Call to Order by Committee Chair Hilbert at 5:30 p.m. Staff Present: BJ King - Administrator, Kevin Shannon - Law Director, Jason Carr - Finance Director, Casey Adams - Chief of Police, Jeff Green - Development Director, Ruthanne Sargus Ross - Clerk of Council Guests Present: The Guest Book is on file with the Clerk of Council. II. Moment of Silence Committee Chair Hilbert asked everyone to join her in a moment of silence. III. Pledge of Allegiance Council Member John Hougland led the Pledge of Allegiance. IV. Roll Call Present: 6 - Cleary,Dildine,Hilbert,Hougland,Hutson, and Lockett V. Approval of Minutes - November 15, 2021 The November 15, 2021 Committee of the Whole Minutes stand approved as submitted. #303-2021 COTW Minutes 11.15.2021 Attachments: COTW Minutes 11.15.2021.pdf VI. Business of Guests A. Madison Township Fire Report Fire Chief Derek Robinson was not present. #304-2021 MTFD Monthly Report Attachments: MTFD Monthly Report.pdf B. Presentation of Blacklick Haunted Park Proceeds Debbie Miller, representative for Groveport Madison Human Needs, accepted a check in the amount of $3,816 from the Groveport City of Groveport Page 1 Committee of the Whole Meeting Minutes December 13, 2021 Community Improvement Corporation (CIC). The money was the proceeds of the Blacklick Haunted Park event held in October. VII. New Business Personnel Director Joyce Myers recounted her first week with the City of Groveport. Everyone has been very welcoming, and she is surprised that she already knows so many employees. There are a lot of differences in government coming from the private sector. She welcomes the opportunity for change and new challenges. She is happy to be here. VIII. Unfinished Business None. IX. Ordinances and Resolutions A. 3rd Readings None B. 2nd Readings Ord. 2021-063 AN ORDINANCE AUTHORIZING THE ADMINISTRATOR TO EXECUTE A RIGHT OF WAY AND EASEMENT INSTRUMENT WITH AEP ON HENDRON ROAD, PARCEL NUMBER 185-001649-00 Sponsors: Dildine Administrator BJ King said that AEP is upgrading an overhead electric line on Hendron Road. The work requires easements from other owners along Hendron Road. The easement is for overhead setback clearances and tree trimming allowances for the electric line. Clerk of Council Ross read by title Ordinance No. 2021-063. A motion was made by Council Member Dildine, seconded by Council Member Hutson, to recommend approval to the City Council. The motion carried by the following vote: Abstain: 1- Cleary Yes: 5- Dildine,Hilbert,Hougland,Hutson, and Lockett Ord. 2021-064 AN ORDINANCE AUTHORIZING THE ADMINISTRATOR TO ENTER INTO A LEASE AGREEMENT WITH HUNTINGTON PUBLIC CAPITAL City of Groveport Page 2 Committee of the Whole Meeting Minutes December 13, 2021 CORPORATION TO FINANCE THE PURCHASE OF TWO (2) STARCRAFT STARLIGHT TRANSIT 350 HD BUSES FOR THE TRANSPORTATION DEPARTMENT UNDER THE STATE OF OHIO COOPERATIVE PURCHASE PLAN THEREBY WAIVING COMPETITIVE BIDDING PURSUANT TO GROVEPORT CITY CHARTER SECTION 9.02(B) Sponsors: Hilbert Administrator BJ King noted this is for two new vehicles for the Transportation Department. The purchase of the buses is in the 2022 budget. They will replace older vehicles to upgrade the Department's fleet. The HD refers to handicap accessible. Clerk of Council Ross read by title Ordinance No. 2021-064. A motion was made by Council Member Dildine, seconded by Council Member Hougland, to recommend approval to the City Council. The motion carried by the following vote: Yes: 6- Cleary,Dildine,Hilbert,Hougland,Hutson, and Lockett X. Financial Report Income taxes continue to outpace last year. The City is in line with what the numbers looked like in 2019. Collections of receipts are at 88%. Expenses are at 66% of the City's total budget to date as of November 30, 2021. #305-2021 Financial Report Attachments: Financial Report.pdf XI. Other Business None. XII. Reports A. Mayor - Lance Westcamp Mayor Westcamp reported the City had a very successful Heritage Holiday event. He thanked the Madison Township Fire Department; it was the first time he got to ride in a fire truck