I. Call to Order
by Mayor Lance Westcamp at 6:30 p.m.

VI. Business of Guests
A. Christine Boucher - Groveport Madison Kiwanis Club
Christine Boucher, Groveport Madison Kiwanis Club, addressed Council with
the idea of an all-accessible playground in Groveport. After talking with Kyle
Lund Director of Recreation and Administrator BJ King a proposed site for the
playground would be Degenhart Park. The project the Kiwanis Clubs is
proposing to Groveport City Council and Mayor is an all assessable
playground for children with special needs through the elderly. After seeing an
article on the subject, Ms. Boucher sees a need for such a playground in
Groveport with its aging population and a school system with a population of
many special needs students. Groveport has a great park system but none
of them address multi-generational use. Ms. Boucher handed out copies of
the article “Playgrounds for the Elderly Boost Activity and Decrease
Loneliness" and pictures and costs on the project of Hunter Park in
Lancaster, Ohio. The Kiwanis Club would look for the funding of this project

through available grants and fundraising. Other enhancements to the
proposed park would be a music garden to benefit everyone and a flower
garden to incorporate the sensory of smell and touch. Mayor Westcamp and
the Council Members think it's a great idea and the sensory gardens would
be a great addition to the park. Assistant Administrator/Development Director
Jeff Green stated this would be an ideal project for collaboration between the
City of Groveport and the Kiwanis Club. After discussions on particulars and
extra amenities, it was decided that this project would be a great addition for
the community. The City and the Kiwanis Club will get together to start
working out a plan to see this project through completion and look into options
for funding.

The City, having already received calls concerning this item,
anticipates the public wanting to express their concerns about this
proposed development. A discussion ensued on how to apply
mandatory masks, temperature taking and social distancing if there
were to be a high number of citizens wanting to attend and/or speak on
this item at the Planning & Zoning Commission meeting on November
2, 2020. It was decided that staff will handle any public attendance on a
one by one basis. Keeping to the COVID-19 safety protocol each
interested party will be allowed to address the Planning & Zoning
Commission on this matter.

VIII. Reports
A. Mayor - Lance Westcamp
Mayor Lance Westcamp was invited by Mayor Christie Ward of the
Village of Lockbourne to visit the Old Schoolhouse the Village bought
to renovate. Mayor Westcamp had the opportunity to spend thirty
minutes looking at the renovations. They have done a wonderful job
with what has been done so far but there is still a lot more to be done.
They will be able to rent out space for weddings, meeting places and
special events which will bring more people to this end of Franklin
County. Mayor Westcamp is still working together with Mayor Ward on
a walking path to connect the two communities.
B. Administrator - BJ King
Mr. King was not present. Assistant Administrator / Development
Director Jeff Green mentioned that the City may be able to live stream
the Planning & Zoning Commission meeting over Facebook through
the Zoom application. The Council Chambers is going to be
permanently setup with cameras. The Granicus software the City uses
for its legislation, agenda and minutes management has a module for
live streaming. The purchase orders are in place and the equipment is
on order.
Mayor Westcamp mentioned the letter Council received a copy of from
Superintendent Ogden thanking the City for the face masks.
Community Affairs Department had purchased the masks since there
were no kids’ activities during the 2020 pandemic. The Mayor has been
selected to serve on the Diversity in Our School System Committee to
represent the City of Groveport.

C. Acting Chief of Police - Casey Adams
Acting Chief of Police Casey Adams reported that U.S. Representative
Jim Jordan delivered artifacts to Motts Military Museum and Groveport
police were asked by Homeland Security to have a presence during
Mr. Jordan’s visit at the museum. Thursday the Department was
notified of the arrival of President Donald Trump scheduled for

Saturday. The route that came through Groveport used during previous
presidential visits was changed and only one Groveport officer worked
the six hour detail. Groveport Elementary will have two Halloween
parades this week. The Department is preparing for this Thursday’s
Trick or Treat event especially with the reports of all the bad weather
coming our way.
Since reporting on the Alum Creek Drive / Toy Road and Bixby Road
project last week, it was brought to his attention that neither
Administrator BJ King nor City Engineer Steve Farst knew anything
about it. Acting Chief Adams got the information from a third party, so
Mr. Farst contacted the Franklin County Engineer’s Office to ask that
when a project is going to affect the City of Groveport if they would
please let the City know about the project. There are accidents in the
area nearly every day. The Department is monitoring the traffic in the
area and officers repeatedly put the barricades back in place that the
semi-trucks keep moving out of their way. The old speed trailer has
been placed on Toy Road in hopes of keeping the speeds down a little.
D. Director of Finance - Jason Carr

E. Director of Law - Kevin Shannon
Nothing to report.
F. Asst. Admin. / Development Dir. - Jeff Green
Mr. Green mentioned that with the issue of the bad weather forecast
projected for Thursday during Trick or Trick the community has been
asking the City to consider changing the event to Saturday. The social
media chatter shows some people planning to go out on Saturday
anyway even though it is not scheduled to change. Groveport has
always followed MORPC’s lead on the date to hold Beggar’s Night, as
do 95% of the surrounding communities.
G. Council Members - Jean Ann Hilbert, Ed Dildine, Shawn Cleary, Becky
Hutson, Scott Lockett and Chad Grashel
Council Member Cleary reached out to the Boy Scouts to try to develop
a way to record the names on the bricks in Veterans Park. Mr. Cleary
doesn’t want to see rows on the end. Maybe steps to the flag or
something similar. The Boy Scouts plan to incorporate this project into
City of Groveport Page 6

a merit badge. He thinks it would be nice to have something on the City
website for the community to look-up where any particular brick is
positioned in the park and a current list of all the bricks in Veterans
Park. The list would be given to the City where Community Affairs
Director Patty Storts, or someone else, can keep record of for the City.
Council Member Dildine thanked Mr. Cleary for the picture of the
podium for the cemetery; it looks great and will add to the cemetery. He
announced the reason he wore pink to this meeting is in recognition of
October being Breast Cancer Awareness month. The Fire Department
has participated in wearing pink during October to support cancer
awareness overall for the past several years.
Council Member Hilbert has a couple of months of recovery until she
will be physically present at the Council meetings.
