I. Call to Order
by Committee Chair Dildine at 6:08 p.m.

II. Moment of Silence
Committee Chair Dildine asked everyone to join him in a moment of

VI. Business of Guests
a. Madison Township Fire Chief Bates - Monthly Update
Madison Township Fire Chief Bates reported the department's new
Engine 181 is in service and can be seen around town. He updated
Council on the progress of Station 183 which broke ground during the
week. Chief Bates got an email informing him Medic 183 will be ready
for its inspection at the end of the second week in September. The new
Medic 183 will be placed in service and the department will run two
medics out of Station 181 until Station 183 is open. The Township

Trustees added an additional six full-time members to the fire
department to bring the staffing level to meet the needs for Station 183.
These six will help offset the overtime by filling in for the members out
on injury and/or illness leave. It will also get them ready for the opening
of Station 183.
Chief Bates hopes everyone is able to join the department at Motts
Military Museum for the 911 service at 7:30 a.m. on Monday,
September 11. The planned speaker for the event is Captain Jack from
the New York City Fire Department.
Chief Bates clarified that the number of fire runs is up because
Columbus now reports auto accidents under fire. Ninety-two incidents
are actually responses to auto accidents, which is noted on the first
page of the report. The department has made a conscientious effort to
reduce the number of false alarms in the last 18 to 24 months. From
2015 to 2016 the department cut false alarm runs by 130.
Council Member Hilbert informed everyone that the Franklin County
Opiate Crisis Task Force will be meeting at the Madison Township
Community Center on October 1, 2017 from 2:00 p.m. to 3:30 p.m.

AN ORDINANCE AUTHORIZING THE ADMINISTRATOR TO ENTER
INTO AN EASEMENT AGREEMENT WITH 6500 PONTIUS ROAD LLC,
AKA HILLWOOD DEVELOPMENT COMPANY (HILLWOOD),
VACATING AN EXISTING EASEMENT AND GRANTING A NEW
EASEMENT TO FACILITATE THE RELOCATION OF A SANITARY
SEWER LINE FOR THE 6500 PONTIUS ROAD SITE

City Engineer, Steve Farst, explained this is a new owner of the site and
they have made contact by email to Mr. Farst to say they are
comfortable with granting these easements.

PONTIUS ROAD AND 6606 PONTIUS ROAD DEVELOPMENT SITES

The City's golf course and parts of its industrial park are serviced by
South Central Power Company. The City has a 25 year franchise
agreement with the power company that is up this year.

AN ORDINANCE TO ADOPT THE SOLID WASTE MANAGEMENT PLAN
FOR THE SOLID WASTE AUTHORITY OF CENTRAL OHIO
Sponsors: Hilbert
Administrator Marsha Hall provided Council with a separate document
from SWACO regarding the plan. The City is a member of SWACO
and the agency will bring someone before Council if there is a need for
a questions and answers session. Groveport City Council has to vote
yes or no as to whether Council wants the plan.
Chair Dildine read by title Ordinance No.17-034. A motion was made by Council
Member Cleary, seconded by Council Member Hutson, to recommend approval
to the City Council. The motion carried by the following vote:

This Resolution is done every year following the Tax Incentive Review
Council (TIRC) meeting. All the City's CRA districts are in compliance
and the committee accepted the reports.

XII. Reports
A. Mayor - Lance Westcamp
Mayor Lance Westcamp thanked Personnel Director, Sue Wadley, for
arranging the City of Groveport employees night at the Clippers game.
Groveport Madison High School has a football game coming up on
Friday night. The Mayor wanted to know if the field would be ready to
open by Friday. The project's engineer provided documents for the
City's Engineer review and the documents were returned within thirty-six
hours. There has been no resubmittal. The Hall of Fame will hopefully
draw a good crowd.
Mayor Westcamp thanked Mr. Beidler for stepping up to the plate to fill
the vacant Council seat. Mr. James Beidler decided not to run for City
Council with the current Council Members whose terms expire
December 31, 2017. Council Members Dildine, Hutson and Lockett
have filed their petitions but it is not yet known if anything has been
certified. With the Department Heads in attendance, the Mayor took the
opportunity to name the fourth on the list of candidates, Mr. Marvin
Stevens. Mr. Stevens attended tonight's ethics training.
B. Administrator - Marsha Hall
Administrator Marsha Hall noted upcoming events: the Mayor's
Business Appreciation Breakfast on August 30th and the 4th of July
Thank You Dinner, also on August 30th.

Contractors are working on the indoor pool. The work is on schedule.

The two ordinances dealing with the sanitary sewer lines were part of the
usual process the City has to accept public improvements of
infrastructure. The easements are required because the sewer had to
be shifted.

Council Member Cleary thanked staff for the job they are doing out
there. The City looks great. Council Member Dildine thanked everyone
for attending the ethics training and the police department for their
handling of the incident that happened the day before. Chief Portier
credited Sergeant Casey Adams with putting it together. Everyone
needs to be cognizant of what is going on in Groveport. There has been
no issues with traffic.
XIII. Adjournment
Council Member Cleary made a motion, seconded by Council Member Beidler, to
adjourn at 6:38 p.m. All in favor stated AYE, None Opposed. Motion passed.
