City Council

The Regular Meeting of the City Council of the City of Hackensack was held at City Hall, 65 Central Avenue, Hackensack, New Jersey, on Monday, April 19th, 2004 at 8:00 P.M. Mayor Zisa called the meeting to order and asked everyone to stand for the flag salute. The Mayor then asked Ms. D’Auria to call the roll. Present - Mayor John F. Zisa, Deputy Mayor Roger B. Mattei, Councilwoman Juanita Trammell, Councilmen Mark A. Stein, and Jesus R. Galvis, City Clerk, Debra A. D’Auria, City Attorney Richard E. Salkin and City Manager James Lacava. Ms. D’Auria: “In accordance with the Open Public Meetings Act, Chapter 231, Laws of 1975, adequate notice of this meeting was provided by sending a notice to The Record and by posting a copy on the Bulletin Board in City Hall.” Mayor Zisa called for a motion to approve the minutes of the meeting held April 7th, 2004. Motion offered by Stein and seconded by Galvis that the minutes be approved as submitted. Carried. RESOLUTION #106 OFFERED BY: TRAMMELL SECONDED BY: STEIN FINAL ADOPTION OF ORDINANCE NO. 2-2004 ENTITLED: "AN ORDINANCE FIXING AND DETERMINING MUNICIPAL CLASS POSITION TITLES AND SALARY RANGES FOR CERTAIN CONTRACTUAL EMPLOYEES OF THE POLICE DEPARTMENT OF THE CITY OF HACKENSACK” Mayor Zisa: “This ordinance has been advertised pursuant to law and now calls for a public hearing. The Mayor thanked her and asked the City Manager and the members of the Council if they had anything to report. They did not. The Mayor announced that the City of Hackensack will participate in an asthma screening program, one of the first of its kind in the State of New Jersey, with help from the Hackensack University Medical Center. The children of Hackensack will be screened in schools, parks and the housing projects. The Mayor opened the meeting to the public for discussion of City business. Eric Martindale, 100 Second Street, reminded everyone that Saturday is Hackensack Clean Up Day and hopefully there will be some volunteers. He also reported that he took photos of the railroad corridor between Union Street and Moore Street and stated that the conditions are horrendous. The photos were given to the City Manager for investigation. Mr. Martindale also questioned the driveways in front of the new homes at First and Clay Streets. Philip Roberts, 17 Lodi Street, invited everyone to the open public meeting at the County re: Zabriskie Street and also voiced his concerns with reference to the Goldberg property. Frank Campbell, 111 Catalpa Avenue, questioned whether the City has plans for resurfacing streets and the Mayor indicated that there are, however the list is generated by the DPW and updated all of the time. Mr. Campbell stated that Spring Valley Avenue is in dire need of repair. He also inquired whether or not parking lots are required to have wheel stops for every space that faces the street. As no one else wished to be heard, a motion was made by Deputy Mayor Mattei and seconded by Councilman Galvis that the meeting be adjourned.
