17/ J The Regular Meeting of the City Council of the City of Hackensack was held at City Hall, 65 Central Avenue, Hackensack, New Jersey, on Monday, November 20, 1995. Mayor Zisa called the meeting to order at 8:20 P.M. and asked everyone to stand for the flag salute. The Mayor then asked the City Clerk to call the roll. I ' Present: Councilman Jesus R. Galvis, Councilwoman Juanita Trammell, Deputy Mayor Mark A. Stein, Mayor John F. Zisa, City Manager James S. Lacava, City Clerk Doris L. Dukes and City Attorney Richard E. Salkin Absent - Councilman Roger B. Mattei Mrs. Dukes: "In accordance with the Open Public Meetings Act, Chapter 231, Laws of 1975, adequate notice of this meeting was provided by sending a notice to The Record and posting a copy of same on the Bulletin Board in City Hall." Mayor Zisa called for a motion to approve the minutes of the meetings held November 6th and 14th, 1995. Motion offered by Trammell, seconded by Stein that the minutes be approved as submitted. Internodal Surface Transportation Efficiency Act of 1991 for 509 mixed evergreens under Category (4) Landscaping or other Scenic Beautification; and , I WHEREAS, such shrubs and trees are to be planted on the east side of the right-of-way between Essex Street and Central Avenue and between Clinton and Temple Avenues, north of the Anderson Street rail station to enhance the aesthetic experience of the rail passenger as (s)he rides the Pascack Valley commuter train and City residents; and WHEREAS, the entire $88, 000 Federally-funded project cost is reimbursable under a contract to be executed between the City of Hackensack and the New Jersey Department of Transportation, incorporating approval of NJ Transit. NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the City of Hackensack as follows: 1. The Mayor is hereby authorized to execute such grant application. 2. The City hereby agrees to accept the $88, 000 Federal funding contingent on the basis that the City's costs are reimbursed after they are incurred. 3. The City affirms responsibility for and maintenance of the 509 assorted trees and shrubs on a long-term basis. 4. The City, as Contractor, hereby agrees to comply with all Federal, State and Municipal laws, rules and regulations in accordance with said contract should the AST! Grant be funded. Roll Call: Ayes - Galvis, Trammell, Stein, Zisa Absent - Mattei Mrs. Dukes advised the Mayor that her Docket was completed. Mayor Zisa thanked her and asked the City Manager, City Attorney and members of Council if they had anything to report. They did not. The Mayor opened the meeting to the public for discussion of City business. Richard Rankin, 430 Union Street, wished everyone a "Happy Thanksgiving" and complimented the EMT's. He had a problem and they responded within minutes. As Secretary 1of CHARM, he was concerned about a report received from Downtown NJ, who visited Hackensack on October 5th. He felt CHARM should have been invited. Mayor Zisa a�d City Attorney Salkin responded. I .. Dorothy Schwartz, 47 Prospect Avenue, addressed the rent ordinance and the amplification of the Council Chambers, stating that Hackensack is in violation of ADA. She requested that in the meantime the Council Chambers be provided with amplification and will look for an answer by the end of the year.· Jack Donovan, Willow Avenue, spoke on the subject of pick-up trucks appearing in a magazine that referred to them as being passenger vehicles. He also spoke on the' salaries of the Executives at the Hackensack University Medical Center and the parties they give.
