I. Call to Order
by Committee Chair Dildine at 6:30 p.m.

Superintendent, Kyle Lund - Parks and Recreation Director, Tom

Guests Present: The Guest Book is on file with the Clerk of
Council.
II. Moment of Silence
Committee Chair Dildine asked everyone to join him in a
moment of silence.
III. Pledge of Allegiance
Chief Portier led the Pledge of Allegiance.
IV. Roll Call

V. Approval of Minutes - December 10, 2012
Approved as submitted.
VI. Business of Guests
A. Madison Township Fire Chief Bates Update
Chief Bates updated Council on the amount of fire runs and
EMS responses the Madison Township Fire Department handled
for 2012 (attached). Council thanked Chief Bates for his time.
VII. New Business
A. Recreation Center - Potential Pass Changes
Director of Parks & Recreation Lund discussed revising the

Recreation Center's Annual Pass Classifications, Rates,
Definitions, etc. in the attached spreadsheet. He indicated they
have had requests from the patrons that started us looking at
making the proposed revisions and explained that they did a
survey of rec-centers across the state about their fees. He noted
they found that more and more of them are getting away from a
strict family classification and going to a household basis that fits
with the changing times. Mr. Lund said that they are really
striving to make the recreation options more user friendly and
less restrictive with these new passes. He said a slight increase
to some non-resident memberships will help offset the additional
options being introduced, which includes a brand new teen
classification for youth ages 13 - 18 years old. He added that
this is the busy season for pass sales and he hoped to provide
the new options to residents as soon as possible.
After discussion on the matter, Council directed Mr. Lund to
move forward with the legislation with option 1 as the new rate
and implement the other proposed changes outlined in his plan.

ORD. 13-001 AN ORDINANCE AMENDING THE CITY OF GROVEPORT CODE OF
PERSONNEL PRACTICES AND PROCEDURES, AND THE
DECLARATION OF AN EMERGENCY
Sponsors: Ed Dildine
Administrator Hall said this Ordinance changes the Drug Free
Safety Program and includes random drug screens. She said
this will not require the City to have pre-employment drug
testing. She explained that they will have pre-employment drug
testing and random testing for anyone in a safety sensitive
position, which would include lifeguards, police, public works,
some of the golf maintenance crew and parks employees.
Administrator Hall said they are in the process of meeting with

officers that are in the Collective Bargaining Agreement and
these changes would not impact the officers until it is approved
by them.
Administrator Hall pointed out that this policy is covered by the
Bureau of Worker's Compensation and the current policy is not,
so the City is not eligible for discounts at this time. Council
Member Hilbert believes this new policy is a good idea.
Council Member Stoots asked if all employees will fall under this
new policy or just safety sensitive positions. Administrator Hall
said originally it was going to apply to everyone, but during that
process they were informed that unless there is an accident or
investigation that the City is not permitted to require drug testing
for those people who are not in safety sensitive positions.
A recommendation was made by Council Member Hilbert,
seconded by Council Member Cleary that Ordinance No. 13-001
be recommended for approval. The recommendation carried by
the following vote:

ORD. 13-002
AN ORDINANCE AMENDING PART NINE - STREETS, UTILITIES
AND PUBLIC SERVICES CODE, TITLE FIVE - OTHER PUBLIC
SERVICES, CHAPTER 941 PARKS, OF THE CODIFIED ORDINANCES
OF THE CITY OF GROVEPORT
Sponsors: Jean Ann Hilbert
Mr. Lund said this Ordinance would make a couple of changes
to the park rules, one being no use of metal detectors due to the
damage to the turf and the other is to allow the Administrator or
his/her designee to give consent for special events, etc.
A recommendation was made by Council Member Hilbert,
seconded by Council Member Stoots that Ordinance No. 13-002
be recommended for approval. The recommendation carried by
the following vote:

ORD. 13-003
AN ORDINANCE APPROVING MUTUAL AID AGREEMENTS WITH
VARIOUS POLITICAL SUBDIVISIONS IN THE CENTRAL OHIO AREA
AND THE DECLARATION OF AN EMERGENCY

At the request of Council, Law Director Shannon and Chief
Portier apprised Council of which jurisdictions will be
participating in the overall Mutual Aid Agreements, which was
submitted to Council in their packet. Mr. Shannon said the
Mutual Aid Agreements are pretty standard for this type of
service. He said one agreement is for emergency related
incidents and the other for non-emergency situations.
A recommendation was made by Council Member Hilbert,
seconded by Council Member Drury that Ordinance No. 13-003
be recommended for approval. The recommendation carried by
the following vote:
Yes: 5 - Shawn Cleary, Ed Dildine, Donna Drury, Jean Ann
Hilbert, Jan Stoots
Recommended approval.
X. Financial Report
Council did not have any questions or comments on the financial
report. Council Member Hilbert said she appreciates the easy to
read format and all the information that is provided by the
finance department.

XII. Reports
A. Mayor - Lance Westcamp
Mayor Westcamp reported that he was a guest speaker at the
Lions Club and Warren Motts asked if he could address Council
to update them on the Motts Military Museum. He directed Clerk

McWilliams to add Mr. Motts to the Agenda for the next Council
Meeting and asked that she call him to confirm the date and
time.
B. Administrator - Marsha Hall
1. Electric & Gas Aggregation Update
Adminstrator Hall said that as she reported in her Council
Update, she received a telephone call from Susan Brobst
regarding their request that Groveport Council decide whether
they want Groveport to be part of the township's electric and gas
aggregation ballot issue. She said they have received
information from the Franklin County Prosecutor that he needs
to rule whether the township can even include municipalities in
the issue or if the municipalities would have to have our own
ballot issue. She said hopefully they will have the decision by
the end of the week and noted she will update Council with any
additional information.

F. Public Works Superintendent - Dennis Moore
Mr. Moore said they had a contractor come out to review the
timing of the signals on State Route 317 & Bixby and Old
Hamilton Road intersections. He said Administrator Hall
suggested that they hold the light on red longer and it was set at
.8 seconds and they raised it to two seconds. He said the
contractor will come back and review it and make his
recommendation and he will let Council know his findings.
Mr. Moore reported that he notified AEP regarding getting street
lights on Homer Ohio Lane and he will update Council when he

gets any information.
G. Chief Building Official - Stephen Moore
Mr. Moore reported that Dollar General is now open for
business. He said they are also working with Stella & Dot, who
just moved in on Opus Drive, to get them up and running.
H. Director of Golf - Tom Walker
Mr. Walker said the Richardson Road bridge will be closed from
March 19 up until August 9th. He said they will notify the leagues
and the County will post their information, too.
I. Parks & Recreation Director - Kyle Lund
Council Member Hilbert said she witnessed a couple of younger
girls around age 10 or 12 playing on the tread mill goofing
around together and falling off the tread mill. She said she also
has seen other kids on the track that are not with an adult and
she is concerned about children being unsupervised and would
like this to be monitored a little closer.
Council Member Drury asked Mr. Lund if the weather outside
changes the temperature in the indoor pool, because she said
the water is very cold in the morning. Mr. Lund said very early in
the morning the water is cooler, because it takes awhile to get
warmed up.
