Mayor - Lance Westcamp Mayor Lance Westcamp thanked everyone in attendance at tonight’s meeting for practicing what the City has been preaching, wearing masks and social distancing. The practice will be continued for a while, especially with the rise in the number of COVID-19 cases announced today. He thanked the Zoom participants as well. He announced the City had to cancel the Visit with Santa program planned for December 4 and 11 in response to the COVID-19 Health Advisory by Franklin County Public Health. The City will still live stream the Tree Lighting ceremony with Santa on December 3. The Mayor and Administration will be monitoring the situation every day. As of now everyone is coming into work. We will see what tomorrow brings and what December will bring. B. Administrator - BJ King Administrator BJ King commented that at a previous meeting the matter of bringing before Council legislation urging the Governor to extend the deadline to operate open meetings electronically was raised. The State of Ohio Legislature has already passed legislation addressing the deadline and the Governor signed it today. The deadline has been extended until July 1, 2021 and Groveport will continue to make electronic participation available for the City Council meetings. As the Mayor noted, the numbers of COVID-19 cases continue to rise and Mr. King appreciates everything staff has done on a day to day basis. Administration has worked on limiting the number of trips in and out of the building by the public but will still offer our services to the public. Administration is looking forward to the Tree Lighting event that will be live streamed on the City’s Facebook page next Thursday at 6:30 p.m. Mr. King wished everyone a happy and safe Thanksgiving holiday.weekend. #248-2020 Admin report to Council November 23 2020 Attachments: Admin report to Council November 23 2020.pdf C. Chief of Police - Ralph Portier City of Groveport Page 5 City Council Meeting Minutes November 23, 2020 Mayor Westcamp welcomed back the Chief. Chief Portier is tickled pink to be back at work and looking forward to watching the next few months with everything that has been going on. He commended Casey Adams for doing a great job in his absence. They have some work they want to get done. The Chief thinks Council and the Mayor will be pleased with the overall outcome when the time comes for him to say goodbye. He thanked everyone for their thoughts and prayers. D. Director of Finance - Jason Carr Finance Director Jason Carr updated Council on the delinquency letters to be sent out by RITA. The letters are to be mailed by regular mail to residents the week ending on Friday, December 4th. There will be information posted on the City’s website, Facebook page and the Groveport Messenger. Questions can be directed to the Finance Department, RITA or to City Tax Administrator Bob Curtin. E. Director of Law - Kevin Shannon Law Director Kevin Shannon advised Council that the City received its yearly notification from the Division of Liquor Control about the renewal of the Paddock Pub's liquor license. Assuming there is nothing adverse anyone here wants to say about the renewal of the liquor license at the Paddock Pub and request a hearing before the Department of Commerce, the Clerk of Council will indicate that Groveport City Council is not requesting a hearing. He wished everyone a Happy Thanksgiving. F. Asst. Admin. / Development Dir. - Jeff Green Nothing further to report. G. Council Members - Jean Ann Hilbert, Ed Dildine, Shawn Cleary, Becky Hutson, Scott Lockett and Chad Grashel Council Member Grashel wished everyone a Happy Thanksgiving and welcomed back Chief Portier. Council Member Hutson wished everyone a Happy Thanksgiving. Council Member Dildine wished everyone a Happy Thanksgiving and welcomed back Chief Portier. Mr. Dildine suggested the City come up with some live interaction, like Santa reading “Twas the Night Before Christmas” live on Facebook. Something extra or different to give the children a way to connect with Santa this year, since the City had to cancel the Visit with Santa event. City of Groveport Page 6 City Council Meeting Minutes November 23, 2020 The Mayor suggested having the children write letters to Santa and some of the letters can be read by him aloud on Facebook. Mr. Green added that Santa will be at the tree lighting with Mrs. Claus and an elf with a message for the kids. Council Member Hilbert relayed how thankful she is that we made it through this year and welcomed back Chief Portier. She is thankful for all the employees and how they have persevered through everything. She wished everyone a safe and Happy Thanksgiving. Council Member Lockett welcomed back Chief Portier and wished everyone a Happy Thanksgiving. H. Clerk of Council - Ruthanne Sargus Ross Ruthanne Ross wished everyone a Happy Thanksgiving. I.
