New Business At the last Council meeting, Council Member Cleary stated the HOA from Founders Bend (Elmont Place) was to be present at tonight's meeting. Administrator Marsha Hall and Mr. Cleary will meet with the HOA next Monday to address his long list of concerns. VIII. Unfinished Business None. IX. Ordinances and Resolutions A. 3rd Readings ORD. 19-026 AN ORDINANCE ACCEPTING AND DEDICATING AS PUBLIC IMPROVEMENTS, BEING A SANITARY SEWER LINE AND A SHOULDER IMPROVEMENT ALONG ROHR ROAD CONSTRUCTED WITH THE RICKENBACKER CENTRAL DEVELOPMENT, AT 2850 ROHR ROAD AND 6196 GREENPOINTE DRIVE SOUTH, PARCEL NUMBERS 185-002966 and 185-002967 Sponsors: Hilbert City Engineer Steve Farst stated everything on the punch list has been completed to staff's satisfaction. Chief Building Official Stephen Moore pointed out to Mr. Farst that the actual address on Greenpointe Drive South is 6198, not 6196 Greenpointe Drive South. A motion to amend prior to the third reading will need be considered at the next regular City Council meeting. A motion was made by Council Member Hilbert, seconded by Council Member Dildine, to recommend approval to the City Council. The motion carried by the following vote: Yes: 5- Cleary,Dildine,Hilbert,Hutson, and Lockett ORD. 19-028 AN ORDINANCE DESIGNATING A SCHOOL ZONE WITHIN THE CITY City of Groveport Page 2 Committee of the Whole Meeting Minutes July 15, 2019 OF GROVEPORT AT GROVEPORT MADISON HIGH SCHOOL ON STATE ROUTE 317 Sponsors: Lockett Administrator Marsha Hall advised this was requested by the school as part of the intersection project currently under construction. The GMLS Superintendent and Assistant Superintendent were present to answer any questions and/or concerns. The 20 mph school zone would be in effect during school arrival and dismissal times only. The traffic signal can be programmed to flash the 20 mph school zone for any necessary schedule. It can also be programmed to not flash a school zone whenever the school is closed for breaks. The signal will follow any State statutes regarding the 30 minutes prior to and 30 minutes after school arrival and dismissal. A motion was made by Council Member Dildine, seconded by Council Member Hutson, to recommend approval to the City Council. Other Business XII. Reports A. Mayor - Lance Westcamp Mayor Lance Westcamp stated it is Franklin County Fair week, if anyone gets the chance to get to Hilliard. Franklin County does a good fair but it has a lot of other county fairs to compete with for attendance. Franklin County has so much to offer in the way of diverse entertainment besides the fair. The Mayor will be there on Saturday, sale day. B. Administrator - Marsha Hall Administrator Marsha Hall provided Council with updates on special projects currently underway in her report. The City is contacting various GPS tracking systems to provide correct / up-to-date truck route information. Hopefully, this will help assist the truck drivers who don't seem to know where they should be going. Ms. Hall asked for Council's opinion on the traffic signal with the "no turn on red" sign at Main Street and Front Street. Currently, when driving on Main Street from the east heading west, it is not permitted to make a right hand turn onto Front Street while the traffic light is red. During rush hour, the vehicles turning left onto Wirt Road get backed up and the area gets clogged during school days. A member of Council indicated that the sign was put in place to protect school children coming down Front Street and to deter vehicles from cutting through Front Street to bypass Main Street traffic. The intersection needs to be looked into for possible changes in signage. The "no right turn" at Main Street onto College Street is in place because of the sight distance and the width of the street. Mr. Farst added that the stop bar for the southbound traffic is pulled back to allow for longer wheel based vehicles to navigate the turn onto College Street. Council Member Lockett commented to Chief Portier the police presence in the area of the crosswalks at Main Street and Front Streets is much appreciated. Public Works Superintendent - Dennis Moore Public Works Superintendent Dennis Moore advised Council of the schedule for painting intersection curbs yellow. Crews will start at Blacklick Park, on the north side of Main Street, working west through Certified. Ms. Hall noted that this is the old section of Groveport where yellow curbs were originally painted. None of the newer subdivisions have curbs painted yellow. Council will have to decide if the City wants to do it in all subdivisions. H. Personnel Director - Sue Wadley Nothing further to report. Council Member Hilbert thanked Mrs. Wadley for keeping Council updated on any changes or anything going on. Council Member Dildine commented on the emails Sue Wadley sends out welcoming new City employees. They are a nice introduction. #161-2019 HR Council Report Attachments: HR Council Report.pdf P. Council Members - Jean Ann Hilbert, Ed Dildine, Shawn Cleary, Becky Hutson, Scott Lockett and Chad Grashel Council Member Dildine reminded everyone to take precautions during the heat wave of dangerously high temperatures. Heat indexes could reach up to 110 by the end of the week. Remember to check on your elderly neighbors. Mr. Dildine announced that the local firefighters union is doing a movie night at the new fire station on Noe Bixby Road on Saturday, August 10th. The community will pick the movie. The fire department will provide the movie, popcorn, hot dogs and drinks for the event. Council Member Hilbert announced that it is Restaurant Week at the Paddock Pub. Bob Williams, present in support of the Elmont Place HOA, addressed Council regarding various concerns. Residing in Groveport for over 2 ½ years, he has noticed that the street signs are dreadful. He presented photos of other communities’ street signs. There are no signs at the north main entrance on South Hamilton Road when you first enter the City of Groveport. Council Member Dildine said there are actually two signs. The City limits starts at Williams Road where there is an archway sign with planted flowers that sits down in a valley. Another sign is the small white “Welcome to Groveport” sign on South Hamilton Road. South Hamilton Road is State Route 317. And being a state route, the City has to have approval of any signage setbacks and other City of Groveport Page 7 Committee of the Whole Meeting Minutes July 15, 2019 requirements from ODOT. Mr. Williams commented he has never noticed the archway with flowers welcome sign at the SR 317 and Williams Road intersection. Mr. Williams does not understand the school zone issue. He has never seen a single student walking on South Hamilton Road since he has been in Groveport. He thinks it’s a safety issue. When the sleepy, Rickenbacker area warehouse overnight workers come through at 50-55 mph, the 20 mph will cause fatal traffic crashes when vehicles come around the blind curve in front of Waffle House. Council Member Hutson remarked that there are students in a program that ride a COTA bus. The COTA bus stop is across the street from the high school. To make it safer for the students, a COTA stop will be installed on the high school side as part of the intersection improvement project. The project will also include turn lane changes. Even though Mr. Williams has never seen any, there are students who walk along South Hamilton Road. Groveport Madison High School students do participate in the COTA Student Pass Program. With the COTA bus stop on the high school side, hopefully more students will participate. Council Member Lockett is in favor of the school zone. Not only does the high school have a lot of young drivers and the aforementioned sleepy Rickenbacker drivers, traffic backs up on South Hamilton Road at the Imagine Groveport Community School. Drivers have a difficult time getting in and out. Some vehicles have sped out of the intersection at Venture Place resulting in traffic accidents. Mr. Williams thinks the school zone will just back traffic up in both directions. If it’s the goal of the City to make people stop on South Hamilton Road, then the 20 mph school zone will accomplish it. Mr. Williams hopes Council will consider the street signs. He was directed to make contact with Mr. Dildine who sits on the Trees & Decorations Committee. XIII. Adjournment Council Member Hilbert made a motion, seconded by Council Member Hutson, to adjourn at 6:03 p.m. All in favor stated AYE, None Opposed.
