71 ' The Regular Meeting of the City Council of the City of Hackensack was held at City Hall, 65 Central Avenue, Hackensack, New Jersey, on Monday, May 6, 1996. Mayor Zisa called the meeting to order at 8: 00 P. M. and asked everyone to stand for the flag salute. The Mayor then asked the City Clerk to call the roll. Present: Deputy Mayor Roger B. Slack Environmental Services, Inc. , 4 Mark Road, Kenilworth, NJ, an approved state contract vendor, has submitted a proposal and has agreed to perform said services for the City of Hackensack; and WHEREAS, a certificate establishing that funds are available from account #X-050-Il2-003 of the Capital Fund in the amount of $24,209. 40 (P. O. #94154) has been issued by the Chief Financial Officer. NOW, THEREFORE, BE IT RESOLVED that the Mayor and City Clerk be and they are hereby authorized to execute a document entitled "Addendum to the Contract" by and between the City of Hackensack and 300 Prospect Properties, LLC; and BE IT FURTHER RESOLVED that the City Clerk shall retain a copy of said document on file for public inspection. Ayes - Mattei, Galvis, Trammell, Stein, Zisa I Mrs. Dukes advised the Mayor that her Docket was completed. Mayor Zisa thanked her and asked the City Manager, City Attorney and members of Council if they had anything to report. The City Manager commended the Police Officers who worked on the recent homicide of a Teaneck Police Officer. He said they did  79 an excellent job and worked twenty to thirty hours without stopping. Mr. Lacava also announced the City received the Tree City designation for the third consecutive year and we are the first in the County to receive the "Growth Award". Councilman Galvis also commended the Police Department for the job they did on the investigation involving the Teaneck Police Officer. I Mayor Zisa opened the meeting to the public for discussion of City business. Sandy Williams, 267 Clay Street, Chairman of the Neighborhood Community Watch Program, reported they had some concerns about the drugs in the area. He said they were told in order to make a drug "bust", the judge wants the officer to make a "buy" twice. He stated he witnessed an individual dealing drugs from an apartment of an individual on public assistance but was in jail. He felt that either the Municipal or County Welfare Departments should do something about preventing such individuals from getting rental assistance under these circumstances. The Mayor advised him that our Welfare Director follows State guidelines to the letter. She is authorized to make payments up until a person is actually convicted. When Mr. Williams mentioned a location on Passaic Street that he would like to see one or two family homes erected, Mayor Zisa said a hearing was held and the location mentioned was approved for one and two family houses. Mr. Williams voiced his concern of a building on First Street that could become a church. The Mayor suggested that he attend the Planning Board meeting on May 8th. I Mr. Williams then presented photos of the water flowing down on Third and Clay Streets from the back of the Quail Heights complex. The Mayor advised him that the City is aware of the problem and that the engineer has been commissioned to do an investigation. The following residents also voiced their opinions regarding the drug trafficking in the area of Second Street and Clay Street: Fred Gibson, Vice Chairman of the Neighborhood Watch Program, and Mrs. Gibson, 295 Berry Street Robert Dillard, 237 Clay Street Mrs. Gibson, 295 Berry Street Sol King, 230 Clay Street Marie, 330 First Street Robert Dillard, 237 Clay Street, also addressed the issue of the Home Medical Service, that operates a business on High Street. They wash their medical equipment on the grounds and the water runs down the sidewalk that abuts his property. He requested some action be taken since, in his opinion, it is a health hazard. Mrs. Gibson, also requested more police presence on Berry I Street because of the number of drivers who speed. She recommended a curfew be put in place for the parks to eliminate the "undesirables". Mayor Zisa advised her that the City'does have a curfew in place for our City parks which is 10: 00 P. M. He also pointed out that the City has instituted a Double Dare Program for Drugs. Carmen G. , 148 West Street, addressed the governing body on the condition of West Street. Jo When Mayor Zisa stated West Street is on the list to be completely reconstructed this spring, Ms. Carmen said they had been given the same statement for the past fifteen years. The Mayor assured her that it definitely would be taken care of this spring. The following residents also spoke on the condition of West Street and Porter Street in the City of Hackensack: Ms. Carmen's son, 148 West Street Mrs. McDougal, 5 Porter Street I Rose, 143 West Street Mr. Waldo, 5 Porter Street Sonja Collins, 374 DeWolf Place, complained about the condition of the houses on James Street that are not habitable. She said she was told by the Department of Community Affairs they could not do anything about it. She wanted to know why a homeowner is allowed to walk away from their property and not be forced to do the proper maintenance. Mayor Zisa gave the history on the houses in question which included a foreclosure and some unresolved legal issues. Rainer Olster, 144 Union Street, addressed the resurfacing of State Street and complained that it was taking too long. Helen Stewart, 200 James Street, complained about the water on Third Street damaging the homes and also made comments regarding the four houses on James Street. Mayor Zisa assured all of the residents that these matters will be looked into. Mrs. Trammell also made comments.
