Committee of the Whole Meeting Minutes December 12, 2016
I. Call to Order
by Committee Chair Cleary at 6:30 p.m.

Committee Chair Cleary asked everyone to join him in a moment of
silence.

VI. Business of Guests
Madison Township Fire Chief Bates - Monthly Update
Madison Township Fire Chief Robert Bates wished everyone a Merry
Christmas, a Happy New Year and a safe holiday season from him
and his department. He updated Council on the status of Station 183's
schematic design process and the new medic on order for the new
facility. The department's monthly report will be available for the next
City Council meeting. Chief Bates informed Council of the new fire
code expected to be available in print by spring. This summer the
City of Groveport Page 1

department will come to Council with legislation to update the City's
current fire code.

XII. Reports
A. Mayor - Lance Westcamp
Mayor Lance Westcamp reported Friday's Tree Lighting Ceremony
was excellent.
B. Administrator - Marsha Hall
Administrator Marsha Hall will provide Council documentation
describing several new pieces of legislation that the State of Ohio had
passed at the last minute that will affect the City of Groveport. One
new piece of legislation, through work by the Ohio Municipal League
and contact with State Representatives, was modified or had some

language removed before that legislation was passed. The City needs
to work with the State Legislature to not have last minute legislation
pass every year when they have a lame duck session because it does
not give the City ample time to explain the impact some legislation can
have on Groveport. For example; the legislation pertaining to the
concealed carry legislation going through for colleges, daycare
facilities, etc., originally had language that would have required
municipalities to allow concealed carry in all of their government
buildings, unless there was a security guard at the front main entrance
and security monitoring or standing equipment at the main entrance.
Many municipalities couldn't afford the requirements. It took a lot of
last minute phone calls to remove that language from that piece of
legislation.
Ms. Hall will be on vacation next week but will likely come to the
Council meeting on Monday night. In the case that she does not
attend the last meeting, Ms. Hall wished everyone a very Merry
Christmas and Happy Holiday season.

J. Community Affairs Director - Patty Storts
Community Affairs Director Patty Storts reported on the Tree Lighting
Ceremony as a success, but every year the crowd gets larger and
larger. The event attracted around 400 people and Town Hall is
unable to accommodate such a large crowd. The building was packed
and the stairway and elevator were backed up. It became such a
safety concern for Ms. Storts that staff opened all the emergency exit
doors just in case an emergency situation arose. She has already
talked to Administrator Hall and Mayor Westcamp about some
changes for next year. She welcomes any ideas from Council. Council
Member Dildine remarked on how great the tree looks and the lights
on the log cabin.

Director of Parks & Facilities Management Tom Byrne thanked Clerk

of Council, Ruthanne Ross for providing copies of the latest energy
project report from Dynamix Energy Services. The City is doing quite
well with its grand totals in energy savings. A next step is for the City
to take a look at street and traffic lighting. Dennis Moore is looking at
the street lights now; he already has a model street light going into the
Recreation Center. Ms. Hall commented Council Member Dildine may
want to take a look at the light. The second light on Betz Way is a LED
light. It was used to test the LED to determine if the City wanted to use
the same lights on the Hendron Road Project. Staff does not like the
LED light because it does not emit enough light. It doesn't look like a
full light. City Engineer Steve Farst added he wants to contact the
manufacturer who shipped the light and allowed City employees to
install it so the light could be tested. LED lights can be specified with
different kelvin ratings; the kelvin value is a measure of the color. Mr.
Farst had asked the manufacturer to dial the LED as low as they could
because he wanted to mimic or match the yellow sodium lights. His
concern is that the LED won't give as much light coverage as the
sodium lights.

Council Member Cleary personally thanked all the staff. Each
City of Groveport Page 5

department has something going on. The City stayed within budget
and the City is financially well off. Groveport has the best police
department around. The City has been very fortunate; let's challenge
to get better next year. He is looking forward to a great 2017.
Council Member Dildine reported the Madison Township Fire
Department Local has adopted three families for the Christmas
season. One from the City of Groveport, one from Canal Winchester
and one from Madison Township. Each shift has taken responsibility
for a family to provide a holiday dinner, toys and winter clothing. Mr.
Dildine's shift, for the first time in three years, got the Groveport family
so he will be able to help deliver items to the family. The families are
provided from Groveport Madison Human Needs and must meet
certain criteria to be selected as an adopt-a-family. Since most are on
the free or reduced lunch program, meals for lunch and dinner will be
provided during the Christmas break.
Mr. Dildine commented that one piece of legislation that passed
effects firefighters. Anyone in the fire service who develops certain
types of cancer will be covered under Workers Compensation.
Council Member Cleary wished every a Happy Holiday.
XIII. Adjournment
Council Member Rarey made a motion, seconded by Council Member Dildine,
to adjourn at 6:48 p.m. All in favor stated AYE, None Opposed. Motion passed.
