City Council

The Regular Meeting of the City Council of the City of Hackensack, was held at City Hall, 65 Central Avenue, Hackensack, New Jersey, on Monday, October 19, 1992, at 8:00 P. M. The Mayor called the meeting to order and asked that everyone stand for the flag salute. He then asked the City Clerk to call the roll. Present - Mayor John F. Zisa, Deputy Mayor Sandra A. Robinson, t Councilmen Mark A. Stein, Mauro A. Mecca and Roger B. Mattei, City Attorney Richard E. Salkin, City Manager James S. Lacava and City Clerk Doris L. Dukes. Mrs. Dukes: "In accordance with the Open Public Meetings Act, Chapter 231, Laws of 1975, adequate notice of this meeting was provided by sending a notice to The Record and posting a copy of same on the Bulletin Board in City Hall". At 7:00 P. M. , the Fire Department awards ceremony was held. Several Firemen, the Fire Chief, Michael Sutera and Nick Trovarella were honored with certificates and awards. Mayor Zisa congratulated the recipients of those awards. The Mayor also announced the retirement of William Iurato who entered the Police Department in 1952 and worked his way up the ranks and ended his career with the department as Chief on September · 30, 1992. The Mayor Bill presented him with a plaque. Bill Iurato thanked the Mayor and Council and Police Liaison, Roger Mattei. He said in the 40 years on the job he never violated his Oath of Office. His concern has always been the welfare of the citizens of Hackensack and he would continue to support the t Hackensack Police Department. Mayor Zisa advised that the Chief is being honored this Saturday at a "sold out" dinner. FINAL ADOPTION OF ORDINANCE NO. 13-92 ENTITLED: "BOND ORDINANCE PROVIDING FOR VARIOUS CAPITAL IMPROVEMENTS OF THE CITY OF HACKENSACK, IN THE COUNTY OF BERGEN, NEW JERSEY, APPROPRIATING THE AGGREGATE AMOUNT OF $280,000 THEREFOR AND AU'IHORIZING THE ISSUANCE OF $250,000 BONDS OR NOTES OF THE CITY TO FINANCE PART OF THE COST THEREOF". Mayor Zisa announced that the public hearing was heid and closed on October 5, 1992, as scheduled. Certain documents from the State were not received in time for adoption. Roll Call: Ayes - Mecca, Robinson, Stein, Mattei, Zisa The Mayor asked the City Manager and City Attorney if they had anything to report. They did not. Mayor Zisa, regarding _the Columbus Day Celebration, thanked the City Departments and Unico who help to finance Columbus Park improvement by donating $5,000.00 to the City of Hackensack. He also congratulated the efforts of the Hackensack Chamber of Commerce Pre-Election Run. It was a success again this year. He asked other members of Council if they had anything to report. They did not. The Mayor then opened the meeting to the public for discussion of City business. Dennis Sibero, 452 Kaplan Avenue, requested a hazelnut tree be removed from his property because it has become a nuisance. The I nuts fall and attract squirrels, ,and prevents his lawn from growing properly. He was told the tree could not be removed unless it was dead. Mayor Zisa said it is the City's position that a tree is not taken down unless it is diseased. Dr. Mecca asked if the tree does not bear nuts would it solve his problem and he replied that it would. Dr. Mecca suggested that Rutgers be contacted to see what could be done. Mayor Zisa requested the Manager have the Shade Tree Commission investigate it. Matthew Chomiak, 451 Kaplan Avenue also voiced his opinion regarding_the,�� tter. Joseph Lascala, Simons �venue, spoke on the number of animals such as squirrels, skunks that are running around and kids with loud radios. He said something should be done about it. Frank Campbell, 111 Catalpa Avenue, again, asked questions regarding the Railraod Crossing at Anderson Street, the Repaving of Catalpa Avenue, and other items. Mr. Lacava and the Mayor I responded. Alexis Palankis, 235 Prospect Avenue, spoke on the issue of the tree, adding that she hopes the ordinances will be enforced. Dorothy Schwartz, 47 Prospect Avenue, spoke on the CPI index for rents, stating that the index has been below the City's 5% for 18 out of 19 times. She said nothing is being done for tenants. Michelle Larkin, 230 Central Avenue, spoke on behalf of the children of Hackensack. We must help prevent drug and alcohol abuse. Eric Martindale, 322 Park Street, asked about a proposed ordinance which would deal with nursing homes. He was advised by the Attorney that it would be included in the Zoning Ordinance which has not been presented to the City Council yet. Mr. Martindale continued to make remarks which became derogatory. Jack Donovan, Willow Avenue, again stated we should televise our Council Meetings. Mr. Lascala agreed. I The Mayor advised him that 50% of ,f:he residents do not have cable and does not feel �e should allocate the $40 to $50,000. 00 that it would cost to half the residents. Joe Consentino, Berkshire Place, commented on Mr. Martindale's remarks. Geneva Youngblood, Hamilton Place, thanked Mr. Manning for having the parking on the front lawns taken care of on Hamilton Place. Motion offered by Stein, seconded by Mecca that the public hearing be closed. Carried The City Attorney called for an Executive Session to review some legal matters with Council. Motion offered by Stein, seconded by Mattei that the meeting be recessed for the executive session. Carried. The meeting reconvened for adjournment at 10:50 P.
