The Regular Meeting of the City Council of the City of Hackensack, was held at City Hall, 65 Central Avenue, Hackensack, New Jersey, on Monday, May 3, 1993, at 8:00 P. M. Mayor Zisa called the meeting to order and requested everyone stand for the Flag Salute and to remain standing for a moment of silence in memory of one of Ernest Beam a City employee for 45 years. The Mayor then asked the City Clerk to call the roll. t Present Mayor John Robinso, Councilmen Mauro A. Stein, City Attorney Richard E. and City Manager James s. Lacava F. Zisa, Deputy Mayor Sandra Mecca, Roger B. Mattei and Mark Salkin, City Clerk Doris L. A. A. Dukes Mrs. Dukes: "In accordance with the Open Public Meeting Act, Chapter 231, Laws of 1975, adequate notice of this meeting was provided by sending a notice to The Record and posting a copy of same on the Bulletin Board in City Hall ". The Mayor called for approval of the minutes of the meetings held April 19, 1993 Motion offered by Stein, seconded by Mecca that the minutes be approved as submitted. Roll Call: Ayes - Mecca, Robinson, Stein, Zisa Abstain - Mattei FINAL ADOPTION OF ORDINANCE NO. 3-93 ENTITLED: "AN ORDINANCE FIXING AND DETER MINING MUNICIPAL CLASS POSITION, TITLES I AND SALARY RANGES FOR CERTAIN CONTRACTUAL E MPLOYEES OF THE POLICE DEPARTMENT OF THE CITY OF HAC KENSAC K ". Mayor Zisa stated that this ordinance has been advertised pursuant to law and now calls for a public hearing. Will someone so move? Motion offered by Robinson, seconded by Mecca that there be a public hearing. Carried. The Mayor asked if anyone present wished to speak on this ordinance. There was no response. Motion offered by Mattei, seconded by Robinson that the public hearing be closed. Carried. RESOLUTION #110 OFFERED BY: ROBINSON SECONDED BY: STEIN BE IT RESOLVED by the City Council of the City of Hackensack, County of Bergen and State of New Jersey, that Ordinance No. 3-93 entitled: "AN ORDINANCE FIXING AND DETERMINING MUNICIPAL CLASS POSITION, TITLES AND SALARY RANGES FOR CERTAIN CONTRACTUAL E MPLOYEES OF THE POLICE DEPARTMENT OF THE CITY OF HAC KENSAC K ", pass its second and final reading and is I hereby adopted. Roll Call: Ayes - Mecca, Robinson, Stein, Mattei, Zisa The City Clerk advised the Mayor and Council that there was a misprint in the ad for Ordinance No. 4-93 which was passed on first reading. The ordinance was scheduled for public hearing tonight. Anderson Associates, Incorporated, which is located at 3 University Plaza Drive, Hackensack, New Jersey can provide professional environmental engineering services to prepare NJDEPE UST closure plans and site assessments as required by law for the decommissioning of USTs: and WHEREAS, the City Council pursuant to the power delegated to it by N.J.S.A. 40: 81-9, may appoint professionals to perform said services for the City of Hackensack: and WHEREAS, James C. Anderson Associates has agreed to perform said services for the City of Hackensack; and WHEREAS, the maximum amount of the contract is $1 8,300. and funds are available for this purpose: and WHEREAS, the Local Public Contracts Law (N.J.S.A. 40A:ll-l et. seq.) r�quires that the resolution authorizing the award of contracts for "professional services' without competitive bidding and the contract itself must be available for public inspection: I NOW, THEREFORE, BE IT RESOLVED by the Mayor and City Council of the City of Hackensack as follows: 1. That the Mayor and City Clerk be and are hereby authorized and directed to execute an agreement with James c. I Prior Roll Call: Ayes - Mecca, Robinson, Stein, to the official business of the meeting, Paul Calocino, Mayor of Wood Ridge presented a Resolution to Mayor Mattei, Zisa Zisa in recognition of the 300th Anniversary of the finding of New Barbadoes, stating that at one time Wood Ridge was a part of New Barbadoes.  Mayor Zisa thanked Mayor Calocino for the resolution and advised Mr. Calocino that he would hang the Resolution in the Council Chambers. Mrs. Dukes advised the Mayor that her Docket was completed. The Mayor thanked her and asked the City Manager and the City Attorney if they had anything to report. They did not. Mayor Zisa reported that Hackensack was recognized as Tree I City USA on Saturday May 1st, for all of the work done with the trees and was presented with a Flag and a Plaque. Norman Levin Chairman of the Shade Tree Advisory Board, John Love, Vice Chairman, Margaret Cruz and Jack Shuart from the State Department of Environmental and Energy, Division of Parks and Forestry were present. Mr. Levin thanked the Mayor and Council on behalf of the committee. Mr. Shuart stated that Hackensack was one of sixty-one municipalities to receive the Tree City USA award and extended congratulations to the City. Mayor Zisa thanked Mr. Levin and the Committee and told Mr. Shuart that he would be pleased if he could act in an advsiory capacity to the Shade Tree Committee since he could not serve as a member. The Mayor open the meeting to the public for discussion of City Business. Jack Donovan, Willow Avenue, again discussed the televising of City Council Meetings, stating he had spoken with an Assistant at TCI, who told him the cost will be $1,500.00. Mayor Zisa pointed out that the cost that had been quoted I previously to the City by the Cable Company was in the range of forty to fifty thousand dollars for equipment etc. and pointed out that he was not against Cable TV but felt it unfair to spend the taxpayers money for half the people. Sandra Bell, 274 High Street complained about the construction that's going on at Quail Heights on Prospect Ave. She was very concerned about the position of the crane that is sometimes stationed over houses and the amount of dirt on High St. Mr. Lacava indicated that the crane is free standing to prevent it from snaping. He also advised that the State inspects the crane once a month. A lengthy discussion pursued regarding the crane. Comments were made by Deputy Mayor Robinson and Councilman Mecca. The City Attorney advised that the maker of the crane stated that it has to swing freely to prevent it from breaking. He said the system is totally computerized. Mr. Salkin suggested that the administrative staff check it periodically. Judy Iuret addressed an issue involving Rowland Avenue Park. She said she would like to see something done about the number of young adults hanging around in the park after hours. Frank Campbell, 111 Capalpa Ave. stated a tree fell on Spring Valley Avenue and broke the curb. He asked who has the I responsibility of repairing it. Mr. Campbell also asked questions regarding the Price Club. Kevin ahd Renae Smith, 1 89 Allen St. raised several question& regarding the cutting of a tree stump in front of their property. They said they were told it was the City's responsiblity. He wanted someone to investigate the situation because of the conditions in which the tree stump was left.  Motion offered by Robinson, Seconded by Mecca that the public hearing be closed and the meeting be adjourned.
