City Council Meeting Minutes June 13, 2022
I. Call to Order
Mayor Lance Westcamp called the City Council meeting to order at 6:30
p.m.
Staff Present: BJ King - Administrator, Kevin Shannon - Law Director,
Jason Carr - Director of Finance, Casey Adams - Chief of Police,
Ruthanne Sargus Ross - Clerk of Council
Guests Present: The Guest Book is on file with the Clerk of Council.
II. Moment of Silence
The Mayor asked everyone to join him in a moment of silence.
III. Pledge of Allegiance
Veronica Bumgardner led the Pledge of Allegiance.
IV. Roll Call
A motion was made by Council Member Hilbert, seconded by Council Member
Hutson, to excuse Council Member Cleary from tonight's meeting. The motion
carried by the following vote:
Excused: 1- Cleary

V. Approval of Minutes - May 23, 2022
The May 23, 2022 City Council Minutes stand approved as submitted.

VI. Business of Guests
A. Proclamation - Recognizing Veronica Bumgardner
Mayor Lance Westcamp read and presented a proclamation
recognizing Veronica Bumgardner. Ms. Bumgardner thanked Mayor
Westcamp and City Council for the recognition. She thanked all those
who supported her in her pursuit of the Girl Scout's Gold Award; many
Girl Scout troops also helped her. The project allowed her to learn and
educate others about the importance of recycling. She thanked Jean

Ann Hilbert for her support. She introduced her father, Scott
Bumgardner, her mother Rosie, her brother Jessie and family friend
Tina whom all attended in support of Veronica.

AN ORDINANCE APPROVING THE FINAL PLAT FOR 325 MAIN
STREET, AARON CARROLL, APPLICANT, PARCEL NUMBER
185-000443

Law Director Kevin Shannon requested Council Member Rupp to
consider making a motion to amend this Ordinance with respect to
Section 1. That Section 1 be replaced with the following verbiage:
That the final plat for 325 Main Street, Parcel Number 185-000443, a copy of
which is attached hereto and made a part hereof by reference, is hereby approved
provided that all of the following conditions set forth by the Planning & Zoning
Commission are satisfied:
1. Final Plat shall be updated to address / eliminate the minor graphic issue to the
satisfaction of the City Engineer.
2. Final Plat shall be signed and sealed by a professional surveyor licensed in the
State of Ohio.
3. Final Plat shall meet requirements of the Franklin County Engineer.
4. The Final Plat meets requirements of the City of Groveport Chapter 1191.09.

by Council Member Rupp, seconded by Council Member Hutson, to amend

VIII. Reports
A. Mayor - Lance Westcamp
Mayor Westcamp acknowledged the letters from the third graders of the
Groveport and Glendening Elementary schools. The students wanted
to thank the Mayor and Council for the Arbor Day event and the new
tree planted at each school.
B. Administrator - BJ King
Administrator BJ King mentioned Saturday's community event
celebrating the 175 Years of Groveport. It was well planned by Town
Hall staff and all those involved. The event was scheduled rather
quickly but had the right people involved. The Mayor had the idea of
inviting and recognizing former council members and administrators. It
was a good day in Groveport.
Mrs. Hilbert suggested providing both elementary student councils with
the script of the skit presented by the Groveport Heritage &
Preservation Society.

C. Chief of Police - Casey Adams
Chief Adams reported that the mandatory training has the Department
scheduling four-hour blocks every month during the summer.
Lieutenant Short is working on implementing school safety training.
The 10 to 15-minute trainer will give each officer a walk-through at the
Groveport Madison High School.
School’s out, and Officer Boso is working an 11 a.m. to 7 p.m. shift, the
City of Groveport Page 4

same hours of operation at the Aquatic Center. Officer Boso will focus
on the parks and the old downtown area. Officer Herrera has also been
visible in the park areas.
D. Director of Finance - Jason Carr
At a previous meeting, Finance Director Jason Carr made Council
aware of the final allowance adjustments for the Rarey's Port building.
Currently, the City has had allowance adjustments related to the
project. The Rarey’s Port Building has a net change increase in
contract cost of $39,212.98 based on these allowance adjustments.
The most significant part of the increase is related to the cold winter with
extra expenses associated with the building's masonry work, tenting,
and heating during construction. There were decreases identified
throughout the project which were applied to the total net increase in
cost. It was communicated that there may be cost savings seen in
other areas when the project is finalized so the final cost of the project is
not known at this time but will be shared with Council when it is
available.
The City will invest $5 million currently invested in STAR Ohio in
higher yielding securities. The City can then capture the increase in
rates and start to earn more interest on the City's dollars. With the $5
million transfer, Finance expects to start laddering investments towards
the end of June.
After the buildings are complete with the final payments, the City
should have approximately $50,000 of bond money remaining for the
Rarey's Port building and $64,000 left on the Wert's Grove building.
E. Director of Law - Kevin Shannon
Law Director Kevin Shannon had nothing further to report.
F. Development Director - Jeff Green
Development Director Jeff Green was not present.
G. Council Members - Jean Ann Hilbert, Ed Dildine, Shawn Cleary, Becky
Hutson, Scott Lockett and Jack Rupp
Council Member Rupp commended the Recreation Center staff. He
watched baseball at Groveport Park, and they have done an excellent
job on diamond #5. One fence is leaning in at the top, and Mr. Rupp
thinks staff should straighten it out. The Park and the ball diamonds are
always in great shape; he knows the parents and players appreciate

that.
Council Member Lockett addressed Chief Adams on seeing the
officers walking and on bikes around town. It is good to see them
interacting with people. They are great at mingling with the community.
He was at the outdoor pool today, where things are going very well. The
improvements made have made a huge difference. Other community
pools are experiencing similar issues that Groveport had last year.
Groveport seems to be out in front, being proactive instead of reactive.
Council Member Dildine wanted everyone to know that the firefighters
beat the police officers in a softball game on June 4, 2022. Mr. Dildine
will pass the student letters to the Trees & Decorations Committee. He
reminded everyone to take extra precautions with the predicted hot
weather during the next few days. Make sure the City has resources for
its residents in the event of power outages. Check on patrons standing
out in line in extreme heat. Be sure to check on your neighbors and
friends.

Executive Session
Law Director Kevin Shannon requested Council to consider making a
motion to go into Executive Session pursuant to Ohio Revised Code
Section 121.22(G) (1) to consider the employment of a public
employee; to include all members of Council, the Mayor, himself, the
Finance Director and the Administrator.
A motion was made by Council Member Hilbert, seconded by Council Member
Dildine, to go into Executive Session pursuant to Ohio Revised Code Section
121.22(G) (1) to consider the employment of a public employee; to include all
members of Council, the Mayor, the Law Director, the Finance Director and the
Administrator at 6:53 p.m. The motion carried by the following vote:
