Call to Order Mayor Lance Westcamp called the City Council meeting to order at 6:30 p.m. Staff Present: BJ King - Administrator, Kevin Shannon - Law Director, Jason Carr - Director of Finance, Casey Adams - Chief of Police, Michael Loges - Development Director, Mindy Kay - Clerk of Council Guests Present: The Guest Book is on file with the Clerk of Council. II. Moment of Silence The Mayor asked everyone to join him in a moment of silence. III. Pledge of Allegiance Chief Adams led the Pledge of Allegiance. IV. Roll Call Present: 6 - Edward Dildine, Becky Hutson, Scott Lockett, Jack Rupp, Jean Ann Hilbert, and Shawn Cleary V. Ordinances and Resolutions A. 3rd Readings Ord. 2024-043 AN ORDINANCE AUTHORIZING A MODIFICATION TO THE DEVELOPMENT PLAN FOR PARCEL NUMBERS 185-002871, 185-002872, 185-002873, 185-002874, 185-002875, AND 185-002876, LOCATED ON CROW AVENUE IN THE CITY OF GROVEPORT Sponsors: Cleary City of Groveport Page 1 City Council Meeting Minutes November 12, 2024 Attachments: Ord. 2024-043 Exhibit A.pdf Law Director Shannon stated that he has some amendments to this ordinance for Council’s consideration based upon staff recommendations and proceeded to reading those amendments aloud. He then read aloud the conditions as set forth by the Planning & Zoning Commission. A motion was made by Council Member Cleary, seconded by Council Member Dildine, to amend. The motion carried by the following vote: Yes: 6- Dildine, Hutson, Lockett, Rupp, Hilbert and Cleary Mr. Cleary asked for clarification as to whether the developer plans to buy or lease the triangle of land owned by Mrs. Strohm. The developer stated they are in negotiations. Mr. Lockett inquired if her property is on the existing section of crow Ave or on the new extension of Crow Ave. The developer said to his understanding the triangle of property does cross onto the existing Crow Ave, however it is possible to go around it and still be compliant. He said the Cul-de-sac would not interact with the property. Council and staff continued to discuss proceeding with the improvements without the use of the triangle of property. Law Director Shannon stated for the record that we can construct the Crow Avenue improvements because nothing is going onto Mrs. Strohm’s property. He said the ultimate question is whether or not they can get their construction vehicles into the site and that it is on the developer to negotiate that. Administrator King stated that addressing the drainage issue will make the area dryer, but without a development it stays as it currently is. Council addressed their concerns and further spoke with staff about drainage. A motion was made by Council Member Cleary, seconded by Council Member Hilbert, to adopt. Reports A. Mayor - Lance Westcamp Mayor Westcamp commented on how well the Veterans Day ceremony went and how nice it was to have all of Council there. He recognized Community Affairs, the Parks Department, the Police Department, the Fire Department, Mr. Motts, and Administrator King for all their contributions. B. Administrator - BJ King Administrator King thanked Council for their support with the budget and gave kudos to staff for their hard work putting it all together. He reported on a great meeting with the school district, Madison Township Fire and Madison Township Police in regards to the Bixby Rd/Ebright Rd Intersection. He said everyone is on the same page and there will be signage put up at the intersection in the near future. C. Chief of Police - Casey Adams Mr. Cleary shared his excitement in the conviction of the school shooter at the high school and congratulated the Police Department on a job well done. Mr. Dildine added that it is nice to see the justice system come full circle. Mr. Shannon extended his appreciation to the US Attorney’s Office. D. Director of Finance - Jason Carr E. Mr. Rupp expressed how he and his veteran brother were taken back by the Veterans Day celebration. He said they went to Mott’s Military Museum after and stated how much he appreciates the way Groveport celebrates veterans. Mrs. Hutson also spoke about Veterans Day and said it was a wonderful ceremony. Mr. Cleary announced that he had collaborated with Madison Township Fire Chief Robinson and Johnny Jones on the Firefighters 4 Kids Toy Drive and that they will attend the December 9th Committee of the Whole meeting to collect toy donations. Mr. Dildine praised staff for another successful Veterans Day and announced that each Fire Station was able to adopt a family for Christmas this year. H. Clerk of Council - Mindy Kay I. Standing Committees Mr. Dildine gave highlights from the Trees & Decorations Committee meeting that was held prior to Council and updated Council on developments in the Military Banners program. IX.
