I. Call to Order
by Committee Chair Cleary at 6:30 p.m.

Guests Present: The Guest Book is on file with the Clerk of Council.
II. Moment of Silence
Committee Chair Cleary asked everyone to join him in a moment of
silence.
III. Pledge of Allegiance
Captain Blevins led the Pledge of Allegiance.
IV. Roll Call
Council Member Dildine arrived at 6:35 p.m.

VI. Business of Guests
a. Madison Township Fire Chief Bates - Monthly Update
Madison Township Fire Chief Bates updated Council on the June
2015 department report. The fire department will be conducting live
fire training in the next two weeks in Canal Winchester. The Medic
Committee is close to having a spec ready on the new medic
apparatus. The 4th of July went off quite well and the fireworks

company did a fine job. There were some fireworks that failed to
launch but everyone was pleased with this year's display. There was
less of a crowd on Wirt Road this year than in previous years. People
are starting to move back, maybe because of the heights of the trees
and those types of issues.
Council Member Hilbert inquired if Groveport and Madison Township
residents will have the same troubles as the Franklin Township
residents with their fire department doing so many runs in Columbus.
Chief Bates responded if the Madison Township Fire Department
was out on a Columbus run they obviously would not be available to
take any other runs at that time. That scenario is one of the reasons
for the third medic to be in service to handle the increased call
volume in Madison Township. In regards to the automatic aid,
Madison Township has given Columbus 1,489 runs and received
from Columbus 1,345 runs through the end of June. The numbers
are pretty equal while Franklin Township's numbers show a great
disparity. He advised Council to take that information with a grain of
salt, if Council recalls, Madison Township Fire Department's numbers
once showed a great disparity also. According to the Columbus
Dispatch they haven't received the numbers from Franklin Township
Fire Department in the way all the departments agreed upon for
accurate reporting. Council Member Cleary commented
Rickenbacker only has an engine and no medic. Chief Bates stated
Rickenbacker only has the engine, the rescue, the ARFF trucks and
the tanker.

b. Marvin Stevens
Groveport resident Marvin Stevens of 4839 Dorchester Street
addressed Council regarding the traffic on Dorchester Street. He
appealed to Council and the Police Chief to monitor the speeding on
the street. He suggested police officers could monitor the traffic or
the City could place more signs. He noted there are eleven "no
parking on this side" signs and only five "25 MPH Speed Limit" signs
on the street. The speeding vehicles are a danger to the youngsters
and private property in the area. Council Member Hutson asked
when the speed trailer was last placed in the area. Captain Blevins
stated the speed trailer is in rotation right now but Groveport should
be getting it soon. After discussions on possible solutions, Captain
Blevins provided Mr. Stevens with his business card. Mr. Stevens
was advised to contact him to follow up on the matter.
c. Groveport Community Announcements System

Administrator Marsha Hall and Sergeant Brian Thompson presented
Council and the audience with the Groveport Community
Announcements System. The City of Groveport has partnered with
Nixle to implement a Community Notification System to alert
residents, or any interested party, in real-time for localized
emergency situations, relevant community advisories, and community
announcements. The system covers anything from a City wide
emergency to announcements. It can pinpoint specific geographic
locations within the City. For instance, if there was a water line break
where an area of Groveport had to be placed on a boil alert, the City
can segregate that area and send announcements to only those who
would be affected by the water line break. Sergeant Thompson
instructed Council and the audience on how to sign up for the service
on their smart phones. Ms. Hall and Sgt. Thompson went through the
individual keyword codes to be alerted to specific departments and/or
programs. The press release was sent to all City residents and
businesses. The press release is also on the City website.

A. Mayor - Lance Westcamp
Mayor Westcamp reminded everyone this is the week of the Franklin
County Fair and Groveport has always supported the fair. He
commented on the work being done on all the streets in the City. The
Mayor thanked Administration for the great job with getting these
projects going in Groveport and Council for approving the budget to
allow these projects to go forward. The Mayor commented his wife
has been taking their grandchildren to KidSpace and she praised the
programs offered.
B. Administrator - Marsha Hall
Council Member Cleary requested Administrator Hall work with staff
to look into dates for the 2016 Budget Workshop.

D. Director of Finance - Jeff Green
Administrator Marsha Hall referred to an email sent to the Mayor and
Council regarding the Audit Exit Conference scheduled for next
Monday at 6:00 p.m. in the Council Conference room. The Mayor and
all of Council were encouraged to attend the conference.
E. Chief of Police - Ralph Portier
Captain Kurt Blevins publicly thanked Council Member Cleary for the
food he provided for the officers during the 4th of July Celebration.
He addressed Mr. Stevens regarding looking into solutions for the
traffic issues on Dorchester Street.

F. Public Works Superintendent - Dennis Moore
Council Member Dildine asked how the mosquito spraying had gone.
Council Member Cleary responded he knew it went great because he
rode with the Public Works crew while they did the spraying. Public
Works Superintendent Dennis Moore commented it went well and
crews will be back out to spray again. Franklin County is also doing
their part managing the mosquito problems. Council Member Cleary
suggested the City may want to look into setting up the right
equipment and resources to spray themselves every year.

I. Parks & Recreation Director - Kyle Lund
Parks & Recreation Director Kyle Lund reported on the Shred-It event
to be held alongside the KidsFest. The event will be Saturday,
August 8, 2015 from 9:00 a.m. to noon. The indoor pool will be
closed between August 7th and August 21st for maintenance and
repairs. During this closure, lap swimming and deep water exercises
will be at the outdoor pool.

L. City Engineer - Steve Farst
City Engineer Steve Farst reported the water treatment plant is in
operation and a walk through with the EPA is scheduled for the end
of the month.
The water storage tank painting has been completed. Caldwell Tanks
is mobilizing a civil crew to perform some repairs on the foundations.
They will disinfect the tank at the end of this week and hope to have
the tank back in service in two weeks.
Mr. Farst updated Council on the Street Maintenance Program. The
weather has slowed some progress on the schedule.
Mayor Westcamp inquired on the tour of the new plant. Mr. Farst
responded tours can be given in August. Council Member Hilbert
asked if Mr. Farst knew the final cost of the project. He commented
pay requests are still being processed but the project is under
budget.

M. Director of Transportation - Bob Dowler
Director of Transportation Bob Dowler reported the City has hired
Lisa Zurbriggen as Transportation Coordinator. Lisa was unable to
attend tonight's meeting but will be introduced to Council in August.

O. Council Members - Ed Rarey, Jean Ann Hilbert, Donna Drury, Ed Dildine,
Shawn Cleary and Becky Hutson
Council Member Hutson commented she will be on vacation and may
not be present at the next meeting. She raised the issue of parked
cars on the street next to the post office. Parking on Madison Street
is causing major issues. The roadway is not wide enough for the
width of three vehicles.
Council Member Drury reported the Trees & Decoration Committee
has been planning for Christmas and are thinking of holiday themed
flags to display at the City's intersections. The Committee wants to be
sure there won't be any problems with displaying the flags for 30 to
35 days.
Council Member Hilbert stated it's a shame that there are issues with
the Groveport Post Office. It probably does more business than any
other post office in the area.
Council Member Cleary reported he has received a lot of praise in
regards to the fireworks display.
XIII. Adjournment
Council Member Hilbert made a motion, seconded by
Council Member Dildine, to adjourn at 7:23 p.m. All in favor
stated AYE, None Opposed. Motion passed.
