City Council Meeting Minutes April 12, 2021
I. Call to Order
by Mayor Lance Westcamp at 6:30 p.m.

consider making a motion to suspend the rules as to the three readings
and taking action on this legislation tonight..
Clerk of Council Ross read by title Ordinance No. 2021-010. A motion was made
by Council Member Cleary, seconded by Council Member Lockett, to suspend
the rules as to the three readings. The motion carried by the following vote:

AND ESTABLISHING THE PAY GRADE, AND FURTHER ABOLISHING
THE POSITIONS OF SPORTS & FITNESS MANAGER AND
RECREATION COORDINATOR IN THE RECREATION DEPARTMENT
AND THE DECLARATION OF AN EMERGENCY

Law Director Kevin Shannon advised that staff requested Council to
consider making a motion to suspend the rules as to the three readings
and taking action on this legislation tonight. Mr. King stated that when
an employee leaves the City of Groveport, staff evaluates the vacated
position for changes in duties which sometimes concludes in
combining duties of two positions into one new position. Staff is asking
for emergency passage so advertising for the position can go out
immediately. This new position will be evaluated in 6 months to be sure
the City hasn't overloaded the Recreation Manager's work load by
combining the duties of the two previous positions.

VIII. Reports
A. Mayor - Lance Westcamp
Mayor Lance Westcamp stated that as most of Council and the City
residents are aware, Chief Portier has moved his retirement date up to
April 28, 2021. Mayor Westcamp announced the name of who he
chose as the next Chief of Police. Mayor Westcamp recommended to
City Council for the appointment of Casey Adams as Groveport's new
Chief of Police. It’s a tough job to replace Chief Ralph Portier but this
appointment opens up a lot of internal opportunities in the Police
Department. The City will be looking internally to fill two sergeant
positions. Hopefully the officers are excited. Captain Kurt Blevins does
an excellent job in his position and the Mayor cannot be any more
proud of Captain Blevins with the job he does for Groveport.
A motion was made by Council Member Cleary, seconded by Council Member
Hilbert, to appoint Casey Adams as Chief of Police. The motion carried by the
following vote:

B. Administrator - BJ King
Administrator BJ King noted Administration will be signing the contract
for the street program this week; the West Bixby Road Project is
currently out for bid. Mr. King is looking forward to getting the bids in
and also moving forward with the City's two new buildings.
Mr. King noted that Ordinance 2021-017, which pertains to the
economic development agreement, will eventually need to be
amended. The ordinance currently lists two parcel numbers but there is
work currently being done to carve out pieces of both of the stated
parcels into one 47.5 acres parcel. The legislation will need to be
amended to list the one new parcel number. Administration is
anticipating the annexation petition to be submitted prior to the April 26
City Council meeting. If the annexation petition is submitted prior to the
April 26th meeting, Council can act upon the legislation at that time. In
regard to Ordinance 2021-015 credit card convenience fees for the golf

course, there will be a discussion at the Committee of the Whole as
Administration continues to work with Groveport’s Director of Golf Tom
Walker on the City’s options. There will be additional information on this
topic at the Committee of the Whole meeting. Council Member Lockett
mentioned with Recreation Director Kyle Lund present at next week’s
Committee of the Whole meeting it may be the time to discuss the
opening of the outdoor pool. Mr. Lockett read that Hilliard is doing a
three phase system to open its municipal pool. If Hilliard’s plan makes
sense, Groveport should look into the system. Mr. King advised he will
look into Hilliard’s plans and that the matter will be discussed next
week. Also, Administration is waiting for Franklin County to release their
recommendations on opening municipal swimming pools. The pool is
currently being filled and will be ready to open. It was suggested that
Administration check with other area communities on their plans to
open their outdoor pools. Cruiser Park saw a lot of action on the
basketball hoops over the past weekend.
An open discussion ensued on the issue of the live streaming of
tonight’s meeting not being available for public viewing on the City's
website. The matter is to be addressed with Granicus support and the
City’s IT. It was suggested to put a link to the open meeting on the City’s
website where it can easily be found and accessed by the general
public.

C. Chief of Police - Ralph Portier
Chief Portier was not present. Captain Blevins had nothing further to
report.
D. Director of Finance - Jason Carr
Mr. Carr advised that the City's audit started today and Council should
have already received an email from Julian & Grube. Mr. Carr will
answer any questions in regard to the questionnaire sent to the Mayor
and Council.
E. Director of Law - Kevin Shannon
Mr. Shannon had nothing to report.
F. Development Director - Jeff Green

Development Director Jeff Green reported on a meeting with Columbus
Metro Parks in regard to property on Hayes Road. It came to
Groveport's attention that Columbus Metro Parks had an option on
some property on Hayes Road which was the same property Groveport
once considered as part of Area C and also property off of Braun Road.
Columbus Metro Parks has applied for funding to purchase this
property. Groveport met with Columbus to see if they could work
together. If Groveport can obtain a right-of-way from Metro Parks, a road
could be developed and Groveport can access a large portion of
property that was part of the Schottenstein property. As of now,
Groveport would only be able to have access to the land at the bridge.
Columbus Metro Parks will be happy to work with Groveport. Staff will be
looking into options for economic development down the road in Area
C, and because there will be an extension of infrastructure, the City
needs to look at what its return would be on the investment. The City will
need someone to take a careful look, factoring in revenue sharing with
the City of Columbus, costs of infrastructure, sewer lines and water
lines, at what to expect in return of its investment. Further discussion
will be brought before Council on this matter.
Administration is finishing up small details in regard to the downtown
projects. Mr. Green is working with Wasserstrom who is working with all
three of the restaurant tenants on supplying their restaurant equipment.
Mr. Green and Eric Ross, who is brokering these deals for the City,
hope to have letters of intent from each of these tenants by next week.
G. Council Members - Jean Ann Hilbert, Ed Dildine, Shawn Cleary, Becky
Hutson, Scott Lockett and Chad Grashel
Council Member Grashel thanked Chief Ralph Portier on his
retirement and congratulated Casey Adams on his promotion. He
commended the Public Works crews cleaning things up throughout the
City, very few places look as good as Groveport does in the springtime.
It is good to see life in the City. Council Member Lockett reminded
everyone of the tree dedication for Deb Scholl-Saulnier on Friday at the
Senior Center. Council Member Cleary commented on the passing of
Ed Myers. As a member of the Lions Club, Ed Myers helped this
community long before any of those present were around. His service
to this community should not go unrecognized. Mr. Cleary also noted
how clean the City looks. Council Member Hilbert asked for clarification
on brush pick up. Brush can be put out any day for pick up. Council
Member Dildine commented on the article Rick Palsgrove wrote about
the kids egging cars in the community. They were apprehended pretty
quickly with all the social media, cameras and community involvement.
Hopefully, word gets out to not do those types of things in our
City of Groveport Page 6

community. Those involved were not from Groveport. As the good
weather gets everyone outside more, Mr. Dildine encourages residents
to remember “if you see something, say something” and check your
cameras. The quicker that type of criminal activity is deterred, the
bigger crimes won’t come our way. Council Member Lockett asked if
there were any exterior cameras installed at any of the City’s facilities.
There are cameras in the parking lots at the Recreation Center, the
Public Works garage and the water plant. It was suggested that the City
may want to look into budgeting camera installation in next year’s
budget.
