INTRODUCTION OF A BOND ORDINANCE PROVIDING FOR THE
CONSTRUCTION OF PHASE II (FOSCHINI PARK) OF THE HACKENSACK
WATERFRONT PEDESTRIAN/BIKEWAY CORRIDOR IN AND BY THE CITY
OF HACKENSACK, IN THE COUNTY OF BERGEN, NEW JERSEY,
APPROPRIATING $2,101,201.00 AND AUTHORIZING THE ISSUANCE OF
$675,000.00 BONDS AND NOTES OF THE CITY TO FINANCE PART OF THE
COST THEREOF.
BE IT RESOLVED that the above ordinance, being Ordinance 22-2007 as
introduced does now pass on first reading and that said Ordinance shall be
considered for final passage at a meeting to be held on July 17, 2007 at 7:00 pm
or as soon thereafter as the matter can be reached at the regular meeting place
of the City Council and at such time and place all persons interested be given an
opportunity to be heard concerning said Ordinance and that the City Clerk be and
she is hereby authorized and directed to publish said Ordinance according to law
with a notice of its introduction and passage on first reading and of the time and
place when and where said Ordinance will be further considered for final
passage.

BE IT RESOLVED by the City Council of the City of Hackensack that the
Mayor and City Clerk be, and they hereby are, authorized to execute an
Interlocal Service Agreement with the Northwest Bergen County Utilities Authority
whereby the NBCUA will provide TV Inspection Services of the sanitary sewer
system, or other systems, to the City for the year 2007, pursuant to N.J.S.A.
40:8A-1, et seq. (the “Interlocal Services Act”),

WHEREAS, the governing body of the City of Hackensack has been
advised that an emergency affecting the welfare of the citizens of the City of
Hackensack and the general public when catch basins collapsed on Euclid and
Grand Avenues, and West Pleasantview Avenue and were rendered inoperable;
and
WHEREAS, the Project Manager notified the City Manager setting forth
the circumstances regarding the emergency; and
WHEREAS, the governing body is satisfied that an emergency did exist
and that immediate action was necessary to restore the aforementioned catch
basins to full operation; and
WHEREAS, the cost of the repair was $7,400.00, which was a fair and
reasonable quotation; and
WHEREAS, the Chief Financial Officer has certified that funds are
available in account #7-01-44-903-901-28G, Purchase order #156465;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Hackensack that pursuant to N.J.S.A.40A:11-6 which authorizes the governing
body to award contracts without benefit of public bidding in emergency situations
and the vendor Kaycon Inc., 75 A Vorhees Lane, Hackensack, New Jersey 07601
be paid therefore.

WHEREAS, the governing body of the City of Hackensack has been

City of Hackensack and the general public when the Rack Truck was involved in
an accident and was rendered inoperable; and
WHEREAS, the Superintendent of Public Works notified the City Manager
setting forth the circumstances regarding the emergency; and
WHEREAS, the governing body is satisfied that an emergency did exist
and that immediate action was necessary to restore the aforementioned vehicle
to full operation; and
WHEREAS, the cost of the repair will not exceed $40,000.00, which was a
fair and reasonable quotation; and
WHEREAS, the Chief Financial Officer has certified that funds are
available in account #C-04-55-Y15-000-018, Purchase order #156274;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Hackensack that pursuant to N.J.S.A.40A:11-6 which authorizes the governing
body to award contracts without benefit of public bidding in emergency situations
and the vendor Valtek Inc., 752 20 th Avenue, Paterson, New Jersey 07504 be
paid therefore.

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Hackensack that the purchase and delivery of one 2007 WX64 Autocar Chassis
with Labrie Model Ortimizer Forty (40) Cubic Yard Front Loader Body be awarded
to Sanitation Equipment Corporation, South 122 Route 17 North, Paramus, New
Jersey 07652 for the bid price of $201,500.00;

WHEREAS, the City of Hackensack desires to participate in the E-
Procurement Pilot Program, waiver requests and online auctions for disposal of
City surplus; and
WHEREAS, the State of New Jersey has established the E-Government
for Government and the Local Unit Electronics Technology Pilot Program and
Study Act P.L. 2001, c.30 overseen by the Department of Community Affairs
Division of Local Government Services; and
WHEREAS, participation in the E-Procurement Pilot Program would allow
the City of Hackensack to procure and dispose of certain goods and services in a
more cost efficient manner; and
WHEREAS, Stephen Lo Iacono, City Manager and Raymond Carnevale,
Director of Purchasing reviewed the program and recommend that the City of
Hackensack, New Jersey, submit the application for the E-Procurement Pilot
Program and waiver requests;
WHEREAS, municipalities have contracted with GovDeals online auctions
either independently or in partnership with the county or other municipalities;
NOW, THEREFORE, BE IT RESOLVED that the Mayor and Council of the
City of Hackensack, State of New Jersey, that the Director of Purchasing is
hereby authorized to apply for participation in the E-Procurement Pilot Program
and submit Waiver Requests with the New Jersey Department of Community
Affairs, Division of Local Government Services;
BE IT FURTHER RESOLVED that the Mayor sign the attached agreement
and that the Mayor and City Council authorizes Stephen Lo Iacono, City Manager
and Raymond Carnevale, Director of Purchasing to coordinate and direct the E-
Procurement Pilot Program, submit waiver requests and manage online auctions
for the City of Hackensack in accordance with N.J.A.C, and “The Act”.

WHEREAS, on June 18, 2007, a devastating fire ravaged a furniture store
in Charleston, South Carolina; and
WHEREAS, the Charleston Fire Department responded to this major
inferno by deploying its men and equipment in an expedient and professional
manner; and
WHEREAS, during the course of combating this inferno, nine (9) valiant
members of the Charleston Fire Department lost their lives in the line of duty to
the great sorrow of their loving families, friends and the entire Charleston
community; and
WHEREAS, Captain William Hutchinson, Captain Mike Benke, Captain
Louis Mulkey and firefighters Mark Kelsey, Bradford Baity, Michael French,
James Drayton, Brandon Thompson and Melven Champaign together
represented more than one hundred (100) years of service to the City’s fire
department; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Hackensack, New Jersey, that it does hereby express profound sorrow and
regret at the tragic deaths of these firefighters who lost their lives in the line of
duty.
BE IT FURTHER RESOLVED that copies of this resolution be forwarded
to the Charleston Fire Department and the surviving families of these brave men.
