Call to Order Committee Chair Hilbert called the Committee of the Whole meeting to order at 5:30 p.m. Staff Present: Kevin Shannon - Law Director, Jason Carr - Finance Director, Jeff Green - Development Director, Casey Adams - Chief of Police, Steve Farst - City Engineer, Ruthanne Sargus Ross - Clerk of Council Guests Present: The Guest Book is on file with the Clerk of Council. II. Moment of Silence Committee Chair Hilbert asked everyone to join her in a moment of silence. III. Pledge of Allegiance Chief Adams led the Pledge of Allegiance. IV. Business of Guests A. Madison Township Fire Chief Robinson Madison Township Fire Chief Robinson reported the fire truck hit by the semi in January went to Roanoke, Virginia, for repairs. The disassembling of the vehicle will start immediately to evaluate all the damage. The estimated five to ten months to complete all the repairs is not bad since many repairs can take up to a year. Since these fire trucks are custom-made, only one company manufactures them. The repair service is ordering parts from the same factory that produces fire City of Groveport Page 1 Committee of the Whole Meeting Minutes April 18, 2022 trucks experiencing the same staffing, shortage of raw materials, and other hindrances that other companies are facing. In the meantime, the Department will still be using fire trucks from other jurisdictions. Ordinances and Resolutions A. 3rd Readings Ord. 2022-015 AN ORDINANCE APPROVING THE RECODIFICATION, EDITING, AND INCLUSION OF CERTAIN ORDINANCES AS PARTS OF THE VARIOUS COMPONENT CODES OF THE CODIFIED ORDINANCES OF GROVEPORT, OHIO AND THE DECLARATION OF AN EMERGENCY Sponsors: Lockett Clerk of Council Ross read by title Ordinance No. 2022-015. A motion was made by Council Member Lockett, seconded by Council Member Dildine, to recommend approval to the City Council. The motion carried by the following vote: Yes: 6- Cleary,Dildine,Hilbert,Hutson,Lockett, and Rupp B. 2nd Readings Ord. 2022-017 AN ORDINANCE ACCEPTING AND DEDICATING AS PUBLIC IMPROVEMENTS THE WATER MAIN AND SANITARY SEWER MAIN CONSTRUCTED IN CONJUNCTION WITH THE BLUESTONE SUBDIVISION DEVELOPMENT Sponsors: Cleary City Engineer Steve Farst noted this development is at the northeast City of Groveport Page 2 Committee of the Whole Meeting Minutes April 18, 2022 corner of Rohr Road and Alum Creek Drive. There are three lots plotted with two warehouses on one lot. The developer has completed the water main and a sewer main to provide service to all three lots. The developer addressed the punch-out list items. Staff feels ready to start accepting the improvements, then do a final walk-through in one year. The City will maintain a maintenance bond for one year. Mr. Farst pointed out that Council had recently passed legislation authorizing the City Administrator to go into an easement agreement because the developer changed the sewer line. The new location caused the City to vacate the original easement agreements. New easement agreements need to be established for the sewer main. The easement agreement legislation was adopted on March 28, 2022, and will be in effect on April 27, 2022. The easement agreement must be executed before the third reading and voting on this Ordinance on May 9, 2022. Mr. Farst will keep Council updated on the progress. The motion carried by the following vote: Yes: 6- Cleary,Dildine,Hilbert,Hutson,Lockett, and Rupp Ord. 2022-019 AN ORDINANCE ACCEPTING AND DEDICATING AS PUBLIC INFRASTRUCTURE THE PUBLIC IMPROVEMENTS IN CONJUNCTION WITH HICKORY GROVE SECTION 3B Sponsors: Hilbert City Engineer Steve Farst reported this is the final phase for Hickory Grove Section 3B. The developer addressed the punch-out list items. One item beyond the developer's control is the delayed delivery and installation of the luminaires for the street lights. The City received a letter stating the developer expects delivery within 60 to 90 days. The City will maintain a maintenance bond. Clerk of Council Ross read by title Ordinance No. 2022-019. A motion was made by Council Member Hutson, seconded by Council Member Cleary, to recommend approval to the City Council. Financial Report Finance Director Jason Carr noted that income taxes are 23% higher this year than last year. The City spent $2.8 million out of the General Fund in March 2022 which is primarily due to school sharing and City of Groveport Page 3 Committee of the Whole Meeting Minutes April 18, 2022 economic incentive payments totaling $2 million. Mr. Carr updated Council on the 1847 Main Project budget. Once Finance pays for April, the City would have spent 83% of the Rarey's Port building budget and 67% of Wert's Grove building budget. #081-2022 Financial Report Attachments: Financial Report.pdf XI. Mayor - Lance Westcamp Mayor Lance Westcamp received a call from Groveport Madison School Board Member Kathy Walsh who is looking for volunteers from this Council. The School District is forming a committee that Ms. Walsh will chair on buildings and property. Mayor Westcamp wanted to put this matter before Council. Ms. Walsh is looking for about 12 to 13 members to serve on the committee. B. Director of Law - Kevin Shannon Law Director Kevin Shannon had nothing further to report. D. Director of Finance - Jason Carr Last week Jason Carr and Anna Krigbaum went to the Recreation Center to help staff with adopted financial policies and procedures