II. Moment of Silence The Mayor asked everyone to join him in a moment of silence. III. Pledge of Allegiance Chief Adams led the Pledge of Allegiance. IV. Roll Call A motion was made by Council Member Hilbert, seconded by Council Member Dildine, to excuse Council Member Grashel from tonight's meeting. Business of Guests A. Mike Ream Mike Ream, 360 West Street, addressed Council about issues with the rental property next to him and two families across the street from him. Parking is permitted on Mr. Ream’s side of West Street, no parking is permitted on the other side of West Street. When Mr. Ream, his wife and/or daughter back out of their driveway, they have to pull almost all the way across the road to see in either direction for oncoming traffic. One of the families across the street has approximately 8 vehicles City of Groveport Page 1 City Council Meeting Minutes May 25, 2021 parked on the street every day. Some are parked there every day for months. These vehicles block his view of either direction. On the other side of his driveway, there are cars parked in the other direction. If you drive down West Street there is not a single parked vehicle until you get to his address/property where they start to line up on the left hand side. Mr. Ream proposed a solution to Council for their consideration. He proposed moving the signs that prohibit parking on the other side of the street be moved to his side of the roadway, so the residents are blocking their own view. This has become a problem to him, he already had a couple near misses just trying to back out of his driveway with no clearance to be able to see anything. The vehicles are trucks, company trucks, vans and cars. Chief Adams commented coming off the evening shift after all the years he worked it, he noticed the parking lot on West Street from Canal Street down to Kinsel Avenue. Work vans, large SUVs and vehicles are parked bumper to bumper down the street. Chief Adams has marked vehicles many times and the vehicle would be moved 6 inches until the next time it is marked. Mr. Ream said it is so bad that his mail won’t be delivered 2 or 3 times during the week to his mailbox because vehicles are blocking it. He has talked to the gentleman across the street about not being able to see and his mail not being delivered. The gentleman told Mr. Ream to just let them know but when Mr. Ream called and he wasn’t home, nothing got resolved. Administrator King offered several possible solutions. The City could paint the curbs yellow where parking would be prohibited. Mr. King would take a look at the situation with the Chief, the City Engineer and the Public Service Director to see if switching the “no parking” signs to the other side of the street would trigger another issue. Mr. King wants to look at the bigger picture to not just address Mr. Ream’s issue and solve his problem but also to not create a different issue. Mr. King will follow up with Mr. Ream. VII. VIII. Reports A. Mayor - Lance Westcamp Mayor Lance Westcamp personally thanked the Groveport (Southeastern Franklin County) Chamber of Commerce and the Groveport Madison Local School District Administration for inviting him and the Council Members to the luncheon honoring the 11 GMHS 2021 Valedictorians. The Mayor accentuated that two of those valedictorian graduates live in the City of Groveport. The City will look into teaming up with the Chamber of Commerce to be more involved in future events honoring Groveport Madison valedictorians. The Mayor and BJ King have the meeting with Mayor Kirk and Mayor Ward scheduled for June 7th. B. Administrator - BJ King Administrator BJ King informed the Mayor and Council that all indications are pointing that the ability to participate in public meetings virtually is to come to an end on June 30, 2021. The current order allows virtual participation through June 30th but state legislature has not shown any indication that will be extended. One more month and things can go back to a sense of normalcy. It was hoped that virtual participation would stay just for flexibility for local governments to be able to continue to conduct business. Mr. Shannon added from a legal standpoint governments need to embrace the technology. If Groveport Council is able to participate virtually and see the interaction, and following all the guidelines so that no one can say that someone had a gun to their head when they voted, then Groveport is fulfilling all those purposes. He suggested maybe City staff can talk to the Ohio Municipal League about pushing the matter forward. Mr. King wouldn’t be surprised to see a push to implement virtual participation permanently moving forward. Staff will keep an eye out for any information on the topic. Monday, May 31st is the Memorial Day Ceremony, this is the last event to be scaled back for the City of Groveport. Council is encouraged to attend the event. The 4th of July event will be back to its full extent. The credit card convenience fees are set to go into effect at the City of Groveport Page 5 City Council Meeting Minutes May 25, 2021 Recreation Center and Town Hall on June 7, 2021 and then July 1, 2021 at the golf course. #144-2021 Admin report to Council May 24 2021 Attachments: Admin report to Council May 24 2021.pdf C. Chief of Police - Casey Adams Chief Casey Adams reported that last Saturday’s demonstration march had 27 people participate. They used the sidewalk and the event worked well with all the yard sales going on in the City. Lt. Short and Officer Boso attended tonight’s School Board meeting to discuss different ways to patrol the Groveport Madison schools with the School Board and Madison Township Police Department. Chief Adams and Lt. Short will meet with GMLS Superintendent Garilee Ogden next Tuesday to iron out some details on the 2021-2022 school year contract. On June 2nd the Chief meets with the HOA of Elmont Place via Zoom. Detective Gilbert will participate in the meeting to address the residents’ questions on fraud issues and what they can do to help the Detective Bureau. Detective Gilbert will suggest residents bring in their Ring Doorbell videos to help solve crimes. Thursday he will meet with Kyle Lund and Seth Bowers to discuss the opening of the outdoor pool. Mr. Dildine suggested revising the City’s yard sale permit to include where people are to park during a yard sale. Mrs. Hutson suggested that all the departments need to take a look at the forms/information on its individual City website page. There is a lot of outdated information. D. Director of Finance - Jason Carr Finance Director Jason Carr shared the information that was filed with Municipal Securities Rulemaking Board (MSRB). The City is required to file annual operating data by May 31st of every year; this is something the Finance Department started doing last year. The City now has a process in place relating to the Main Street buildings. The first step is to monitor prevailing wage reports to ensure compliance with the Main Street buildings contractors. Director of Law - Kevin Shannon Mr. Shannon had nothing further to report. F. Development Director - Jeff Green Development Director Jeff Green noted the next step in the process on the two buildings is a special meeting of the CIC Board on June 2nd to approve the three lease agreements. The City obtained two large signs, one picturing the Rarey’s Port building and the other shows the Wert’s Grove building. The pictures will be displayed in time for the 4th of July. Mr. Green found out that Miller Valentine will be displaying picture signs at each site announcing the site as the future home of the businesses that will be coming soon. Thursday, a meeting with Matt Yerkes with Cultivate is scheduled to talk about moving forward with his ideas for some small business development activities. G. Council Members - Jean Ann Hilbert, Ed Dildine, Shawn Cleary, Becky Hutson, Scott Lockett and Chad Grashel Council Member Hutson remarked to Jeff Green that it was wonderful that the City is moving forward with the 1847 Main Street project, especially since Obetz has a 4 million dollar project going in at the auto auction site. Council Member Cleary noted that with July 4th coming, he agrees with Mr. Dildine that people are ready to let loose. Council Member Dildine apologized for not being available for yesterday’s regularly scheduled City Council meeting. He appreciates everyone’s flexibility to be able to have the meeting today. H.