to see to Santa's safe arrival. The Mayor thanked everyone that was involved. Chief Adams and his Department had a significant presence at the event. The Parks crew does a fantastic job. He looks forward to next year. B. Administrator - BJ King City of Groveport Page 3 Committee of the Whole Meeting Minutes December 13, 2021 Administrator BJ King remarked on the three good days had in the City of Groveport. The Heritage Holiday, Mayor’s employee luncheon, and the Christmas Cabaret were all good things happening in the City. There were good feelings and lots of Christmas spirit. Mr. King had fun experiencing it this year and finding out what it is all about. Next week, the Bedrock laydown yard legislation is up for its third reading. Mr. King is happy to answer any questions for Council. Council Member Cleary raised the matter of Obetz pulling out of the GREAT program. Mr. King has not heard back from Obetz. Previous discussions indicate that they do not feel it is worth the $150,000. They don’t have that many employees using the service. Obetz plans to install some sidewalks and use Uber to transport people. Mr. Cleary stated since they are dropping out of the program, Groveport needs to rebrand its buses and remove all references to Obetz. #306-2021 Admin report to Council 12.13.2021 Attachments: Admin Report to Council December 13, 2021.pdf draft legislation.pdf C. Director of Law - Kevin Shannon Law Director Shannon had nothing further to report. D. Director of Finance - Jason Carr Finance Director Jason Carr reported that the Groveport CIC donation to Groveport Madison Human Needs comprised 632 tickets sold at $5 each ($3,159) and donations of $657 for the Blacklick Haunted Park event. This year's proceeds were the largest in the event's history. Those involved put a lot of work into the event. E. Chief of Police - Casey Adams Chief Adams announced that Shellie Rimmer is officially back on the streets of Groveport. She started back last Monday. Officer Rimmer is her typical happy-go-lucky self and is enjoying the City. She is glad to be back, and the guys are happy to see her. Sergeant Lou Chan's last day on duty was last Saturday. He is using his vacation hours up to his retirement date of January 5, 2022. The Detective Bureau has been busy. Chief Adams is impressed with what they have accomplished. Detective Dalton had a school issue narrowed down in about two hours. Development Director - Jeff Green Development Director Jeff Green announced the City is going into the new year pretty strong. There is quite a bit of activity going on right now, a lot more than the City typically does this time of year. Mr. Green defined Area “C” for Mr. Hougland. Area “C” is south of Rohr Road, east of Pontius Road, down to London-Lancaster Road and over to Richardson Road, then back up to Hayes Road. There are thousands of acres in Area “C,” but many of those acres are in the flood plain. #308-2021 ED Council Report Attachments: ED Council Report.pdf G. Clerk of Council - Ruthanne Sargus Ross Clerk of Council Ruthanne Sargus Ross will submit the 2022 meeting schedule for Council approval. Q. Council Members - Jean Ann Hilbert, Ed Dildine, Shawn Cleary, Becky Hutson, Scott Lockett and John Hougland Council Member Scott Lockett commented that he visited Town Hall on Saturday to see the gingerbread houses. Town Hall's display of the entries was well done. Council Member Cleary mentioned that the City canceled the Volunteer Peace Officers' Dependents Fund Board meeting due to a glitch in paperwork. Council Member Jean Ann Hilbert enjoyed the three days of events. The Mayor's luncheon was one of the City's nicest. Mayor Westcamp City of Groveport Page 6 Committee of the Whole Meeting Minutes December 13, 2021 thanked Paul and Shelly Clark at the Paddock Pub. Mayor Westcamp doesn't think any other community in Central Ohio sits down with its employees at a luncheon like Groveport. XIII. Adjournment Council Member Cleary made a motion, seconded by Council Member Dildine, to adjourn at 5:53 p.m. All in favor stated AYE, None Opposed.