as well as work with the auditors. If requested, Mr. Carr noted that the Finance Department will provide support to the Recreation Department and answer any questions they may have. City of Groveport Page 4 Committee of the Whole Meeting Minutes April 18, 2022 E. Chief of Police - Casey Adams Police Chief Casey Adams reported on his school zone observations last week. He met with Groveport Elementary Principal April Bray to share some pictures and some of his concerns. Ms. Bray was to put out a newsletter to parents and staff members of Groveport Elementary to address some of the issues. The Department learned there is money in its OVI/Drug Education Fund it can use to purchase a new speed trailer. The speed trailer will track speeds, times, and other pertinent data. Mrs. Hilbert commented that the City is responsible for the street. When she taught at Groveport Elementary, the staff was responsible for all school property including the crosswalk. The principal should be out with the children or at least more than one teacher. Every student cross guard manning a crosswalk should have an adult present. Chief Adams described issues with the pick-up and drop-off area. Vehicles parked by the “No Parking 7 am to 4 pm” signs leave their vehicle to walk a child to or from the school building creating a backlog of vehicles on Main Street. One woman was out of her car for 12 minutes. Some people drop students off on Wirt Road at Main Street or on Main Street in front of the drop-off zone where the kids walk between the vehicles which are just dropping off. He discussed with Mrs. Bray the possibility of getting a staff member there at the pick-up and drop-off area. She tried to implement a traffic pattern for pick-up and drop-off. Directing drivers to the east entrance of the middle school to go behind the building to turn between the two schools, where students would enter and exit vehicles at the crosswalk between the old Freshman School and the Elementary. The Chief observed that when the cars line up early, there are many vehicles parked under the overhead crosswalk, which is a hazard for emergency vehicles in the event of an emergency. The Chief has seen people park their cars in the drop-off and walk to Ace Hardware. He has seen several potential traffic hazards in front of the schools. Other items discussed were safety traffic vests, keeping traffic flowing both ways on Main Street, school staff being on their phone in lieu of attending the cross guards under their watch, realigning the Wirt Road crosswalk, school buses using the drop-off area, providing crossing guard training and other matters. #071-2022 PD Council Report Attachments: PD Council Report.pdf City of Groveport Page 5 Committee of the Whole Meeting Minutes April 18, 2022 F. Development Director - Jeff Green Development Director Jeff Green mentioned that staff is back visiting local businesses. In the last month, Mr. Green saw Hollingsworth and KDC/ONE. Mr. Green encourages Council Members to participate in the visits. He visited Integra Beauty, Inc., Build-a-Bear, and Gap Inc Direct. 2020 has changed how these companies are doing business. The companies' business models have shifted toward online fulfillment, which is now the most significant part of the majority of their business for most of them. Council Member Rupp asked about any influence the Chamber of Commerce might have on Groveport business. Mr. Green noted the Chamber is not very active, especially since the pandemic. Council Member Lockett had read about a company moving out of a warehouse in Groveport. Mr. Green noted Mr. Lockett was referring to Specialized Bicycles as vacating warehouse space. But Hollingsworth is taking over that space. It's a loss, but the City gains more jobs with Hollingsworth. Next week is the punch list walk-through at the Rarey's Port building with the architect. Mr. Green hopes to provide Council with a timeline this week. Mrs. Hilbert asked for an update on the lease agreement with Avery Ward with Little Italy. Mr. Shannon advised that revisions of the lease agreement have been going back and forth. Avery Ward's lawyer and City Special Counselor Charles "Dusty" McCreary with Brickler & Eckler are still finalizing details. Mrs. Hutson had residents asking about the Hansom Hog BBQ place and whether it was open or closed. Mr. Green remarked that the owner is hard to contact, and he understood that he hopes to move into the space his mother occupied in the Hanson House. Mr. Dildine commented that the owner had emergency heart catheterization surgery this month. His is having the same issues other foodservice businesses have, he can't find the food he wants to serve. City Engineer - Steve Farst The City combined the 2022 Annual Street Maintenance bid packet with the cart path replacement project at the municipal golf course. The City will solicit bids to resurface Briargrove Drive in the Grove Pointe subdivision west 1000 feet from Grove Pointe Drive. Another project is paving Hickory Alley as part of the improvements behind the Wert's Grove building. Council Member Cleary asked about the upcoming graduation of the Groveport Madison High School. Mayor Westcamp stated that the Southeast Franklin County Chamber of Commerce should be sending out invitations. The Chamber of Commerce plans to honor the 17 valedictorians at the Paddock Pub on May 10th. XIII.
