I. Call to Order
President Pro-Tem Dildine called the City Council meeting to order at
6:30 p.m.
Staff Present: BJ King - Administrator, Kevin Shannon - Law Director,
Jason Carr - Director of Finance, Casey Adams - Chief of Police, Mindy
Kay - Clerk of Council
Guests Present: The Guest Book is on file with the Clerk of Council.
II. Moment of Silence
President Pro-Tem Dildine asked everyone to join him in a moment of
silence.
III. Pledge of Allegiance
Chief Adams led the Pledge of Allegiance.
IV. Roll Call
Absent: 1 - Shawn Cleary
Present: 6 - Edward Dildine, Edward Dildine, Becky Hutson, Scott Lockett, Jack Rupp,
and Jean Ann Hilbert
A motion was made by Council Member Hilbert, seconded by Council Member
Hutson, to excuse Council Member Cleary from tonight's meeting. The motion
carried by the following vote:
Yes: 5- Dildine, Hutson, Lockett, Rupp and Hilbert

The December 16, 2024 City Council Minutes stand approved as
submitted.

AN ORDINANCE AUTHORIZING THE ADMINISTRATOR TO SOLICIT
BIDS AND TO ENTER INTO A CONTRACT WITH THE LOWEST
RESPONSIVE AND RESPONSIBLE BIDDER FOR THE PORT ROAD
RECONSTRUCTION PHASE 2 PROJECT
Sponsors: Cleary
Administrator King informed Council that we have received OPWC funds
for this and recommended approval.
A motion was made by Council Member Hutson, seconded by Council Member
Rupp, to adopt. The motion carried by the following vote:

Ord. 2024-054
AN ORDINANCE AUTHORIZING THE ADMINISTRATOR TO SOLICIT
BIDS AND TO ENTER INTO A CONTRACT WITH THE LOWEST
RESPONSIVE AND RESPONSIBLE BIDDER FOR THE STATE ROUTE 317
AT FIREHOUSE LANE PHASE 2 STREET IMPROVEMENT
Sponsors: Hutson
Mr. King stated that we have not received final word yet whether we will
be awarded or not, but this sets the plan in motion to move forward with
bidding.
A motion was made by Council Member Hutson, seconded by Council Member
Lockett, to adopt. The motion carried by the following vote:

Ord. 2024-055
AN ORDINANCE AUTHORIZING THE ADMINISTRATOR TO SOLICIT
BIDS AND TO ENTER INTO A CONTRACT WITH THE LOWEST
RESPONSIVE AND RESPONSIBLE BIDDER FOR THE DIRECTORS
BLVD. STREET RECONSTRUCTION PROJECT
Sponsors: Dildine
Mr. King reported that this is an implementation of a 2025 budget item
that was approved, and that this is long over due and certainly needed.
Mr. Rupp asked if this will bring us up to current construction standards.
Mr. King said he would confirm that with City Engineer Farst.
A motion was made by Council Member Hilbert, seconded by Council Member
Hutson, to adopt. The motion carried by the following vote:

Ord. 2024-056
AN ORDINANCE AUTHORIZING THE ADMINISTRATOR TO SOLICIT
BIDS AND TO ENTER INTO A CONTRACT WITH THE LOWEST
RESPONSIVE AND RESPONSIBLE BIDDER IN CONJUNCTION WITH
THE 2025 STREET MAINTENANCE PROGRAM
Sponsors: Hilbert
Mr. King recommended approval. He stated that Mr. Strayer and Mr.
Farst are working on this, and once it is complete he will report back to
Council.
A motion was made by Council Member Hilbert, seconded by Council Member
Hutson, to adopt. The motion carried by the following vote:

VIII. Reports
A. Mayor - Lance Westcamp
B. Administrator - BJ King
Mr. King recognized our Public Services Department for their continued
hard work with snow removal. He said the City's annual report is in
production and will be out by March 1st, and spoke about branding in
regards to aiming for more consistent use of our logos on letterheads,
signature lines, business cards. etc.
C. Chief of Police - Casey Adams
Chief Adams announced that the mega loads are going to start coming
through town again starting this Saturday, and that all three new hires will
have their ceremonial swearing-in at the January 27th Council meeting.
D. Director of Finance - Jason Carr
Mr. Carr gave kudos to the Finance Department for their hard work in
getting the books closed for 2024 and stated that W2s were mailed out
last Friday. He then reported on the taxable value increase of two

properties owned by the City.

G. Council Members - Jean Ann Hilbert, Ed Dildine, Shawn Cleary, Becky
Hutson, Scott Lockett and Jack Rupp
Mr. Rupp stated that the schools have submitted their information to the
Auditor's Office to calculate millage. He said he wonders if maybe this
time the millage will be a little bit less, even though it will collect the same
amount of money. He reported that the school board meetings will now
be held on the second Tuesday of the month and that he will continue to
attend.
Mrs. Hilbert raised her concerns over sidewalks not being cleared, both
business and residential. Council and staff briefly discussed standard of
care and slip and fall liability. Mr. Dildine suggested putting an article in
the paper and also spreading awareness to keep vehicles off the streets
when the City is plowing.
H. Clerk of Council - Mindy Kay
I. Standing Committees
Mr. Dildine gave highlights from the Trees & Decorations Committee
meeting, including the election of Bruce Smith to Committee Chair and
Heidi Christensen as Co-Chair, updated military banner applications,
and tree removal and replacement.
IX. Other Business
Mr. Dildine pointed out that because there are no first or second
readings, there is no need for a Committee of the Whole meeting next
week.
A motion was made by Council Member Hilbert, seconded by Council Member
Hutson, to cancel the January 21st Committee of the Whole meeting. The
motion carried by the following vote:

X. Adjournment
Council Member Hutson made a motion, seconded by Council Member Lockett,
to adjourn at 5:57 p.m. All in favor stated AYE, None Opposed. Motion passed.
