City Council

The Regular Meeting of the City Council of the City of Hackensack was held at City Hall, 65 Central Avenue, Hackensack, New Jersey, on Monday, April 3, 1995. Mayor Zisa called the meeting to order at 8:08 p.m. and asked everyone to stand for the flag salute. The Mayor then asked the City Clerk to call the roll. Present: Councilmen Roger B. Mattei and Jesus R. Galvis, Councilwoman Juanita Trammell, Deputy Mayor Mark A. Stein, Mayor John I F. zisa, City Manager James S. Lacava, City Attorney Richard E. Salkin and City Clerk Doris L. Dukes Mrs. Dukes: "In accordance with the Open Public Meetings Act, Chapter 231, Laws of 1975, adequate notice of this meeting was provided by sending a notice to The Record and posting a copy of same on the Bulletin Board in City Hall." Mayor zisa called for a motion to approve the minutes of the meeting held March 20, 1995. Motion offered by Stein, seconded by Trammell that the minutes be approved as submitted. Shepard introduced his wife and son, and added that he saw the men in action during the chemical fire that took place last weekend. He said it is an honor to serve the City. Mrs. Dukes advised the Mayor that her Docket was completed. The Mayor thanked her and asked the City Manager, City Attorney and members of Council if they had anything to report. Mayor Zisa said the chemical fire that took place last week could I have been a disaster but the firemen handled the situation very well. He said he has received many compliments on what a fine job the Department did. The Mayor opened the meeting to the public for discussion of City business. Richard Rankin, 430 Union Street, referred to a newspaper article in The Record, stating that the City had expended approximately $40,000 for jail pro ject. Mayor Zisa advised that he did not know what the exact figure was, but felt that it was probably in excess of only $30,000. Mr. Rankin raised questions regarding the Police Chief's retirement and asked how long does he plan to stay. The Mayor said he can stay as long as five more years. Councilman Mattei added that the decision to retire is an individual's personal decision. Dorothy Schwartz, 47 Prospect Avenue, stated that she has been keeping track with the action of Congress regarding the C PI Index. I She advised Council if there is no change by November, her rent will have increased by 30 percent in five years. Mr. Gaglioti, Blauvelt Place, asked questions regarding the paving of his street. Mayor Zisa advised that the Manager is addressing the problem and it will be done later on in the year. For the benefit of Mr. Gaglioti, the Mayor explained the process of getting his street paved. He advised him that it will probably take 4 to 5 months. Mr. Lacava requested he contact him in the next week or so for further information.
