City Council Meeting Minutes September 22, 2025
I. Call to Order
Mayor Lance Westcamp called the City Council meeting to order at 6:30
p.m.
Staff Present: BJ King - Administrator, Kevin Shannon - Law Director,
Jason Carr - Director of Finance, Casey Adams - Chief of Police, Mindy
Kay - Clerk of Council
Guests Present: The Guest Book is on file with the Clerk of Council.
II. Moment of Silence
The Mayor asked everyone to join him in a moment of silence.
III. Pledge of Allegiance
Chief Adams led the Pledge of Allegiance.
IV. Roll Call
Present: 7 - Edward Dildine, Edward Dildine, Becky Hutson, Scott Lockett, Jack Rupp,
Jean Ann Hilbert, and Shawn Cleary
V. Approval of Minutes
The September 8, 2025 City Council Minutes stand approved as
submitted.

VI. Swearing in of Police Sergeants Benner & Poffenbarger
Law Director Shannon led the ceremonial swearing in of Sergeants
Benner and Poffenbarger.
VII. Proclamation
Mayor Westcamp read aloud the Constitution Week Proclamation and
presented it to Jill Hawes, member of the National Society Daughters of
the American Revolution, Elizabeth Sherman Reese chapter.

Mayor Westcamp read the Constituion Week Proclamation aloud and
presented it to Jill Hawes of the Daughters of the American Revolution,
Elizabeth Sherman Reese Chapter.
VIII. Business of Guests
A. Chris Andrews
Madison Township Trustee candidate Chris Andrews introduced himself
to Council and spoke about his candidacy, involvement in his church, and
service to the community. Council thanked him for coming to speak and
wished him luck on his campaign.
B. State Representative Meredith Lawson-Rowe
State Representative Meredith Lawson-Rowe shared how grateful she
was to have been a part of the September 11th memorial event at Mott's
Military Museum. She expressed her excitement to attend more City
events and continue to grow her relationship with Groveport, as well as
the other municipalities she represents in House District 5. She then
presented a brief legislative update to Council. Administrator King spoke
about Groveport's projected growth and asked State Representative
Lawson-Rowe what kind of support the City can rely on, especially with
the upcoming US 33 interchange improvements. She concurred that
improvements to US 33 are long overdue and pledged to be an advocate
for the City. She told Mr. King she would back any applications for
government funding through grants as well.
Mayor Westcamp introduced audience member and Madison Township
Trustee Debbie Miller and thanked her for coming tonight.
Administrator King introduced the City's new Communications Manager
Brent Ebright to Council. Mr. Ebright gave a brief overview of his
previous experience with the City and expressed his excitement for his
new role. He spoke about a video communication regarding the Wirt
Road project that will be sent out over the City's social media, and
several of his previous videos he had made during his role at the Golf
Course.

A. Mayor - Lance Westcamp
Mayor Westcamp thanked President Pro-Tem Dildine for leading the
charge in coordinating the September 11th memorial event. He
commented on how great the memorial was and spoke highly of the
guest speakers. He reported on the City's first ever Apple Butter Day
Softball Tournament to be held at the Rec Center on Apple Butter Day
weekend.
B. Administrator - BJ King
Administrator King congratulated our new Sergeants and reported that
the Wirt Road parking lot expansion bid is opening this Friday. He added
that Choptank will be attending the October 13th City Council meeting to
give their final presentation for the City's rebranding project.
C. Chief of Police - Casey Adams
Chief Adams conveyed his excitement for the new Sergeant promotions
and spoke highly of their experience and credentials. He said both
Sergeants are continuing to further their training, will be shadowing
Lieutenant Short and Sergeant Westhoven on the administrative side
with the Police Department's ultimate goal of reorganizing and
transitioning some of the Sergeant's duties to take on more
responsibilities. He moved on to recognize officer Dillard for keeping up
with camera trailers, speed trailers and signs. He said he was shocked
to see that the trailer on Main street recorded over 197,000 vehicles
within a thirty day period. He attributed some of the extra traffic to the
construction on Winchester Pike.
D. Director of Finance - Jason Carr
Finance Director Carr recognized Accounting Clerk Jason Cooper for
his efforts in furthering his education and passing the test to become a
certified Government Financial Manager. He said it is a professional
certification that adds another level of credibility to the Finance
Department.
E. Director of Law - Kevin Shannon

F. Development Director - Michael Loges
G. Council Members - Jean Ann Hilbert, Ed Dildine, Shawn Cleary, Becky
Hutson, Scott Lockett and Jack Rupp
Mr. Rupp filled Council in on the school board meeting he had attended,
reporting on improvement in the school's grade cards.
Mr. Lockett gave recognition to the schools for their improvements.
Mrs. Hutson commented on how well the September 11th ceremony
went.
Mrs. Hilbert reflected on the passing of Director of Golf Tom Walker.
Council and staff shared their sentiments on how greatly he is missed.
Administrator King said he'd keep everyone informed on services when
the information is available.
Mr. Dildine thanked all who were involved in the planning and set up of
the September 11th ceremony. He expressed his appreciation to the
guest speakers and their stories, stating they will be back next year. He
spoke about what an honor it is to have speakers who were actually there
and lived it firsthand.

Council Member Cleary made a motion, seconded by Council Member Hilbert to
adjourn at 7: 19 p.m. All in favor stated AYE, None Opposed. Motion passed.
