l' The Regular Meeting of the City Council of the City of Hackensack was held at City Hall, 65 Central Avenue, Hackensack, New Jersey, on Tuesday, January 2, 1996. Mayor Zisa called the meeting to order at 8:00 P. M. and asked everyone to stand for the flag salute. I The Mayor then asked the City Clerk to call the roll. Present: Councilmen Roger B. Mattei and Jesus R. Galvis, Deputy Mayor Mark A. Stein, Mayor John F. Zisa, City Manager James S. Lacava, City Clerk Doris L. Dukes and City Attorney Richard E. Roll Call: Ayes - Mattei, Galvis, Stein, Zisa Absent - Trammell Resolution #5 OFFERED BY: STEIN SECONDED BY: MATTEI BE IT RESOLVED that in accordance with Chapter 345, Laws of  1979, that interest rates and penalties for delinquent taxes and assessments be charged as follows, effective January 1, 1996: Interest will be charged at the rate of 8 percent per annum on all delinquent taxes and assessments on the first $1,500. 00 of the delinquency; 18 percent per annum on the amount in excess of $1,500.00; and 8 percent per annum on other City charges, except that no interest shall be charged if payment of any installment of taxes is made within ten days after the date upon which the same became payable, and interest at the rate of 6 percent per annum I shall be charged on the unpaid balance due on assessments if the installment thereon is paid within ten days after the date upon which the installment became due; and BE IT FURTHER RESOLVED that pursuant to N.J. The Mayor and City Clerk be and are hereby authorized and directed to execute an agreement with the City of Paterson, Division of Health, 176 Broadway, Paterson, NJ, to provide Clinical Laboratory Services for the City of Hackensack effective January 1, 1996 through December 31, 1996. 2. This contract is awarded without competitive bidding in accordance with N. J. S. A. 40A:ll-5(2) of the Local Public Contracts Law because said services are between municipalities and is excluded from bidding and public advertising. The Mayor and City Clerk be and they are hereby authorized and directed to execute an agreement with the County of Bergen to I provide Animal Control Services effective January 1, 1996 through December 31, 1996. 2. This contract is awarded without competitive bidding in accordance with N. J. S. A. 40A:ll-5(2) of the Local Public Contracts Law because said services are between a County and a Municipality and is excluded from bidding and public advertising. The Mayor and City Clerk be and are hereby authorized and I directed to execute an agreement with the Bergen County Department of Health Services to perform Health Education Services effective January 1, 1996 through December 31, 1996. 2. S.A. 40A:ll-5 (2) of the Local Public Contracts  Law because said services are between a County and a Municipality and is excluded from bidding and public advertising. O. #92332) has been issued by the Chief Financial Officer; and WHEREAS, the Local Public Contracts Law requires that the resolution authorizing the award of contracts for professional services without competitive bidding and the contract must be available for public inspection; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Hackensack that: 1. The Mayor and City Clerk be and they are hereby authorized and directed to execute an agreement with the Pediatric Department of Hackensack University Medical Center to provide Physician Services effective January 1, 1996 through December 31, 1996. 2. This contract is awarded without competitive bidding as a professional service in accordance with the Local Public Contracts I Law (N. J. S. A:40A:ll-1 et. seq. ); and BE IT FURTHER RESOLVED that the City Clerk be and she is hereby directed to retain a copy of the contract for public inspection and to publish a notice of this action once in The Record. O. #92330) has been issued by the Chief Financial Officer; and I WHEREAS, the Local Public Contracts Law requires that the resolution authorizing the award of a contract for professional services without competitive bidding and the contract must be available for public inspection. J. A. 40A:10-6, et seq. , the Mayor and Council of the City of Hackensack instituted a self-insurance program and created an insurance fund requiring Insurance Consultation Services for the administration therefor; and WHEREAS, such professional services will be rendered or performed by a person authorized by law to practice a recognized profession and whose practice is regulated by law pursuant to N. J. S. A. 40All-3 (l) (a) (i) of the Local Public Contracts Law; and WHEREAS, it is the desire of the Mayor and Council to retain the services of Bergen Risk Managers, Inc. , to perform Insurance Consultation Services as Third Party Administrator of the insurance fund/self-insurance program; and WHEREAS, the cost of said services are not to exceed $52, 500. 00 for the period January 1, 1996 through December 31, 1996; and WHEREAS, a certificate establishing that funds are available from Account #6-010-290-289 in the amount of $26,250. 00 and Account #6-010-292-289 in the amount of $26,250. 00 of the Current Fund I (P. A. 40A:ll-l et. seq. ); and BE IT FURTHER RESOLVED that the City Clerk be and is hereby directed to retain a copy of the contract for public inspection and to publish a notice of this action once in The Record. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Hackensack that the purchase of one New Diesel Cab and Chassis lo International Refuse Packer Model F-2654 be awarded to Deluxe Sales and Service, Inc. , 600 South River Street, Hackensack, N. J. , the low bidder, for the total cost of $134,680.00; and BE IT FURTHER RESOLVED that the Chief Financial Officer has certified that funds are available from Account #05-2386-0007 of the Capital Fund, (P. Theodore Takvorian, 20 Court Street, Hackensack, N. J., be and is hereby reappointed as Acting Municipal Court Judge for the City of Hackensack, for a one-year term to expire December 31, 1996. Mayor Zisa thanked her and asked the City Manager and City Attorney if they had anything to report. They did not.
