A Special Meeting of the City Council of the City of Hackensack was held at City Hall, 65 Central Avenue, Hackensack, New Jersey, on Tuesday, May 23, 2000, at 6:30 P.M. Mayor Zisa called the meeting to order at 6:40 PM and asked the City Attorney, in the absence of the City Clerk, to call the roll. Present - Deputy Mayor Roger B. Mattei, Councilman Jesus R. I Galvis, Councilwoman Juanita Trammell, Councilman Mark A. Stein, Mayor John F. Zisa, City Manager James S. Lacava and City Attorney Richard E. Balkin Absent - City Clerk Doris L. Dukes who was in attendance at the International Institute of Municipal Clerks Conference. Beth Calderone, C.S.R .. Court Stenographer was present and recorded the entire proceedings. Mr. Salkin read the Sunshine notice: "In accordance with the Open Public Meetings Act, Chapter 231, Laws of 1975 adequate notice of this meeting was provided by sending a notice to the Record which was published on May 19, 2000, and posting a copy on the bulletin board in City Hall«. Mayor Zisa announced the purpose of this meeting is to allow the potential redevelopers of Block 240A who had submitted responses to the City's "Request For Qualifications/Solicitation of Interest" to make a public presentation of their concepts. Two applicants had made presentations at the Special Meeting held on May 22nd, 2000. Tonight presentations have been scheduled to be I made by RBJF LLC/RD Management Corp.; Hub Realty and Hampshire Management Company. Alfred T. Rossi, P.E. of RBJF LLC/RD Management Corp., introduced himself as well as the project team, including Frank Raimondo of Raimondo Construction and Rick Spillet of Kelco Management, Inc. The project team described their concept for Block 240A. It calls for the demolition of the existing structures on site and the construction of a six (6) story structure containing 5,000 square feet bank space and 10,675 retail space on the first story and a 172 room hotel on floors two (2) six (6). - Mr. Rossi and the project team responded to questions posed by the Mayor and Council and the City Attorney. The Mayor thanked Mr. Rossi for his presentation. At (7:40 PM) a recess was called. The meeting reconvened at 8:30 P.M. I The City Attorney advised the Council that the submission by Hub Realty had been withdrawn by one of the principal in the group, Mr. Lustbader. James Hanson of Hampshire Management Company introduced himself as well as the project team including Mark Rosen, Vice President of Hampshire Management Company and Ken Buyyounouski, an architect with Mader, Smyth, Buyyounouski and Associates.  The project team described their concept for Block 240A. It calls for the demolition of the existing structure on site and the construction of two separate buildings. The building on the western side of the block will be two stories and will contain 5, 000 square feet for a bank and 10, 875 square feet of office space. The building on the eastern side of the block will contain 6,500 square feet of retail space. The project team responded to questions from the Mayor and I Council and the City Attorney. The Mayor thanked Mr. Hanson for the presentation. The Mayor described the next step in the redevelopment process which would likely include in-depth meetings with selected redevelopers. He thanked all entities who had submitted proposals for the project. Motion offered by Mattei, seconded by Galvis that the meeting be adjourned. Carried (9:10 P.M.) I COUNCILMAN MARK A.
