RAMPS BY THE CITY OF HACKENSACK, IN THE COUNTY OF BERGEN,
APPROPRIATING $675,000, AND AUTHORIZING THE ISSUANCE OF
$640,000 IN BONDS OR NOTES OF THE CITY TO FINANCE A PORTION OF
THE COST,

Motion offered by Meneses and seconded by McAuliffe that there be a
public hearing.
PUBLIC HEARING – Len Nix, 83 Elm Avenue, questioned whether some
of the money could be used for sidewalks and was advised by Mr. Lo Iacono that
it could not be, sidewalks are the responsibility of the property owner. Mr. Nix
further stated that sections of sidewalk are missing on Spring Valley Avenue and
also that it is his opinion that handicapped curb ramps should be put in the most
highly trafficked area.

hearing be closed.

2-82 CHAPTER 170-49.2 “PARKING FOR THE HANDICAPPED”, TO
INCLUDE THE SOUTH SIDE OF TROAST STREET FROM A POINT 322 FEET
EAST FROM THE SOUTHEASTERLY CURB LINE OF SOUTH STATE STREET
TO A POINT 20 FEET EAST THEREOF.
BE IT RESOLVED that the above ordinance, being Ordinance 16-2007 as
introduced, does now pass on first reading and that said Ordinance shall be
considered for final passage at a meeting to be held on May 22, 2007 at 7:00
p.m. or as soon thereafter as the matter can be reached at the regular meeting
place of the City Council and at such time and place all persons interested be
given an opportunity to be heard concerning said Ordinance and that the City
Clerk be and she is hereby authorized and directed to publish said ordinance
according to law with a notice of its introduction and passage on first reading and

to facilitate debit card purchases of various city goods and services, including
fees charged by the Health Department; and
WHEREAS, Vital Chek Network, Inc., a Choice Point Company, with
offices at 6 Cadillac Drive, Suite 400, Brentwood, Tennessee 27027 is engaged
in this business of facilitating debit card purchase of goods and services; and
WHEREAS, Vital Chek Network, Inc. will provide said services desired by
the City of Hackensack as specified in an agreement dated January 2, 2007 at
no cost to the City of Hackensack.
NOW THEREFORE BE IT RESOLVED that the Mayor and City Clerk are
hereby authorized and directed to execute said agreement dated January 2,

Mayor, City Clerk, Construction Code Official and the Superintendent of Public
Works be and they hereby are authorized to execute a WQM-003 form to be
submitted to the New Jersey Department of Environmental Protection by Bertin
Engineering in connection with a treatment works approval permit application
prepared in connection with the construction of the project known as the “29
Linden Street Associates, LLC” located in Block 428, Lot 30 in the City of
Hackensack.

WHEREAS, the City of Hackensack and the Bergen County Utility
Authority desire to enter into a solid waste service agreement pursuant to
N.J.S.A. 40:8A-1 et seq. wherein the City of Hackensack shall deliver
municipally-generated solid waste to the waste management station for
processing, transportation and disposal, and the Bergen County Utility Authority
shall provide such solid waste processing, transportation, and disposal services
to the Municipality in an cooperative effort relating to municipal solid waste
management under the terms and conditions set forth in the interlocal
agreement; and
WHEREAS, the respective parties are desirous of entering into a three (3)
year solid waste service agreement contract commencing June 1, 2007 between
the City of Hackensack and the Bergen County Utility Authority;
NOW, THEREFORE, BE IT RESOLVED, that the Mayor and Council of
the City of Hackensack hereby authorize the City Manager of the City of
Hackensack to sign the Interlocal Agreement on behalf of the City of Hackensack
as well as any other documents that may be required to effectuate performance
of this agreement.
