City Council

The Regular Meeting of the City Council of the City of Hackensack was held at City Hall, 65 Central Avenue, Hackensack, New Jersey, on Monday, May 5, 1997. Mayor Zisa called the meeting to order at 8:05 P. M. and asked everyone to stand for the flag salute. The Mayor asked the City Clerk to call the roll. Present: Deputy Mayor Roger B. Mattei, Councilman Jesus R. I Galvis, Councilwoman Juanita Trammell, Councilman Mark A. Stein, Mayor John F. Zisa, City Manager James s. Lacava, City Clerk Doris L. Dukes and City Attorney Richard E. Salkin Mayor Zisa called for a motion to approve the minutes of the meetings held on April 23, 1997. Motion offered by Stein, seconded by Trammell that the minutes be approved as submitted. Carried. FINAL ADOPTION OF ORDINANCE NO. 7-97 ENTITLED: "AN ORDINANCE TO AUTHORIZE THE LICENSING OF OUTDOOR CAFES IN CERTAIN BUSINESS DISTRICTS OF THE CITY OF HACKENSACK" •. Mayor Zisa: "This Ordinance has been advertised pursuant to law and now calls for a public hearing. Will someone so move?" Motion offered by Mattei seconded by Galvis that there be a public hearing. Carried Mayor Zisa asked if anyone present wished to be heard on this Ordinance. Robert Egan, 249 South River Street, representing Cubby 's, addressed the issue of "certain districts" being allowed to utilize I the outside seating if this ordinance is adopted. He felt he should be able to have outside seating, stating that he would not have to use the sidewalk because of the size of his property. Mr. Egan felt that it is not fair to limit the ordinance to Main Street and Anderson Street. Mayor Zisa pointed out that this ordinance was recommended for a very limited number of small restaurants in an attempt to "boost" the business on Main Street. If it works and the Health Department can monitor the maintenance, he sees no reason why it can 't go City-wide. The Mayor told Mr. Egan that he has the option of requesting a variance if he wished to have outside seating. Mr. Salkin added that if this does not work, the ordinance can be rescinded, but a variance cannot. John Gyiakopolous of Daddy 's Restaurant said he hopes the Ordinance is passed. Motion offered by Stein, seconded by Trammell that the public hearing be closed. Roll Call: Ayes - Mattei, Galvis, Trammell, Stein, Zisa Mrs. Dukes advised the Mayor that her Docket was completed. Mayor Zisa thanked her and asked the City Manager, City Attorney and members of Council if they had anything to report. They did not. Mayor Zisa acknowledged the success of Baseball Opening Day, a Tree Ceremony honoring Hackensack as Tree City USA for the fifth consecutive year, adding that the City was recognized in Trenton, I and Earth Day. He thanked Anthony Zisa, Chairman of the Shade Tree Committee, and the Environmental Commission for their efforts. Mr. Galvis said at this time he would like to report the "opening of Soccer yesterday, with 600 people in attendance". He recognized the cooperation of the Recreation and Police Departments. The Mayor opened the meeting to the public for discussion of City business and asked if anyone wished to speak. Dorothy Schwartz, 47 Prospect Avenue, addressed the subject of the Consumer Price Index. She also asked if the "H-Cops" will be insured. Mr. Salkin said they will be covered medically and as to liability. John Carr, Green Street, requested someone get in touch with Public Service to make sure the holes that were "dug" in the street in front of his house are repaired. Rainer Olster, 144 Union Street, spoke on the 1997 Municipal Budget. He asked questions which were answered by the City Manager and/or the Mayor. Anthony Zisa, 74 Davis Avenue, also spoke on the budget and I asked that Council do whatever they can to control spending.
