
Council meeting packet was a copy of the proposed 2021-2025 Capital
Improvements Plan (CIP) for public infrastructure projects. Steve Farst
will attend the October 12th City Council meeting to provide an
overview of the proposed CIP.
Budget departmental meetings were held last week. Kudos to all the

departments for the efforts put forth to reduce their budget by 15%.
Administration will take a look at the budget in mid-2021 as it relates to
various line items and see how the City's tax revenue is coming in.
Administration will then come to Council with any budget amendments
if needed.

C. Acting Chief of Police - Casey Adams
Acting Chief Casey Adams reported that Chief Portier made a surprise
visit to the office last Friday. The Chief spent about an hour going
around from office to office. He is building up his stamina and looking
forward to coming back to work. The department is looking forward to
having him back in the office in the near future. Acting Chief Adams
provided Council with a memo in regard to the October 3rd march in
support of first responders.

D. Director of Finance - Jason Carr
Finance Director Jason Carr reported that the City will be going live with
the Kronos time keeping system on Thursday, October 1st. Finance
anticipates some bumps in the road but it is time to switch to Kronos
from ADP. This will not affect Council but it will affect staff. The August
financials are attached for Council’s review and if there were any
questions.

F. Asst. Admin. / Development Dir. - Jeff Green
Assistant Administrator / Development Director Jeff Green noted that
from this year forward he will be providing Council with the TIRC reports
to accompany the legislation that is necessary every year.
Mr. Green announced that today marks the fifth anniversary of the
City's G.R.E.A.T. Program.
G. Council Members - Jean Ann Hilbert, Ed Dildine, Shawn Cleary, Becky
Hutson, Scott Lockett and Chad Grashel
Administrator King will look into the matter of hornets nesting in the
building at 235 Front Street, the building behind Town Hall. Council
Member Lockett had previously contacted the person taking care of the
building but posts on Facebook are commenting that people are still
getting stung.
Council Member Cleary commented that this is the time of year the
Boy Scouts retire American flags. Mr. Cleary had collected some flags
from the City and several neighbors that he and a Boy Scout down the
street retired the flags by properly burning them. Approximately 80 to
90 flags were burned.
H. Clerk of Council - Ruthanne Sargus Ross
Nothing to report.
I. Standing Committees
Council Member Lockett reported that the senior citizens from the
Senior Center met for the first time last week in months. It was decided
that the Senior Center will remain closed for now. The members will
meet again December 4th to determine if the Center will re- open in
January 2021. There will be some administrative changes, Lisa
Zurbriggen will be the Director of the Senior Center as part of her
responsibilities with the Transportation Department.
X. Other Business
Council Member Hilbert commented on how nice the pump was at the
cemetery and she was glad they were able to use the old original pump.

Hutson, to adjourn at 6:53 p.m. The motion carried by the following vote:
