Business of Guests a. Madison Township Fire Chief Bates - Monthly Update Madison Township Fire Chief Bates reported Engine 183 went into service the second week of October with its first run taking place in Groveport. All the underground work is complete on the Station 183 project, the majority of the concrete work is done and the steel was delivered last week. Workers started erecting the steel frame this morning making the structure's living quarters visible. A big crane will be on site next week for lifting the heavy steel beams for the bay area. City of Groveport Page 1 Committee of the Whole Meeting Minutes November 20, 2017 Last month's gas leak resulting in the home explosion is still under investigation. It is expected to take an extended period of time to close the matter. Testing will be done next week, and based on the results of those tests, the investigation will move forward. Council Member Dildine urged everyone present to call the fire department if you smell any type of gas or unfamiliar odor. There are many agencies and interested parties involved in the investigation. Chief Bates announced he has submitted his retirement paperwork. His last day will be January 12, 2018. He thanked Council and staff for the great working relationship they've had over the years and all of their support. He noted the first person he heard from when he first started with the Madison Township Fire Department was Lance Westcamp. He received a letter and a Village of Groveport polo shirt from Groveport's Mayor Lance Westcamp. #572-2017 MTFD Monthly Report Attachments: MTFD Monthly Report.pdf Presentation of Proceeds of the City of Groveport Blacklick Haunted Park. Mayor Westcamp, Bruce Smith and Scott Clinger presented the proceeds from the Blacklick Haunted Park event that was held in October to representatives of the Greater Groveport Food Pantry and Groveport Madison Human Needs. The motion carried by the following vote: Yes: 6- Beidler,Cleary,Dildine,Hilbert,Hutson, and Lockett ORD. 17-045 AN ORDINANCE ABOLISHING THE POSITION OF PART-TIME PROPERTY MAINTENANCE INSPECTOR, AND CREATING THE POSITION OF PROPERTY MAINTENANCE INSPECTOR/CODE COMPLIANCE OFFICER, ACCEPTING THE POSITION DESCRIPTION AND PAY GRADE THEREFORE, POSITION IN THE BUILDING AND ZONING DEPARTMENT Sponsors: Dildine Attachments: ORD. 17-045 Property Maintenance-Code Compliance Inspector.pdf This will be the first Property Maintenance Inspector / Code Compliance Officer for the Building and Zoning Department. The current part-time Property Maintenance Inspector already works more hours than originally approved to keep up with the work load. This new position will allow the position to enforce not only the property maintenance code but violations of zoning code compliance and any Building & Zoning property maintenance type codes in the City of City of Groveport Page 3 Committee of the Whole Meeting Minutes November 20, 2017 Groveport's Codified Ordinances. Working with the homeowners' associations and conducting special projects are just to name a few of the position's responsibilities. The motion carried by the following vote: Yes: 6- Beidler,Cleary,Dildine,Hilbert,Hutson, and Lockett ORD. 17-046 AN ORDINANCE AUTHORIZING THE ADMINISTRATOR TO ENTER INTO A LEASE AGREEMENT WITH HUNTINGTON PUBLIC CAPITAL CORPORATION TO FINANCE THE PURCHASE OF TWO (2) POLICE CRUISERS, INCLUDING ANCILLARY EQUIPMENT FOR THE POLICE DEPARTMENT Sponsors: Hilbert The two new cruisers will be Ford Explorers. The department's cruiser that was recalled was found to have no issues. The exhaust leaks have been exterior integrity involvement issues - like when a public agency buys these cars, and alter the rear deck by adding emergency lights, drilling through the doors, small amounts of carbon monoxide may leak into the interior. The Groveport Police Department does not drill holes in the rear end of the decks, and has not had this problem, nor anticipate the problem. Chair Dildine read by title Ordinance No.17-046. The motion carried by the following vote: Yes: 6- Beidler,Cleary,Dildine,Hilbert,Hutson, and Lockett ORD. 17-047 AN ORDINANCE AUTHORIZING THE CITY ADMINISTRATOR TO SOLICIT BIDS FOR THE PURCHASE OF TWO (2) POLICE CRUISERS WITH ANCILLARY EQUIPMENT AND/OR WAIVE COMPETITIVE BIDDING PURSUANT TO GROVEPORT CITY CHARTER SECTION 9.02(B) Sponsors: Hutson This Ordinance applies to the two same cruisers in Ordinance No. 17-046, which is authoring the lease agreement to purchase and this Ordinance is to solicit bids and/or to waive competitive bidding. The new cruisers will replace to older cruisers in the department's fleet. The motion carried by the following vote: Yes: 6- Beidler,Cleary,Dildine,Hilbert,Hutson, and Lockett ORD. 17-049 AN ORDINANCE AUTHORIZING THE ADMINISTRATOR TO ENTER INTO A LEASE AGREEMENT WITH HUNTINGTON PUBLIC CAPITAL CORPORATION TO FINANCE THE PURCHASE OF A PICKUP TRUCK WITH BLADE FOR THE PARKS DEPARTMENT Sponsors: Beidler The pickup truck will be added to the department's fleet of three trucks but will replace the 1997 pickup that will be delegated as a trash truck. The motion carried by the following vote: Yes: 6- Beidler,Cleary,Dildine,Hilbert,Hutson, and Lockett ORD. 17-050 AN ORDINANCE AUTHORIZING THE ADMINISTRATOR TO ENTER INTO A LEASE AGREEMENT WITH HUNTINGTON PUBLIC CAPITAL CORPORATION TO FINANCE THE PURCHASE OF TWO (2) PICKUP TRUCKS FOR THE PUBLIC WORKS DEPARTMENT Sponsors: Cleary These two pickups will replace two current trucks in the Public Works fleet. A crew cab pickup was considered but pulling various equipment with a crew cab limits getting needed equipment in on a job site. Another truck would still be needed to pull a different piece of equipment to the same job site. Mayor - Lance Westcamp Mayor Lance Westcamp commended the Department Heads, a lot of the Ordinances are before Council because of the Department Heads and thanks to Administrator Marsha Hall doing this legislation now, the City of Groveport Page 10 Committee of the Whole Meeting Minutes November 20, 2017 City can hit the ground running in 2018. The Mayor commended Community Affairs Director, Patty Storts for providing an excellent program for the Heritage Holiday and Personnel Director, Sue Wadley for helping him with his new benefit package thanks to this Council. Director of Law - Kevin Shannon It is that time of year when the Department of Commerce, Division of Liquor Control asks the City if there are any issues with the renewal of permits within the City of Groveport. Mr. Shannon spoke with Police Chief Portier, who has had no formal complaints or informal complaints of any substance. The notice states that if the City has no issues with the permit renewals, there is nothing to do. No response to the letter lets it be known that Groveport has no issues. There are currently two (2) available liquor permits in Groveport. The City is in line for the first one because of the development site next to Ace Hardware, which the City very strongly wants to have a liquor permit so the City can bring in a very upscale restaurant or some other type of establishment. D. Director of Finance - Jeff Green Not present. E. Chief of Police - Ralph Portier Chief Portier, Administrator Hall and Chief Building Official Stephen Moore met today regarding the issues with the semi-truck traffic on Port Road. DHL has stepped up to the plate to resolve some of the issues. The police department hasn't received any complaints in the last few weeks, so DHL seems to be right on top of the matter. #574-2017 PD Council Report Attachments: PD Council Report.pdf F. City Engineer - Steve Farst Years ago, using brick in the City's crosswalks / intersections was discussed at previous Council meetings, but the crosswalks have the wide white lines. ODOT gives municipalities three options when funding these improvements. Studies have shown that that particular style, which is called continental, is higher in visibility for the driver. ODOT gives style options for crosswalks they help fund.
