City Council

A Special Meeting of the City Council of the City of Hackensack was held at City Hall, 65 Central Avenue, Hackensack, New Jersey, on Monday, June 9, 1997, at 7:00 P. M. Mayor Zisa called the meeting .to order and asked the City Clerk to call the roll. Present - Deputy Mayor Roger B. Mattei, Councilman Jesus R. Galvis, Councilwoman Juanita Trammell, Councilman Mark A. Stein, Mayor John F. Zisa, City Manager James S. Lacava, City Clerk Doris L. Dukes and City Attorney Richard E. Salkin I Beth Calderone, Court Stenographer was present and recorded the entire proceedings of this meeting. A copy of the transcript will be kept on file in the Office of the City Clerk. The Mayor asked everyone to please stand for the flag salute. Mrs. Dukes: "In accordance with the Open Public Meetings Act, Chapter 231, Laws of 1975 adequate notice of this meeting was provided by sending a notice to The Record and by posting a copy on the Bulletin Board in City Hall." Mayor Zisa turned the meeting over to City Attorney Richard Salkin to explain the purpose of the meeting. Mr. Salkin reviewed the cronology of what has taken place with Block 240A. The Mayor and Council received a recommendation from the Planning Board which they must consider. They must determine whether Block 240 A is in need of redevelopment. Members of Council have made a policy determination to allow public input before making a decision. Mr. Salkin, since· the Mayor and Deputy Mayor are members of the Planning Board, asked Councilmen Stein, Galvis and Councilwoman Trammell if they had an opportunity to review the document and I transcript of the Planning Board. They each replied "yes". He pointed out that the Mayor and Council are here to only listen to the comments. Mayor Zisa called for a motion to open the meeting to the public. Motion offered by Stein, seconded by Galvis that there be a public hearing. Carried Mayor Zisa asked if anyone wished to be heard on the budget. Howard Williams, 316 Passaic Street, asked for clarification, stating that since two members of Council already serves on the Planning Board, only one vote is needed. He objected to the changes being proposed in block 240A. The following also voiced their disagreement and objections to the area in question being in need of redevelopment: · (Their comments will appear in the transcript.) Suzanne Sznajderman, 242 Summit Avenue Bob Smalls, 335 Kaplan Av�nue Peter Manfreito, 235 Cedar· Avenue Wallied Hasin, 256 Kaplan Avenue Michael M. & Sheila, 125 Prospect Avenue Richard Jon Contant, Attorney representing Joseph Rossi, owner of Essex Pharmacy, 33 Hudson Street, addressed the report prepared by Ecoplan (Santini) He presented documents as Exhibit A - 1, I • (Developer's Agreement with attachements - 19 pages) Exhibit A - 2 - Certificate of Inspection; Exhibit A-3 - Health License #9828; Exhibit A-4 Resume from Burgis Assocites Inc. (Stanley C. Slachetka, PP;) Exhibit A-5 - 29 Photos of the area in question; and Exhibit A-6 - Planning Board Proceedings total of 45 pages. Mr. Rossi, owner of Essex Pharmacy answered questions asked by Mr. Contant. He also asked questions of Mr. Slachetka regarding Mr. Santini's report that indicated that Block 240A is in need of Redevelopment. During the discussions, remarks were made by the City Attorney, Mayor Zisa and some members of Council. Two recesses were called during the evening, one at 9: 05 PM and one at 10: 20 PM Mr. Contant made closing remarks. Motion offered by Trammell, seconded by Stein that the public hearing be closed. Carried Mayor Zisa announced that a decision would not be made this evening. The information presented will be considered to reach a decision that will help all the merchants.
