A Special Meeting of the City Council of the City of Hackensack
was held at City Hall, 65 Central Ave., Hackensack, N. J., on Monday,
January 8, 1990.
Mayor Zisa called the meeting to order at 8:00 P. M.
On roll call the following were present: Mayor John F. Zisa,
Councilmen Mauro A. Mecca, Mark A. Stein, Roger B. Mattei, City
Attorney Richard E. Salk in, City Clerk Doris L. Dukes

Resolution #16 OFFERED BY: MATTEI SECONDED BY: STEIN
WHEREAS, a Bergen County Community Development Grant of
$159, 000.00 has been proposed by Friendship House to renovate their
building located at 120 Myer Street in the City of Hackensack: and
WHEREAS, pursuant to the State Interlocal Services Act, Community
Development funds may not be spent in a municipality without
authorization by the Mayor and Council: and
WHEREAS, the aforesaid project is in the best interest of the
people of Bergen County: and
WHEREAS, this resolution does not obligate the financial
resources of the municipality and is intended solely to expedite
expenditure of the aforesaid CD funds:

NOW, THEREFORE, BE IT RESOLVED that the Mayor and Council of the
City of Hackensack hereby confirm endorsement of the aforesaid
project: and
BE IT FURTHER RESOLVED that a copy of this resolution shall be
sent to the Director of the Bergen County Community Development
Program so that implementation of the aforesaid project may be
expedited.

WHEREAS, a Bergen County Community Development Grant of
$71, 503 .00 has been proposed by the Hackensack Day Care Center for
Head Start/Day Care Parent Training project in the City of Hackensack:
and
WHEREAS, pursuant to the State Interlocal Services Act, Community
Development funds may not be spent in a municipality without
authorization by the Mayor and Council: and

WHEREAS, the aforesaid project is in the best interest of the
people of the City of Hackensack: and
WHEREAS, this resolution does not obligate the financial
resources of the municipality and is intended solely to expedite
expenditure of the aforesaid CD funds:
NOW, THEREFORE, BE IT RESOLVED that the Mayor and Council of the
City of Hackensack hereby confirm endorsement of the aforesaid
project: and
BE IT FURTHER RESOLVED that a copy of this resolution shall be
sent to the Director of the Be�gen County Community Development
Program so that implementation of the aforesaid project may be
expedited.

for their Tenant Outreach and Guidance Project in the City of
Hackensack; and
WHEREAS, pursuant to the State Interlocal Services Act, Community
Development funds may not be spent in a municipality without
authorization by the Mayor and Council; and
WHEREAS, the aforesaid project is in the best interest of the
people of Bergen County; and
WHEREAS, this resolution does not obligate the financial
resources of the municipality and is intended solely to expedite
expenditure of the aforesaid CD funds;
NOW, THEREFORE, BE IT RESOLVED that the Mayor and Council of the
City of Hackensack hereby confirm endorsement of the aforesaid
project; and
BE IT FURTHER RESOLVED that a copy of this resolution shall be
sent to the Director of the Bergen County Community Development
Program so that implementation of the aforesaid project may be

Resolution #19 OFFERED BY: MATTEI SECONDED BY: STEIN
WHEREAS, a Bergen County Community Development Grant of
$150,000.00 has been proposed by the City of Hackensack for drainage
improvements at Foschini Park in the City of Hackensack; and
WHEREAS, pursuant to the State Interlocal Services Act, Community
Development funds may not be spent in a municipality without
authorization by the Mayor and Council; and
WHEREAS, the aforesaid project is in the best interest of the
people of Hackensack and the County of Bergen; and
WHEREAS, this resolution does not obligate the financial
resources of the municipality and is intended solely to expedite
expenditure of the aforesaid CD funds;
NOW, THEREFORE, BE IT RESOLVED that the Mayor and Council of the
City of Hackensack hereby confirm endorsement of the aforesaid
project; and
BE IT FURTHER RESOLVED that a copy of this resolution shall be

The Mayor stated that he would like to make an appointment to the
Planning Board.

The City Attorney asked the Clerk if notice of this meeting had
been given and how far in advance. She replied that a notice was
forwarded to The Record about five or six days ago for a Special
Meeting to consider resolutions of endorsement for the Bergen County
Community Development Funds only.
Mr. Salkin then advised that pursuant to the Open Public Meetings
Act, he sees no problem with the Mayor making an appointment to the
Planning Board.

Mayor Zisa made the following appointment:
Deputy Fire Chief Richard Johnson as a Class II member of the
Planning Board.
Motion offered by Mattei, seconded by Mecca that the meeting be
adjourned. (8:05 P. M.) Carried.
