City Council

The Regular Meeting of the City Council of the City of Hackensack was held at City Hall, 65 Central Avenue, Hackensack, New Jersey, on Wednesday, May 2nd, 2001, at 8:00 P.M. Mayor Zisa called the meeting to order and asked everyone to stand for the flag salute. The Mayor then asked the City Clerk to call the roll. Present Councilman Roger B. Mattei, Councilman Jesus Galvis, I Councilwoman John F. Zisa, Juanita City Trammell, Manager Dukes and City Attorney Richard E. Salkin. James Deputy Mayor S. Lacava, Mark City A. Stein, Clerk Doris L. Mayor Mrs. Dukes: "In accordance with the Open Public Meetings Act, Chapter 231, Laws of 1975 adequate notice of this meeting was provided by sending a notice to the Record and by posting a copy on the bulletin board in Hackensack". Mayor Zisa called for a motion to approve the minutes of the � meet ng held April 16th , 2001. Motion offered by Stein, seconded by Trammell, that the minutes be approved as submitted. Carried FINAL ADOPTION OF ORDINANCE NO. 2-2001 ENTITLED: "AN ORDINANCE FIXING AND DETERMINING MUNICIPAL CLASS POSITION AND SALARY RANGES FOR CERTAIN NON CONTRACTUAL OFFICERS AND EMPLOYEES OF THE CITY OF HACKENSACK 11 • Mayor Zisa: "This ordinance has been advertised according to law and now calls for a public hearing. Will someone so move"? I Motion offered by Mattei, seconded by Stein, that there be a public hearing. Carried Mayor Zisa: "Is there anyone who wish to be heard concerning this ordinance"? There was no response. Motion offered by Mattei, seconded by Trammell, that the public hearing be closed. J. S. A. 40A:ll-  5 (1) (a) (i) of the Local Public Contracts Law; and WHEREAS, it is the desire of the Mayor and Council of the City of Hackensack to engage the services of Layne Williams, 121 Millington Drive, Midland Park, New Jersey 07432, for this purpose; and WHEREAS, the Chief Financial Officer has certified that funds are available from Account No. 1-10- 710-204 of the Current Fund, in the amount of $15, 000.00, P. O. #121761; I NOW, THEREFORE, BE IT RESOLVED the City of Hackensack, as follows: by the Mayor and Council of (1) The Mayor and City Clerk be and they are hereby authorized and directed to execute a contract, with Layne Williams as Director of Theater Arts for the Hackensack Cultural Arts Building; (2) This contract is awarded without competitive bidding as the services qualify as extraordinary unspecifiable services in accordance with N. J.S. Roll Call: Ayes - Mattei, Galvis, Trammell, Stein, Zisa The introduction of the 2001 Municipal Budget offered by Stein, seconded by Galvis and carried is on file as a permanent record in the office of the City Clerk. Mayor Zisa thanked Mr. Lacava, Mr. Garbaccio and the staff for their efforts in preparing the budget. He added there would be no increase in the Municipal portion of the property tax bill. Mrs. Dukes advised the Mayor that her Docket was completed. The Mayor asked the members of Council if they had anything to I report. Councilmen Mattei and Galvis thanked Mr. Lacava and Mr. Garbaccio. Mr. Galvis added that he was happy with the results. Deputy Mayor Stein added "Nice work guys!" The Mayor mentioned the opening of the new bath facility at Johnson Park. He briefly addressed Y outh Day, which was held on Tuesday, May 1st which turned out to be very successful.  Mayor Zisa encouraged everyone to exercise their "American Duty" and vote in the Election, next Tuesday (May 9th) . The Mayor opened the meeting to the public for discussion of City business. Jack Donovan, Willow Avenue, again made unfavorable remarks concerning the school system. Robert Gardner, Anderson Street, regarding the "Teterboro Airport Impact" announced that two additional towns have joined the original twelve coalition of towns in Bergen County. Each town in the coalition has agreed to pay $5, 000. Mayor Zisa assured him I that Hackensack's $5, 000. 00, check has been authorized and will be sent soon. Angela Karon, 303 Summit Avenue, mentioned that Maywood and Rochelle Park are not included in the coalition. The Mayor noted that Maywood is always slow to join joint efforts, but he would try to involve Rochelle Park. Ms. Karon announced a rally scheduled to be held on Thursday, June 7th from 5:00 PM to 8:00 PM at Teterboro Airport. She asked for suggestions regarding publicizing this event. They are hoping to have over 1, 000 participants. Mayor Zisa said the City could support this effort with flyers and a public announcement for Channel 20. They agreed to talk further on this subject. Ms. Karon said that the bumper stickers were well received. City Attorney Salkin announced that Hackensack had done very well in the competitions at "Destination Imagination" (formerly known as O.M.) held on April 21st. The High School, the Middle School and Jackson Avenue School all took first place in their I respective divisions. The finals will be held at the University of Tennessee in Knoxville.
