Call to Order Mayor Lance Westcamp called the Special Meeting to order at 5:00 p.m. Staff Present: BJ King - Administrator, Kevin Shannon - Law Director, Casey Adams - Chief of Police, Jeff Green - Development Director, Ruthanne Sargus Ross - Clerk of Council Guests Present: The Guest Book is on file with the Clerk of Council. II. Moment of Silence The Mayor asked everyone to join him in a moment of silence. III. Pledge of Allegiance Chief Adams led the Pledge of Allegiance. IV. Roll Call Present: 5 - Shawn M. Cleary, Edward Dildine, Jean Ann Hilbert, Becky Hutson, and Scott Lockett V. New Business A. Potential Executive Session to Discuss the Appointment of a Public Official Executive Session Law Director Kevin Shannon stated that Council was going into executive session pursuant to Ohio Revised Code Section 121.22(G) (1) to consider the appointment of a public official at 5:02 p.m., to include all members of Council. A motion was made by Council Member Hilbert, seconded by Council Member Cleary, to go into Executive Session pursuant to Ohio Revised Code Section 121.22(G)(1) to consider the appointment of a public official at 5:02 p.m, to include all members of Council.. The motion carried by the following vote: City of Groveport Page 1 City Council Meeting Minutes June 21, 2021 Yes: 5- Cleary, Dildine, Hilbert, Hutson and Lockett A motion was made by Council Member Hilbert, seconded by Council Member Dildine, to come out of Executive Session at 5:19 p.m. with no action taken. The motion carried by the following vote: Yes: 5- Cleary, Dildine, Hilbert, Hutson and Lockett B. Appointment of New Council Member Law Director Kevin Shannon stated Council wanted to ultimately have a decision as it relates to the next Council Member being decided by the voters of the City of Groveport in November and not by this body. Given the timing of the situation with Council having the full 30 days to be able to make an appointment, they could have put out resumes and gone through an interview process, but by the time they finished that process it would be getting very close to the timing of the individuals needing to file petitions to get on the election ballot for November. Given that, what Council hoped to do was to find a well-qualified citizen with long standing commitment to the community that would be interested in serving on Council until the end (December 31, 2021) of the unexpired term of Mr. Grashel. Council has found an individual that is well known to the community, a former business owner and a very active resident. Council's thinking is allowing this individual to serve, it's Mr. Shannon's understanding that he has no desire to run for the seat whatsoever, and ultimately let the voters decide as to the seat in November. A motion was made by Council Member Hilbert, seconded by Council Member Lockett, to appoint John Hougland to fill the unexpired Council seat vacated by Chad Grashel on June 14, 2021. The motion carried by the following vote: Yes: 5- Cleary, Dildine, Hilbert, Hutson and Lockett VII.
