61 ' The Regular Meeting of the City Council of the City of Hackensack was held at City Hall, 65 Central Avenue, Hackensack, New Jersey, on Monday, April 1, 1996. Mayor Zisa called the meeting to order at 8:00 P.M., and asked everyone to stand for the flag salute. The Mayor then asked the City Clerk to call the roll. Present: Deputy Mayor Roger B. Mattei, Councilman Jesus R. I Galvis, Councilwoman Juanita Trammell, Councilman Mark A. Stein, Mayor John F. Zisa, City Manager James S. Lacava, City Clerk Doris L. Dukes and City Attorney Richard E. Salkin Mrs. Dukes: "In accordance with the Open Public Meetings Act, Chapter 231, Laws of 1975, adequate notice of this meeting was provided by sending a notice to The Record and posting a copy of same on the Bulletin Board in City Hall." Mayor Zisa called for a motion to approve the minutes of the meetings held March 18, 1996. Motion offered by Stein, seconded by Trammell that the minutes be approved as submitted. Carried. Roll Call: Ayes - Mattei, Galvis, Trammell, Stein, Zisa Resolution #117 OFFERED BY: GALVIS SECONDED BY: MATTEI WHEREAS, a Bergen County Community Development Grant has been proposed by the following: $26,250.00 - Bergen County Department of Human Services, Office of Veteran Affairs, 21 Main Street, for their Tracers I Program; and WHEREAS, pursuant to the State Interlocal Services Act, Community Development funds may not be spent in a municipality without authorization by the Mayor and Council; and WHEREAS, the aforesaid project is in the best interest of the people of Bergen County; and WHEREAS, this resolution does not obligate the financial resource of the municipality and is intended solely to expedite expenditure of the aforesaid Community Development funds.  NOW, THEREFORE, BE IT RESOLVED that the Mayor and Council of the City of Hackensack hereby confirm endorsement of the aforesaid project; and BE IT FURTHER RESOLVED that a copy of this resolution be sent to the Director of the Bergen County Community Development Program so that implementation of the aforesaid project may be expedited. Roll Call: Ayes - Mattei, Galvis, Trammell, Stein, Zisa Resolution #118 OFFERED BY: STEIN SECONDED BY: TRAMMELL WHEREAS, bids were advertised to be received on April 1993, for the computerization of traffic summonses; and 13', I WHEREAS, Resolution No. 115 dated May 3, 1993, awarded a contract for a three-year period in accordance with 40A:ll-15 to CDP Data Processing Services; and WHEREAS, the bid specifications included awarding a three-year contract with an option to renew for two years, commencing from the date of the execution of the contract; and WHEREAS, the Administrative Court Clerk recommends that this bid be awarded to CDP Data Processing Services for an additional two-year period in accordance with 40A:ll-15; and WHEREAS, the Chief Financial Officer has certified that funds are available in Account #6-010-833-204 in the 1996 budget and will be available in Account #7-010-833-204 in the 1997 budget of the Current Fund. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Hackensack that the contract for a two-year period be awarded to CDP Data Processing Services, 4 Sperry Road, Suite A, Fairfield, I New Jersey 07004, for a total cost of $0.98 per summons, to include customer forms, general supplies, daily pickup and partial payment system. Roll Call: Ayes - Mattei, Galvis, Trammell, Stein, Zisa Mrs. Dukes advised the Mayor that her Docket was completed. Mayor Zisa thanked her and asked the City Manager, City Attorney and members of Council if they had anything to report. Councilman Galvis said he had the pleasure of welcoming fourteen students from Puerto Rico who came to participate in a basketball championship. Mayor Zisa announced there were ten teams in the Hackensack School system who participated in the Olympics of the Mind, which is a creative thinking and problem-solving program. All ten teams were successful and will participate in the State championship on April 13th. The Mayor said he was proud of the students and our schools. The Mayor opened the meeting to the public for discussion of City business and asked if anyone present wished to be heard. Eric Martindale, 33 Essex Street, commended the Mayor and Council on the various projects taking place in the City. He I suggested uniformity with the pathway along the Hackensack River and had discussed it with DEP. He said legislation should be passed to allow developers to apply for grant funds to build the pathways. John Carr, 62 Green Street, reported he had gone to Court regarding the amount of noise from the trucks next to his property late at night, and the Judge told them the next time it happens it would cost them $500.00 without warning. He said it is quiet for now. Dorothy Schwartz, 47 Prospect Avenue, spoke on the subject of the Rent Stabilization Report issued by John Greenwood, pot holes  on Thompson Street which was taken care of, and landlords providing notice to tenants of meetings.
