City Council

The Regular Meeting of the City Council of the City of Hackensack was held at City Hall, 65 Central Avenue, Hackensack, New Jersey, on Monday, June 19, 1995. Mayor Zisa called the meeting to order at 8: 00 p.m. and asked everyone to stand for the flag salute which was led by Kristen Carroll. The Mayor then asked the City Clerk to call the roll. Present: Councilmen Roger B. Mattei and Jesus R. Galvis, I Councilwoman Juanita Trammell, Deputy Mayor Mark A. Stein, Mayor John F. Zisa, City Manager James S. Lacava, City Attorney Richard E. Salkin and City Clerk Doris L. Dukes Mrs. Dukes: "In accordance with the Open Public Meetings Act, Chapter 231, Laws of 1975, adequate notice of this meeting was provided by sending a notice to The Record and posting a copy of same on the Bulletin Board in City Hall." Mayor Zisa, with the assistance of other members of the City Council, presented Certificates of Recognition to the OM teams from the Fairmount School and the Middle School who reached world competition in Tennessee. Certificates were also presented to the coaches as well as the schools. The Mayor also presented Certificates of Recognition to the baseball team who won the 1995 Championship and their coaches. Mayor Zisa congratulated each group on behalf of the Mayor and Council. The principal from Fairmount School and the athletic director each thanked the City for their support when making their remarks. The City of Hackensack, through its Recycling Department, sponsored a program called "Cut It and Leave It". The program would allow, with specifications, 30 lawnmowers to be presented to residents I of the City. Mayor Z isa was asked to draw 30 coupons which would represent the winners of the lawnmowers under this program. Keahey for all the time he has put into the program. .• Richard Rankin, 430 Union Street, asked when will the Anderson Street Park project be completed and stated the merchants on Anderson Street are very unhappy about the repaving of Anderson Street. He indicated that the timing was very poor. '7 Mayor Zisa thanked him for bringing this to the Council's attention. Jack Donovan, Willow Avenue, spoke on an article regarding the Mayor of New York trying to take more control of the Board of Education. He felt this is something that should be considered in Hackensack. The Mayor reminded him that this was taken away by an elected I School Board a few years ago. The Mayor asked Mr. Donovan if he was speaking of starting a movement in the opposite direction again, he would support it. Edward Hoffman, 375 First Street, advised Council of loitering and loud music on the corner of Stanley Place and First Street. This goes on continuously from about 8: 30 in the evening until 2: 00 in the morning. He has called police and every time they come the group would disperse and as soon as the police leave, they would come back again. He played a tape of the type of noise that goes on under his bedroom window. He would like the City Council to take action. Mayor Zisa assured him that the problem would be corrected and asked him to stay in contact with the City Manager. Rainer Olster, 144 Union Street, spoke on the sewer problem on Union Street, advising Council that they must address this situation. John Carr, 62 Green Street, requested Council take some action on his behalf regarding trucks that are loading at 66 Green Street as late as 3: 00 in the morning. The Mayor also assured Mr. Carr that this will be brought to the attention of the police and the matter will be taken care of. I Dorothy Schwartz, 47 Prospect Avenue, stated the following. The suit ended for the County Jail project: the guards for windows in an apartment issue has been resolved: the Rent Board, Planning Board and Zoning Board oaths are now being administered uniformally: and a bill that would require 2.6 stalls for women to 1 for men in public bathrooms has been resolved. She also addressed the Rent Ordinance as it relates to the application fee for tenants. She asked when will the Zoning Ordinance be adopted and was advised that it is expected to be introduced before the end of summer. Lenny Nix spoke on a matter involving Water Street and the Wherle property. He also spoke on a matter involving trees on Elm Avenue.
