Iii/ A Special Meeting of the City Council of the City of Hackensack was held at City Hall, 65 Central Avenue, Hackensack, N.J., on Monday, May 13, 1991. The Mayor called the meeting to order at 7:00 P. M. and requested everyone stand for the flag salute. The Mayor then asked the City Clerk to call the roll. Present: Mayor John F. Zisa, Deputy Mayor Sandra A. Robinson, Councilmen Mauro A. Mecca, Mark A. Stein and Roger B. Mattei, City I Attorney Richard E. Salkin, City Manager James S. Lacava and City Clerk Doris L. Dukes. Mrs. Dukes: "In accordance with the Open Public Meetings Act, Chapter 231, Laws of 1975, adequate notice of this meeting was provided by sending a notice to The Record and posting a copy on the Bulletin Board in City Hall." Mayor Zisa: "Before Resolution #158 is read, Councilman Mattei, as the Police Liaison, has a proclamation to read. Councilman Mattei read a proclamation for National Police Week. Mr. Levin thanked the Mayor and Council for the proclamation adding that the American Police Hall of Fame and Museum located in Miami, Florida, has an honor roll of police who died in the line of duty. William Lyon, School Crossing Guard, who died in the line of duty, will be added to the list. Mayor Zisa thanked him for his efforts and announced the schedule of meetings for the rest of May for the City Council. Resolution #158 OFFERED BY: STEIN SECONDED BY: MATTEI I WHEREAS, N.J.S. 40A-8, as amended, provides that the budget be read by title only at the time of the public hearing if a resolution is passed by not less than a majority of the full governing body, providing that at least one week prior to the date of hearing a complete copy of the approved budget, as advertised, has been posted in City Hall and copies have been made available by the City Clerk to persons requiring them: and WHEREAS, these two conditions have been met. NOW, THEREFORE, BE IT RESOLVED that the budget shall be read by title only. Roll Call: Ayes - Mecca, Robinson, Stein, Mattei, Zisa Mayor Zisa: "We will now hold the public hearing on the 1991 Municipal Budget. Will someone so move? Motion offered by Mattei, seconded by Robinson that there be a public hearing. Roll Call: Mecca voted "No" felt the time for the public hearing should have been at 8:00 P.M. in line with our regular meetings. He voiced several other objections to the budget. I Ayes: Robinson, Stein, Mattei, Zisa, all with comments, some of which commended the City Manager, Chief Financial Officer and Department Heads for the fine job they did with the preparation of the budget. The Mayor opened the meeting to the public for discussion of the budget. There was no response. Motion offered by Mattei, seconded by Stein, that the public hearing be closed. Carried. The adoption of the 1991 Municipal Budget was offered by Stein and seconded by Mattei. Roll Call: Nay - Mecca Ayes - Robinson-, Stein-,_ ;Mattei, Zisa � The 1991 Municipal Budget is on file in the Office of the City Clerk as a permanent record.
