I. Call to Order
Mayor Lance Westcamp called the City Council meeting to order at 6:30
p.m.
Staff Present: BJ King - Administrator, Kevin Shannon - Law Director,
Jason Carr - Director of Finance, Casey Adams - Chief of Police, Jeff
Green - Development Director, Ruthanne Sargus Ross - Clerk of Council
Guests Present: The Guest Book is on file with the Clerk of Council.

The Mayor asked everyone to join him in a moment of silence.

Chief Adams led the Pledge of Allegiance.

A. Mayor - Lance Westcamp
Mayor Lance Westcamp reported that the Veterans Day event went well

even though the weather was not good on Friday. Staff set up tents to
keep attendees out of the rain for the ceremony. The Mayor personally
thanked all the participants. The guest speaker, Mary Miller, whom
Community Affairs Director Jessica Wyke found living in Groveport, did
an excellent job. Mayor Westcamp acknowledged Chief Adams and
his officers, Terri Christensen, Warren Motts, Robert Dutro Post 486,
Madison Township Fire Department, Dallas Baldwin, Lockbourne
Mayor Christie Ward, and the newly elected officials who were in
attendance. Jack Guyton played the bagpipes, and David Corbett
played taps. The Mayor thanked the Parks Department for all the work
on the event.
The Mayor commended the Public Works crews for the great job
picking up leaves. It was amazing what they accomplished in a week's
time.
B. Administrator - BJ King
Administrator BJ King thanked Council for their support of the 2023
budget. New legislation for the requested capital items will be brought
before Council at the November 28, 2022, City Council meeting. City
staff will ask Council to consider some of that legislation as emergency
measures.
Mr. King mentioned emailing Council Members evaluation forms.
Administrator King gave kudos all around to all the departments. At the
Mayor's annual luncheon, in addition to recognizing employee
benchmarks 5,10,15, 20, and 25-year anniversaries, Administration
wants to recognize employees who have gone above and beyond this
year. Mr. King has asked Department Heads to submit names of
employees for this recognition.

C. Chief of Police - Casey Adams
Chief Casey Adams announced that the Department received a
$69,000 grant from the Ohio Department of Public Safety for a camera
trailer and three quick-deploy cameras. The Chief would install the
quick-deploy cameras in intersections and other areas of concern. The
funds have to be spent by the end of 2022. Another opportunity from
the Spirit of the Blue Foundation will be purchasing the Department
three (3) Level IIIA Ballistic Shield. The three shields will go to Officer
Javier Herrera, Officer Kurt Boso, and Lieutenant Josh Short. All three

of these officers spend time in the schools.
Council Member Lockett wanted to pass along how appreciative and
proud this Council is of how well the officers have handled the last
couple of situations in the Groveport Madison schools. Chief Adams
remarked that Officer Boso’s radio communication and camera video
display how well his handling of an incident at the high school averted
what could have been a much worse circumstance.
D. Director of Finance - Jason Carr
Finance Director Jason Carr had nothing further to report.
E. Director of Law - Kevin Shannon
Law Director Kevin Shannon had nothing further to report.
F. Development Director - Jeff Green
Development Director Jeff Green had nothing further to report.
G. Council Members - Jean Ann Hilbert, Ed Dildine, Shawn Cleary, Becky
Hutson, Scott Lockett and Jack Rupp
Council Member Rupp attended the Veterans Day ceremony and
thought it was a great event. Mr. Rupp believes the situation Officer
Boso handled at the high school increases recognition of the
importance this Council and the City place on school resource officers.
It might have been an entirely different situation if there had not been a
resource officer in the school.
Council Member Cleary spoke to Chief Adams about getting electricity
for the quick-deploy cameras. Mr. Cleary talked about the Halloween
Party on October 31st and the two officers who will be working the event
for the last time this year. Detectives Del Dalton and Mike Sturgill will
retire from the Groveport Police Department. They will be sorely
missed.

I. Standing Committees
Trees & Decorations Committee
Council Member Dildine announced the 2023 Trees & Decorations

Committee approved meeting dates: January 9, March 13, May 8, July
10, September 11, and November 13. The Committee has met its six
annual meetings for 2022.
At the October 27 meeting, the Committee discussed hosting the 2023
Tree City USA banquet here in Groveport. Tree City USA
representatives approached Brian Strayer about having the banquet in
Groveport since 2023 is the 30th anniversary of Groveport's Tree City
USA status. The event can draw 100 to 150 people and could be held
at the golf course Links Event Center banquet room. Mr. Strayer will
work on getting all the details worked out.
Cemetery Committee
Council Member Cleary announced that the Cemetery Committee had
approved the purchase of the new software, Cemify. It will take some
work and effort to enter data into a database spreadsheet formatted by
the company to convert the information into the Cemify software. Mr.
Cleary credited Ruthanne Ross for finding the right fit for the City of
Groveport and its cemeteries. The software fits the City's budget and
record-keeping needs. Mr. Rupp asked about a timeline to process the
cemetery records. Mrs. Ross explained that there is a limited amount of
digital records, so there will be a lot of manual reading and data entry for
the City's old documents. Mr. Dildine asked if the Committee would
consider taking payments on the purchase of plots. The Committee is
looking to get the records in order with the new software before
considering any changes.
IX. Other Business
Executive Session
Law Director Kevin Shannon requested Council to consider making a
motion to go into Executive Session pursuant to Ohio Revised Code
Section 121.22(G) to discuss matters related to economic development
to include all members of Council, the Mayor, himself, the
Administrator, and the Finance Director.
A motion was made by Council Member Hilbert, seconded by Council Member
Cleary, to go into Executive Session pursuant to Ohio Revised Code Section
121.22(G) to discuss matters related to economic development to include all
members of Council, the Mayor, the Law Director, the Administrator, and the
Finance Director at 6:58 p.m. The motion carried by the following vote:
