Committee of the Whole Meeting Minutes November 16, 2015
I. Call to Order
by Committee Chair Cleary at 6:30 p.m.
Staff Present: Marsha Hall - Administrator, Kevin Shannon - Law
Director, Jeff Green - Director of Finance, Stephen Moore - Chief
Building Official, Patty Storts - Community Affairs Director, Steve
Farst - Engineer, Dennis Moore - Public Works Superintendent, Kyle

Bob Dowler - Director of Transportation, Ralph Portier - Chief of
Police
Guests Present: The Guest Book is on file with the Clerk of Council.
II. Moment of Silence
Committee Chair Cleary asked everyone to join him in a moment of
silence.
III. Pledge of Allegiance
Chief Portier led the Pledge of Allegiance.

VI. Business of Guests
a. Madison Township Fire Chief Bates - Monthly Update
Madison Township Fire Chief Bates reported the department is
staying around 500 runs per month. Crews are going through live fire
training on night burns this month at the fire academy. The
department will be making a recommendation at the next Trustees
meeting on replacing the fire engine that was totaled in the
September 3, 2015 accident. With the insurance settlement the cost

will be at a 29% discount since the vehicle will be paid up front in lieu
of a loan. Chief Bates explained patients can be transported to the
hospital of their choice as long as it is medically appropriate and it
can be done following State guidelines.

ORD. 15-069 AN ORDINANCE AUTHORIZING THE CHARITY NEWSIES SALE
AND THE DECLARATION OF AN EMERGENCY
Sponsors: Drury
Chair Cleary read by title Ordinance No.15-069. A motion
was made by Council Member Hilbert, seconded by Council
Member Dildine, to pass this Ordinance as emergency
legislation at the next regular City Council meeting and to
recommend approval to the City Council. The motion carried
by the following vote:

A RESOLUTION AUTHORIZING THE USE OF A PORTION OF BONDS
OR BOND ANTICIPATION NOTES OF THE CITY OF GROVEPORT, IN
THE PRINCIPAL AMOUNT OF NOT TO EXCEED $914,000.00, TO BE
ISSUED FOR THE PURPOSE OF CONSTRUCTING PARKING LOT
AND ADJACENT HILLSIDE IMPROVEMENTS, ALONG WITH
COURSE MODIFICATIONS, IMPROVEMENTS AND
APPURTENANCES THERETO IN CONNECTION WITH THE CITY’S
MUNICIPAL GOLF COURSE PROJECT, TO REIMBURSE THE CITY'S
GENER A L , PERMANENT IMPROVEMENT, OR BOND

Chair Cleary read by title Resolution No. 15-006. A motion
was made by Council Member Hilbert, seconded by Council
Member Rarey, to recommend approval to the City Council.

XII. Reports
A. Mayor - Lance Westcamp
Mayor Westcamp thanked Warren Motts for putting together the
Veterans' Day Ceremony for the City of Groveport. The community
should be proud that not only was Mayor Westcamp present at the
ceremony but all six Council Members were in attendance to honor
our veterans. The Mayor will suggest to Mr. Motts that at next year's
event he should go back to playing the military songs. The good
weather brought out approximately 100 people to honor the
community's veterans. The Mayor complimented Administration and
the Council Members on the two articles in Southeast Messenger.
One was the American Legion Robert Dutro Post 486 thanking
Council and Administration; the other on Groveport Madison School
District praising the City of Groveport officials.
B. Administrator - Marsha Hall
Administrator Marsha Hall reported at the next regular City Council
meeting there will be a large number of new legislation on the
agenda to start through the process. As was done last year, staff will
bring the ordinances pertaining to next year's Capital Improvements
and projects before Council to have the Ordinances in place early in
the new year.

C. Director of Law - Kevin Shannon
Law Director Shannon advised Council he had received
correspondence from the Ohio Department of Commerce regarding
liquor licenses in the City of Groveport. Mr. Shannon had conferred
with Chief Ralph Portier prior to tonight's meeting and as there are no
outstanding issues, the City will not be requesting a hearing at this
time.
D. Director of Finance - Jeff Green
Nothing further to report.
E. Chief of Police - Ralph Portier
Chief Ralph Portier reported the Sheriff's Dispatches estimated
number was in red on his submitted report. The actual number is 298
dispatches through the Franklin County Sheriff's Office. The cost to
the City is $8.44 per dispatch.

G. Chief Building Official - Stephen Moore
Chief Building Official Stephen Moore updated Council on the house
on Westport. The department is in the process of having the
asbestos study completed, gathering estimates from demolition
companies and are waiting for the utilities to be disconnected. If
Council gets any inquiries regarding the matter they can direct them
to Mr. Moore.

I. Parks & Recreation Director - Kyle Lund
Parks & Recreation Director Kyle Lund thanked Sergeant Josh Short
and Officer Josh Guiler for their work with the Women's Self-Defense
Class held in October. The class had 27 participants and all the
women were greatly appreciative.

Director of Facilities Management Tom Byrne was not present.
Council Member Cleary raised the matter of work needing to be done
at Veterans Park. A cut through path for easier access for elderly
citizens and bushes needing trimmed and/or removed.

L. City Engineer - Steve Farst
Mayor Westcamp asked City Engineer Steve Farst when Tallman
Street at Rohr Road would be opened to the public. Mr. Farst
commented the road should be opened for public use since the 30

days have expired on the ordinance accepting the Newport Village
public improvements.

Nothing further to report. Council Member Hutson commented the
great numbers reported for the G.R.E.A.T. Program shows that
Council has made a good decision in implementing the transit
program.

Council Member Dildine commented on the pictures of the
playground equipment for the Founders Bend Neighborhood Park.
He thinks the prices for the equipment was great and it is wonderful
the residents are involved in the project.

A motion was made by Council Member Rarey, seconded by
Council Member Hilbert, to adjourn at 6:54 p.m. Motion
carried by the following vote:
